HomeMy WebLinkAbout2015-08-27 Commissioner Minutes THURSDAY, AUGUST 27, 2015 The Franklin County Commissioners met Thursday, August 27, 2015, with the following members present: David S. Keller, Robert L. Thomas and Robert G. Ziobrowski. Chairman Keller presided and after calling the meeting to order, a Moment of Silence, and the Pledge of Allegiance, proceeded with the business of the day. On a motion by Robert G. Ziobrowski, seconded by David S. Keller; unanimously approved to adopt the agenda. There was no public comment. On a motion by Robert G. Ziobrowski, seconded by David S. Keller; unanimously approved all bills presented and ordered paid. On a motion by Robert G. Ziobrowski, seconded by David S. Keller; unanimously approved the minutes of the August 13, 2015 and August 20, 2015 meetings. The Board reviewed Adult Probation matters. On a motion by Robert G. Ziobrowski, seconded by David S. Keller; unanimously approved the agreement between the County of Franklin and CRC Health Corporation, White Deer Run, Inc. to provide drug and alcohol rehabilitation services for the Franklin County Adult Probation Restrictive Intermediate Punishment Program, at a cost not to exceed $9,243.00. Funded by grant monies from the Pennsylvania Commission on Crime and Delinquency for the period of July 1, 2015 through June 3 , 2016. The Board reviewed additional Adult Probation matters. On a motion by Robert G. Ziobrowski, seconded by David S. Keller; unanimously approved the agreement between the County of Franklin and Keystone Rural Health Center to provide drug and alcohol rehabilitation services for the Franklin County Adult Probation Restrictive Intermediate Punishment Program, at a cost not to exceed $10,909.00. Funded by grant monies from the Pennsylvania Commission on Crime and Delinquency for the period of July 1, 2015 through June 3 , 2016. The Board reviewed additional Adult Probation matters. On a motion by Robert G. Ziobrowski, seconded by David S. Keller; unanimously approved the agreement between the County of Franklin and Pennsylvania Counseling Services to provide drug and alcohol rehabilitation services for the Franklin County Adult Probation Restrictive Intermediate Punishment Program, at a cost not to exceed $9,720.00. Funded by grant monies from the Pennsylvania Commission on Crime and Delinquency for the period of July 1, 2015 through June 30, 2016. The Board reviewed additional Adult Probation matters. On a motion by Robert G. Ziobrowski, seconded by David S. Keller; unanimously approved the agreement between the County of Franklin and Pyramid Healthcare to provide drug and alcohol rehabilitation services for the Franklin County Adult Probation Restrictive Intermediate Punishment Program, at a cost not to exceed $29,993.00. Funded by grant monies from the Pennsylvania Commission on Crime and Delinquency for the period of July 1, 2015 through June 30, 2016. Continued on page 2 The Board reviewed additional Adult Probation matters. On a motion by Robert G. Ziobrowski, seconded by David S. Keller; unanimously approved the agreement between the County of Franklin and UHS of Pennsylvania, Roxbury Treatment Center to provide drug and alcohol rehabilitation services for the Franklin County Adult Probation Restrictive Intermediate Punishment Program, at a cost not to exceed $14,580.00. Funded by grant monies from the Pennsylvania Commission on Crime and Delinquency for the period of July 1, 2015 through June 30, 2016. The Board reviewed Children &Youth matters. On a motion by Robert G. Ziobrowski, seconded by David S. Keller; unanimously approved the Needs Based Plan and Budget for Children and Youth and Juvenile Probation for the Fiscal Years 2016® 2017 in the amount of$2,079,629.00. This report shows all expenditures and revenues requested for this period. The Board reviewed CJAB/Grants matters. On a motion by Robert G. Ziobrowski, seconded by David S. Keller; unanimously approved for the Chairman of the Board to execute the agreement between the County of Franklin and Chambersburg Country Club to provide event space and catering for the Criminal Justice Advisory Board (CJAB) Strategic Planning Retreat. The event is scheduled for September 10, 2015 at an estimated cost of$969.00. The Board reviewed Grants matters. On a motion by Robert G. Ziobrowski, seconded by David S. Keller; unanimously approved the agreement