HomeMy WebLinkAbout2015-07-23 Commissioner Minutes THURSDAY, JULY 23, 2015 The Franklin County Commissioners met Thursday, July 23, 2015, with the following members present: David S. Keller, Robert L. Thomas and Robert G. Ziobrowski. Chairman Keller presided and after calling the meeting to order, a Moment of Silence, and the Pledge of Allegiance, proceeded with the business of the day. On a motion by Robert L. Thomas, seconded by Robert G. Ziobrowski; unanimously approved to adopt the agenda. There was no public comment. On a motion by Robert L. Thomas, seconded by Robert G. Ziobrowski; unanimously approved all bills presented and ordered paid. On a motion by Robert L. Thomas, seconded by David S. Keller; unanimously approved the minutes of the July 16, 2015 meeting. Commissioner Ziobrowski abstained from voting. The Board reviewed Aging Office matters. On a motion by Robert L. Thomas, seconded by Robert G. Ziobrowski; unanimously approved for the Chairman of the Board to execute the Charitable Organization Registration Statement to Bureau of Charitable Organizations for Franklin County Area Agency on Aging to continue to be registered as a charitable organization. Renewal application fee is $125.00. The Board reviewed Children and Youth matters. On a motion by Robert L. Thomas, seconded by Robert G. Ziobrowski; unanimously approved the list of Subsidized Adoption Assistance Agreements on behalf of the Franklin County Children and Youth Department to provide a subsidy to adoptive parents to be used for adoptive children for the period of January 1, 2015 through June 1, 2015. Contract listing is maintained for proper accounting of all contracts. The Board reviewed additional Children and Youth matters. On a motion by Robert L. Thomas, seconded by Robert G. Ziobrowski; unanimously approved the updated contract listing for all contracts and aenums for Fiscal Year 2014/2015 for the Children and Youth department. Contract listing is maintained for proper accounting of all contacts to include vendor name and address, type(s) of service provided and rate(s) charged for services. The Board reviewed Commissioners matters. On a motion by Robert L. Thomas, seconded by Robert G. Ziobrowski; unanimously approved the Memorandum of Understanding ( OU) between the County of Franklin, Summit Health, Keystone Health, Greater Chambersburg Chamber of Commerce, Franklin County Area Development Corporation and United Way of Franklin County to fund the development of a prosperity indicators wesite that will provide data for community residents, businesses and human service agencies to utilize. This MOU is at a cost of$6,166.00 for the period of July 1, 2015 through June 3 , 2013. The Board reviewed additional Commissioners matters. On a motion by Robert L. Thomas, seconded by Robert G. Ziobrowski; unanimously approved the Intergovernmental Agreement between the County of Franklin and Rescue Hose Company permitting the use of Franklin County's Analog/Digital radio system for radio communication for the purpose of public safety and service. Continued on page 2 The Board reviewed Coroner matters. On a motion by Robert L. Thomas, seconded by Robert G. Ziobrowski; unanimously approved for the Chairman of the Board to execute the Agreement between the County of Franklin and Public Agency Training Council to provide in house training and certification for cell phone forensics. Training will be open to anyone at an appropriate fee paid to the Coroner's Office. The cost of this agreement is $17,900 with $5,000 being paid by the Coroner's certificate training account. The Board reviewed Emergency Services matters. On a motion by Robert L. Thomas, seconded by Robert G. Ziobrowski; unanimously approved the Hazardous Materials Emergency Response Preparedness Report for Calendar Year 2014, showing that Act 165 generated funds were expended according to prescribed standards. The Board reviewed Fiscal matters. On a motion by Robert L. Thomas, seconded by Robert G. Ziobrowski; unanimously approved the Letter of Agreement between the County of Franklin and Zelenkofske Axelrod to extend independent audit services for county financial statements and the required single audit. This agreement is for the years ending December 31, 2015 at a cost of$100,340.00; December 31, 2016 at a cost of$100,340.00 and December 31, 2017 at a cost of$102,357.00. The Board reviewed Grants/CJAB matters. On a motion by Robert L. Thomas, seconded by Robert G. Ziobrowski; unanimously approved the Grant application to Pennsylvania Commission on Crime and Delinquency (PCCD) to continue comprehensive child victim services at the Franklin County Children's Advocacy Center. Grant funds will support key staff positions, training expenses, and National Children's Alliance (NCA) Accreditation; since October of 2014 the Franklin County Children's Advocacy Center has processed 130 cases of child abuse. Grant term is January 1, 2016 through December 31, 2016 with a grant request in the amount of$99,576.00. The Board reviewed Human Resources matters. On a motion by Robert L. Thomas, seconded by Robert G. Ziobrowski; unanimously approved for the Chairman of the Board to execute the updated application for group benefits to Capital Blue Cross. New employees will now be eligible for benefits the first month after 60 days of employment. These modifications are required to be compliant with current Affordable Care Act (ACA) regulations. The Board reviewed additional Human Resources matters. On a motion by Robert L. Thomas, seconded by Robert G. Ziobrowski; unanimously approved for the Chairman of the Board to execute