HomeMy WebLinkAbout2015-08-20 Commissioner Minutes THURSDAY, AUGUST 20, 2015 The Franklin County Commissioners met Thursday, August 20, 2015, with the following members present: David S. Keller, Robert L. Thomas and Robert G. Ziobrowski. Chairman Keller presided and after calling the meeting to order, a Moment of Silence, and the Pledge of Allegiance, proceeded with the business of the day. Chairman Keller announced the agreement with Standard of Living Augmentation (SOLA) has been pulled from the agenda. On a motion by Robert L. Thomas, seconded by Robert G. Ziobrowski; unanimously approved to adopt the amended agenda. There was no public comment. On a motion by Robert L. Thomas, seconded by Robert G. Ziobrowski; unanimously approved all bills presented and ordered paid. On a motion by Robert L. Thomas, seconded by Robert G. Ziobrowski; unanimously approved the minutes of the August 11, 2015 and August 13, 2015 meetings. The Board reviewed Commissioners matters. On a motion by Robert L. Thomas, seconded by Robert G. Ziobrowski; unanimously approved the Business Associate Agreement between the County of Franklin and Keystone Health to comply with Department of Health and Human Services, Health Insurance Portability and Accountability Act. The Board reviewed Emergency Services matters. On a motion by Robert L. Thomas, seconded by Robert G. Ziobrowski; unanimously approved for the Chairman of the Board to execute the grant agreement between the County of Franklin and Pennsylvania Emergency Management Agency for the Emergency Management Performance Grant to reimburse the partial salary and benefits of the Emergency Management Agency (E A) Coordinator position for a grant amount of$48,876.00 for the grant period of October 1, 2014 through September 30, 2015. The Board reviewed Jail matters. On a motion by Robert L. Thomas, seconded by Robert G. Ziobrowski; unanimously approved for the Chairman of the Board to execute the Contract renewal between Franklin County and NRG Building Services, Inc. to provide maintenance of the Schneider Electric DDC Control system, which controls the HVAC equipment, ensuring efficient operation. This contract provides scheduled maintenance service. This agreement will begin on July 1, 2015 through June 30, 2016 at a cost of$7,990.00 which will be invoiced quarterly in the amount of$1,997.50. No increase from last year. The Board reviewed Property Management matters. On a motion by Robert L. Thomas, seconded by Robert G. Ziobrowski; unanimously approved the proposal from Cumberland Valley Rentals to supply clean rugs on a bi-monthly basis at the Commissioners Complex Tenant entrance at a cost of$672.00 for the period of January 1, 2016 through December 31, 2016. Ziobrowski; unanimously approved the service agreement between the County of Franklin and Ehrlich for monthly preventative maintenance for control of termites at the barn located at 151 Franklin Farm Lane in the amount of$336.00 for the period of September 1, 2015 through September 1, 2016. The Board reviewed additional Property Management matters. On a motion by Robert L. Thomas, seconded by Robert G. Ziobrowski; unanimously approved the proposal from Universal Door and Specialties, Inc. for 9 commercial grade replacement windows at 425 Franklin Farm Lane for a one-time cost of$7,813.36. Installation of the windows will be completed by Property Management. Quotes were requested; this was the lowest qualified quote. The Board reviewed Register and Recorder matters. On a motion by Robert L. Thomas, seconded by Robert G. Ziobrowski; unanimously approved agreement between the County of Franklin and ofile Preservation, Inc. to preserve/repair original historical record books and documents of Military Discharge Records from 1865-1908 at a one- time cost of$4,910.00, funded by the Recorder's Improvement fund. The Board reviewed Tax Claim matters. On a motion by Robert L. Thomas, seconded by Robert G. Ziobrowski; unanimously approved the exoneration for a mobile home that has been abandoned in Hillside Manor. In accordance with PA Acts 67, 68 and 127 notifications, The Borough of Chambersburg notified the County of a Pennsylvania Department of Environmental Protection NDPES renewal permit application being applied for the Failing Spring Generating Station located in the Borough of Chambersburg. In accordance with PA Acts 67, 68 and 127 notifications, the Department of the Army notified the County of a PA Department of Environmental Protection application being applied by Letterkenny Army Depot (LEAD) to construct a paint booth in Building 350-1. Teresa Beckner, Fiscal Director, met with the Board to review the 2015 expense and revenue budget performance through June, 2015. She reported there are frontloaded expenses which create a variance for several departments but this will level out as the year progresses. Ms. Beckner reported the funds for the Human Services Enhancement Grants program are showing no corresponding budget, indicating that it is overspent. This is the result of expenses being charged against General Fund tax dollars by the Controller instead of against the special projects funds that were set aside by the Board for this purpose. This is not accurate accounting, and it is contrary to the express wishes of county administration and the authority of the commissioners to manage the fiscal affairs of the county. Ms. Beckner said general fund expenses, including county share are at 50% of budgeted expenses compared to 47.7% in June of 2014. Ms. Beckner reported revenues are 77.5% collected of general fund revenue budget compared to 78.3% in June, 2014. Ms. Beckner said that, regarding property taxes for 2015, the county's billings were $36,800 more than budgeted and $366,600 more than 2014. Through June, collections are $476,000 higher than last year, so the extra billings have been collected at the beginning of the cycle. The County collected over$32 million which is about 87.9%, compared with 87.6% last year. The county's average collections through June for the five year period 2010-2014 are 86.1%.
