The Franklin County Commissioners met Thursday, August 6, 2015, with the
following members present: David S. Keller, Robert L. Thomas and Robert G.
Ziobrowski. Chairman Keller presided and after calling the meeting to order, a Moment
of Silence, and the Pledge of Allegiance, proceeded with the business of the day.
On a motion by Robert L. Thomas, seconded by Robert G. Ziobrowski;
unanimously approved to adopt the agenda.
There was no public comment.
On a motion by Robert L. Thomas, seconded by Robert G. Ziobrowski;
unanimously approved all bills presented and ordered paid.
On a motion by Robert L. Thomas, seconded by Robert G. Ziobrowski;
unanimously approved the minutes of the July 28, 2015 and July 30, 2015 meetings.
The Board reviewed Agreements, Contracts and Reports. Commissioner
Thomas asked David Donohue, Emergency Services Director, to explain board action
item #3, grant with PA Emergency Management Agency and the changes in the task
force rules. Mr. Donohue explained that in the past only Dauphin County signed the
agreement but now each individual county involved need to sign as well. Commissioner
Thomas asked Douglas Amsley, Children and Youth Director, to provide more
information on board action item #1, agreement with University of Pittsburgh. Mr.
Arnsley explained that he has had three or four caseworkers obtain their Masters degree
through this program in the past. There are approximately ten schools that participate
and Ms. Weller has chosen to attend Shipp ens burg University.
The Board reviewed Children &Youth matters. On a motion by Robert L.
Thomas, seconded by Robert G. Ziobrowski; unanimously approved the agreement
between the County of Franklin and University of Pittsburgh to allow Nicole Weller,
Caseworker, to attend graduate school via the PA Child Welfare Education Leadership
Program (CWEL) which is operated by the University of Pittsburgh, effective May 16,
2015. There is no cost to the County.
The Board reviewed Courts matters. On a motion by Robert L. Thomas,
seconded by Robert G. Ziobrowski; unanimously approved the contract between the
County of Franklin and Eric Weis brod, Attorney, to provide conflict attorney services at a
maximum reimbursement rate $22,707.34. The contractor will also be paid at the rate of
$65.00 per hour if cases go to trial and if cases are appealed to the Superior Court or
Supreme Court of Pennsylvania. This agreement is for the period of August 8, 2015
through December 31, 2015.

The Board reviewed Emergency Services matters. On a motion by Robert L.
Thomas, seconded by Robert G. Ziobrowski; unanimously approved for the Chairman of
the Board to execute the grant agreement between the County of Franklin and PA
Emergency Management Agency for the 2015 State Homeland Security Grant Program
to provide federal funds in the amount of$1,715,551.00 to coordinate planning,
organization, equipment, maintenance, training and exercise needs for acts of terrorism
and other catastrophic events. This grant is for the period of September 1, 2015 through
August 31, 2018. Franklin County is identified as a subgrantee or political subdivision
comprising the South Central Terrorism Task Force with Adams, Cumberland, Dauphin,
Franklin, Lancaster, Lebanon, Perry and York counties.
The Board reviewed Grants Management matters. On a motion by Robert L.
Thomas, seconded by Robert G. Ziobrowski; unanimously approved the Continuum of
Care (CoC) Program Consolidation Agreement between the County of Franklin and U.S.
Department of Housing and Urban Development (HUD) to provide funds in the amount
of$96,217.00 for the Franklin/Fulton Homeless Assistance Project. This agreement is
for the period of August 1, 2015 through July 31, 2016.
The Board reviewed additional Grants Management matters. On a motion by
Robert L. Thomas, seconded by Robert G. Ziobrowski; unanimously approved the
amendment to the agreement between the County and Waynesboro New Hope Shelter
to modify the provisions of the original agreement to reduce the contract amount from
$249,948.00 to $214,948.00 for the reentry initiatives program.
The Board reviewed Planning matters. On a motion by Robert L. Thomas,
seconded by Robert G. Ziobrowski; unanimously approved the agreement between the
County of Franklin and New Hope Shelter to pass approved HOME funding in the
amount of$376,000.00 from the county to New Hope Shelter to be used towards
construction of 7 apartment units. HOME funding which originates at the federal level is
passed through the state to the county.
The Board reviewed Tax Claim matters. On a motion by Robert L. Thomas,
seconded by Robert G. Ziobrowski; unanimously approved the exoneration for a
property that is tax exempt in the Borough of Waynesboro.
In accordance with PA Acts 67, 68 and 127 notifications, William A. Brindle
Associates, Inc. notified the County of a Pennsylvania Department of Environmental
Protection NDPES Permit application being applied by Neil C. & Jolynn Negley for a land
development for a chicken house on property located in Lurgan Township.
In accordance with PA Acts 67, 68 and 127 notifications, Carl Bert and
Associates notified the County of a Pennsylvania Department of Environmental
Protection NDPES Permit application being applied by Mark Myers for subdivision of
land on property located in Lurgan Township.
The Board met with the Human Resources Director, the Controller, District
Attorney, Sheriff, Warden and Department of Emergency Services Director for Salary
Board and Personnel matters.

The Board reviewed Personnel matters. On a motion by Robert L. Thomas,
seconded by Robert G. Ziobrowski; unanimously approved the revised job description
for the Food Service Worker position in the Area Agency on Aging and the new job
description for the Booking/Property Clerk position in the Jail.
The Board reviewed Visitor Bureau Advisory Board appointments. On a motion
by Robert L. Thomas, seconded by Robert G. Ziobrowski; unanimously approved to
appoint Jamie Stoner and Georgina Cranston to the Franklin County Visitors Bureau
Advisory Board to fill unexpired terms through January 319 2016.
The meeting was adjourned at 10:18 a.m. with a motion by Robert L. Thomas;
seconded by Robert G. Ziobrowski.