the Group Policy's Certificate of Coverage for Capital Blue Cross e ical/Rx and Vision Plans for County employees for the period of January 1, 2015 through December 31, 2016. The Board reviewed additional Human Resources matters. On a motion by Robert L. Thomas, seconded by Robert G. Ziobrowski; unanimously approved for the Chairman of the Board to execute the renewal contract between the County of Franklin and KRONOS to provide software maintenance on the Kronos system. Kronos software is used to maintain employee hours for the Jail and DES, with time clocks at each location. The cost of this agreement is $15,014.90 for the period of October 26, 2015 through October 25, 2016. Continued on page 3 The Board reviewed Information Services Technology matters. On a motion by Robert L. Thomas, seconded by Robert G. iorowski; unanimously approved for the Chairman of the Board to execute the Proposal from AccesslT Group, Inc. to replace the firewalls at the 911 center. This proposal replaces the old system with a new, redundant firewall system provided by Checkpoint at a cost of$35,030.00. The Board reviewed Jail matters. On a motion by Robert L. Thomas, seconded by Robert G. Ziorowski; unanimously approved the Contract between the County of Franklin and County of Union to house sentenced individuals from Union County at the Franklin County Jail, if space is available, alleviating overcrowding at the Union County Jail. Union County will pay Franklin County a per diem rate of$66.23 per inmate, per day. The term for this contract is July 1, 2015 through December 31, 2016. The Board reviewed Juvenile Probation matters. On a motion by Robert L. Thomas, seconded by Robert G. Ziorowski; unanimously approved the Renewal Agreement between the County of Franklin and Waynesboro Area School District for the School-Based Probation Program. The school district agrees to provide $17,034.00 for services during the 2015®2016 school year. Franklin County will carry liability insurance for its employees and the program. The term of the agreement is August 19, 2015 through May 31, 2016. The Board reviewed Mental Health/Intellectual Disabilities/Early Intervention matters. On a motion by Robert L. Thomas, seconded by Robert G. Ziorowski; unanimously approved the Joinder Agreement between the County of Franklin and County of Fulton to maintain joint Mental Health, Intellectual Disabilities, Early Intervention and Drug and Alcohol programs for the period of July 1, 2015 through June 30, 2016. The Board reviewed Planning matters. On a motion by Robert L. Thomas, seconded by Robert G. Ziobrowski; unanimously approved the Amendment to the Agreement between the County of Franklin and Mercersburg Area Council for Wellness, Inc. to extend the Tourism and Quality of Life Enhancement Grant award by nine and a half months (through June 2016). This extension is needed to apply the funds toward a local match required for a DCR grant. The DCR grant stipulates that local match funds must be expended during 2016. All other terms and conditions of the original agreement will remain in full force and effect. The Board reviewed additional Planning matters. On a motion by Robert L. Thomas, seconded by Robert G. Ziorowski; unanimously approved for the Chairman of the Board to execute Amendment#2 to the Contract, dated January 23, 2014, between the County of Franklin and Parsons Brinckerhoff for asset data collection needed to perform tasks necessary for the Metropolitan Planning Organization. This amendment is to include additional funds in the amount of$9,500.00, needed to collect data on local roadway segments (a PennDOT requirement), extending the total cost from $60,000.00 to $69,500.00. Service costs, in the amount of$62,550.00, will be covered by the Unified Planning Work Program through PennDot and Federal Highway Administration. All other terms and conditions of the original agreement will remain in full force and effect. Continued on page 4 The Board reviewed additional Planning matters. On a motion by Robert L. Thomas, seconded by Robert G. Ziorowski; unanimously approved the Amendment to the Agreement between the County of Franklin and Renfrew Museum and Park to extend the Tourism and Quality of Life Enhancement Grant award by five months (until January 14, 2016). The need to hire a new mason delayed construction of the Summer Kitchen. All other terms and conditions of the original agreement will remain in full force and effect. In accordance with PA Act 14 notifications, Franklin, through C.S. Davidson, is applying for a Pennsylvania Department of Environmental Protection G ®11 application to replace county bridges 84 and 6a on Sinham Road, located in Antrim Township. In accordance with PA Act 14 notifications, Plenary Walsh Keystone Partners notified the County of a Pennsylvania Department of Environmental Protection, Bureau of Waterways Engineering and Wetlands General Permit II application being applied to repair a structurally deficient bridge that intersects Back Creek, located in Hamilton Township. The Board reviewed appointments to the Tuscarora Managed Care Alliance (T CA) Steering Committee. On a motion by Robert L. Thomas, seconded by Robert G. Ziorowski; unanimously approved the appointment of Sandi Browne, Consumer/Family ember; Teresa Beckner, Fiscal Director; Steven Nevada, Administrator of Franklin/Fulton MH/ID/El; Sheldon Schwartz, Community ember; April ouzer, Franklin/Fulton Drug &Alcohol Director; and Richard Wynn, Human Services Administrator, to the Tuscarora Managed Care Alliance (T CA) Steering Committee for a term of July 1, 2015 through June 30, 2016.
