HomeMy WebLinkAbout2015-07-02 Commissioner Minutes THUR DAY, JULY 2, 2015 The Franklin County Commissioners met Thursday, July 2, 2015, with the following members present: David S. Keller, Robert L. Thomas and Robert G. Ziobrowski. Chairman Keller presided and after calling the meeting to order, a Moment of Silence, and the Pledge of Allegiance, proceeded with the business of the day. On a motion by Robert L. Thomas, seconded by Robert G. Ziobrowski; unanimously approved to adopt the agenda. There was no public comment. On a motion by Robert L. Thomas, seconded by Robert G. Ziobrowski; unanimously approved the minutes of the June 23, 2015 and June 2 , 2015 meetings. The Board reviewed Commissioners Office matters. On a motion by Robert L. Thomas, seconded by Robert G. Ziobrowski; unanimously approved for the Chairman of the Board to execute the Notice to Proceed to Lobar Associates, Inc. for Construction Services for Bridge 116 Rehabilitation, effective July 6, 2015. The Board reviewed Juvenile Probation matters. On a motion by Robert L. Thomas, seconded by Robert G. Ziobrowski; unanimously approved the Renewal Agreement between the County of Franklin and Tuscarora School District for the School- Based probation program. The school district agrees to provide $6,515.93 for the 2012® 2016 school year. Franklin County will carry liability insurance for its employees and the program. The term of the agreement is August 2 , 2015 through May 31, 2016. The Board reviewed TIVICA matters. On a motion by Robert L. Thomas, seconded by Robert G. Ziobrowski; unanimously approved the Renewal Administrative Agreement between the County of Franklin and Tuscarora Managed Care Alliance (T CA) to provide needed Human Resources, Benefits, Payroll, etc. to TIVICA staff and the operations for the period of July 1, 2015 through June 30, 2016 at a cost of $70,052.00, to be reimbursed by T CA, which provides medical services to persons eligible for Medical Assistance. In accordance with PA Acts 67, 63 and 127 notifications, Buchart Horn, Inc. notified the County of a Pennsylvania Department of Environmental Protection NDPE Permit application being applied by Susquehanna Area Regional Airport Authority for construction of an airport taxiway and associated stormwater management facilities on property located in Greene Township. In accordance with PA Acts 67, 63 and 127 notifications, D.L. Martin Co. notified the County of a Pennsylvania Department of Environmental Protection state-only operating permit renewal application being applied for continued operation of a paint booth, dust collector and parts washers on property located in Mercersburg. In accordance with PA Acts 67, 63 and 127 notifications, Red Barn notified the County of a Pennsylvania Department of Environmental Protection NDPES CA FO Renewal Permit application being applied by Lonacre Farm, LLC for an existing swine operation on property located in Dry Run. Continued on page 2 Commissioner Thomas and Carrie Gray, Assistant County Administrator provided an update on Act 12 of 2015 signed by the Governor on June 29, 2015. Ms. Gray said this is a four year bill that will sunset in June 2019 and will increase wireless and wireline charges to $1.65, effective August 1, 2015. These fees will be collected by the State which will distribute to PE A. PE MA will distribute the funds to the counties based on a temporary formula initially. The final formula will be determined by a newly legislated 911 Board made up of 911 professionals, Legislators and County Commissioners or their designees. Ms. Gray said that Act 12 includes a provision that counties must adopt a resolution authorizing receipt of the 911 funds. She said we will have more flexibility on how to spend the funding. Commissioner Thomas said this will be similar to a block grant process. The meeting was adjourned at 9:54 a.m. with a motion by Robert L. Thomas; seconded by Robert G. Ziobrowski.
