HomeMy WebLinkAbout2015-07-09 Commissioner Minutes THURSDAY, JULY 9, 2015 The Franklin County Commissioners met Thursday, July 9, 2015, with the following members present: David S. Keller, Robert L. Thomas and Robert G. Ziobrowski. Chairman Keller presided and after calling the meeting to order, a Moment of Silence, and the Pledge of Allegiance, proceeded with the business of the day. Chairman Keller requested to amend the agenda to include an appointment to the Tuscarora Management Care Alliance (T CA) Steering Committee. On a motion by Robert L. Thomas, seconded by Robert G. Ziobrowski; unanimously approved to adopt the amended agenda. There was no public comment. On a motion by Robert L. Thomas, seconded by Robert G. Ziobrowski; unanimously approved all bills presented and ordered paid. On a motion by Robert L. Thomas, seconded by Robert G. Ziobrowski; unanimously approved the minutes of the June 30, 2015 and July 2, 2015 meetings. The Board reviewed Adult Probation matters. On a motion by Robert L. Thomas, seconded by Robert G. Ziobrowski; unanimously approved the Grant-In-Aid Continuing Program Application to the Pennsylvania Board of Probation and Parole for the State Offender Supervision Fund Agreement services, requesting an amount of$1,177,122.00 for fiscal year 2015-2016. This program is to help fund the Adult Probation Department. The Board reviewed Commissioners' Office matters. On a motion by Robert L. Thomas, seconded by Robert G. Ziobrowski; unanimously approved Resolution #2015® 06 for the Commissioners to support the Emergency Services Alliance applying for a PA Municipal Assistance Planning grant to help pay for the cost of a study to assist the volunteer fire and medical services community within Franklin County. The Board reviewed Risk Management matters. On a motion by Robert L. Thomas, seconded by Robert G. Ziobrowski; unanimously approved for the Chairman of the Board to execute the Service Agreement between the County of Franklin and Alpha Bio-Med Services for the pick-up, transport and disposal of medical waste boxes. Term is for the period of July 1, 2015 through June 30, 2018 at a cost of$50.00 per pick-up, paid by the Worker's Compensation Trust. In accordance with PA Acts 67, 68 and 127 notifications, Talen Renewable Energy notified the County of a Pennsylvania Department of Environmental Protection Plan approval Administrative Amendment application being applied for the landfill gas-to- energy plant located in the Greene Township. The Board reviewed Human Resources matters. On a motion by Robert L. Thomas, seconded by Robert G. Ziobrowski; unanimously approved the Policy#323.00, Volunteer Time Off (VTO) Policy for the purpose of allowing employees up to 7.5 hours for hourly employees or 8 hours for salaried employees, per calendar year to volunteer with a charitable organization. Continued on page 3 The Board reviewed appointments to the Tuscarora Managed Care Alliance (T CA) Steering Committee. On a motion by Robert L. Thomas, seconded by Robert G. Ziobrowski; unanimously approved to appoint April Rouzer, Drug and Alcohol Director, to replace Katherine Beidel as the Drug and Alcohol Representative on the TMCA Steering Committee. On a motion by Robert L. Thomas, seconded by Robert G. Ziobrowski; unanimously approved to enter an executive session at 9:40 a.m. this date for the purpose to review Litigation matters concerning the Keystone Health Center Tax Appeal Ruling. The Board reconvened into regular session at 10:13 a.m. No action was required after executive session. The meeting was adjourned at 10:14 a.m. with a motion by Robert L.
