HomeMy WebLinkAbout2015-09-08 Commissioner Minutes TUESDAY, SEPTEMBER 3, 2015 The Franklin County Commissioners met Tuesday, September 3, 2015, with the following members present: David S. Keller, Robert L. Thomas and Robert G. Ziobrowski. Chairman Keller presided and after calling the meeting to order, a Moment of Silence, and the Pledge of Allegiance, proceeded with the business of the day. John Hart, County Administrator, asked to amend the agenda to delete the Solicitor time executive session. On a motion by Robert G. Ziobrowski; seconded by Robert L. Thomas; unanimously approved to adopt the amended agenda. There was no public comment. The minutes of the September 1, 2015 and September 3, 2015 meetings were reviewed. These will be approved Thursday, September 10, 2015. The Board reviewed Agreements, Contracts and Reports. Chairman Keller asked Mr. Hart for an overview of the Transportation proposal, board action #5. Mr. Hart explained that this proposal that is being submitted to PennT will increase the fee for riding the buses and will continue with zones but will increase to six zones. He asked the Board to keep in mind that the geographic layouts of counties have a big impact on fees. The more rural the area, the higher the trip costs are. Richard Wynn, Human Services Administrator, and Carrie Gray, Assistant County Administrator, explained further the proposal. Mr. Wynn explained it has been four years since we asked Penn®®T for a rate increase. He said the zones will be moving from four to six zones. He explained expenses have stayed even, but ridership has gone down so the trip costs have gone u . He explained Aging will be picking up the extra costs so the senior population will not see an increase. MATP does not have a cony but once PennT agrees to this increase, MATP just pays the extra costs so the riders do not notice the change. All items will be approved Thursday, September 10, 2015. The meeting was adjourned at 9:53 a.m. with a motion by Robert G. Ziobrowski; seconded by Robert L. Thomas. FRANKLIN COUNTY COMMISSIONERS