between the County of Franklin and Christian Recovery Aftercare Ministries, Inc. (CRAM) to provide employment support services to ex-offenders in need of employment. CRAM will also develop a database of employers and transportation providers (ex. Churches) willing to work with ex-offenders. Contract term is August 13, 2015 through December 31, 2015 in the amount of$12,200.00, covered by the Pennsylvania Commission on Crime and Delinquency's (PCCD) Offender Reentry Initiative. The Board reviewed additional Grants matters. On a motion by Robert G. Ziobrowski, seconded by David S. Keller; unanimously approved the agreement between the County of Franklin and Standard of Living Augmentation, Inc. (SO LA) to provide support services for individuals reentering the workforce after incarceration, through Job Clubs, which provides job-seeking strategies, interview skills, job retention, financial management and ethics training. Contract term is August 13, 2015 through December 31, 2015 in the amount of$12,465.00, covered by the Pennsylvania Commission on Crime and Delinquency's (PCCD) Offender Reentry Initiative. The Board reviewed additional Grants matters. On a motion by Robert G. Ziobrowski, seconded by David S. Keller; unanimously approved the agreement between the County of Franklin and United Way of Franklin County (Stepping Forward Works Program) to provide training and support services to 15 individuals, returning from incarceration, who are in need of employment skills. Contract term is August 13, 2015 through December 31, 2015 in the amount of$10,335.00, covered by the Pennsylvania Commission on Crime and Delinquency's (PCCD) Offender Reentry Initiative. Continued on page 3 The Board reviewed Human Resources matters. On a motion by Robert G. Ziob rows ki, seconded by David S. Keller; unanimously approved for the Chairman of the Board to execute the renewal agreement between the County of Franklin and Syntrio, Inc. to provide 1,000 sessions of any Syntrio course module, for all employees. Contract term is September 30, 2015 through September 29, 2016 at a cost of$9,000.00. The Board reviewed Veterans Affairs matters. On a motion by Robert G. Ziobrowski, seconded by David S. Keller; unanimously approved a Supplemental Appropriation in the amount of$6,000.00 to record donations and expenditures to and from the VA Outreach Fund Special Revenue Fund. In accordance with PA Acts 14, 67, 68 and 127 notifications, New Enterprise Stone & Lime Co., Inc. dba Valley Quarries notified the County of a Pennsylvania Department of Environmental Protection Air Quality Renewal Permit application to renew the State-Only operating permit for the quarry, located in Guilford Township. In accordance with PA Acts 14, 67, 68 and 127 notifications, GHD notified the County of a Pennsylvania Department of Environmental Protection NPDES Renewal Permit application being applied by Antrim Township for the current Waste Water Treatment Plant, located in Antrim Township. In accordance with PA Acts 14, 67, 68 and 127 notifications, R. Lee Royer and Associates notified the County of a Pennsylvania Department of Environmental Protection General NPDES application being applied by Cumberland Valley Analytical Services, Inc. for a commercial vehicle parking lot, located in the Borough of Waynesboro. In accordance with PA Acts 14, 67, 68 and 127 notifications, Red Barn Consulting, Inc. notified the County of a Pennsylvania Department of Environmental Protection General NPDES CAFO Renewal application being applied by Richard Hasson Vu Farms, Inc. for an existing dairy farm, located in Montgomery Township. The Board recessed at 9:51 a.m. to wait for Commissioner Thomas to phone in to approve an agreement that Chairman Keller needs to abstain on. Commissioner Thomas participated by conference call to take action on the following agreement. The Board reviewed Adult Probation matters. On a motion by Robert G. Ziobrowski, seconded by Robert L. Thomas; approved the agreement between the County of Franklin and Chambers' Apothecary to provide prescription medications for participants of the Franklin County Adult Probation Intermediate Punishment Program, at a cost not to exceed $10,422.00. Funded by grant monies from the Pennsylvania Commission on Crime and Delinquency for the period of July 1, 2015 through June 30, 2016. Chairman Keller abstained from voting.
