The Franklin County Commissioners met Tuesday, September 22, 2015, with the
following members present: David S. Keller, Robert L. Thomas and Robert G.
Ziobrowski. Chairman Keller presided and after calling the meeting to order, a Moment
of Silence, and the Pledge of Allegiance, proceeded with the business of the day.
On a motion by Robert G. Ziobrowski; seconded by Robert L. Thomas;
unanimously approved to adopt the agenda.
There was no public comment.
The minutes of the September 15, 2015 and September 17, 2015 meetings were
reviewed. These will be approved Thursday, September 2 , 2015.
The Board reviewed Agreements, Contracts and Reports. Commissioner
Thomas asked for more explanation on board action items 1-3 and he presumes they
are cost overruns. John Hart, County Administrator, explained items 1-3 are connected
and are amendments through the TIP program for bridge 116. PennDot is adding
additional funds to item 2 and 3 because Lobar went over the estimated amount. The
additional funds will not wholly pay for the total amount because Lobar did the work
without getting approval. Commissioner Thomas asked Loretta McClure, Risk Manager,
to explain item #3, Self-Insured Workers Compensation Program. Ms. McClure
explained the Workers Comp Program is in good shape and our loss experience rate is
going down. The County has been doing this program for 22 years. The items will be
approved Thursday, September 2 , 2015.
On a motion by Robert G. Ziobrowski, seconded by Robert L. Thomas;
unanimously approved to enter an executive session at 9:42 a.m. this date for the
purpose to review the Tax Assessment Appeal of Brindle v. Franklin County Board of
Assessment matters which will require action after the executive session and contract
negotiations matters which will not require action after the executive session. The Board
reconvened into regular session at 10:45 a.m.
Mary Beth Shank, Solicitor asked approval to settle an Assessment Appeal of
Brindle v. Franklin County Board of Assessment, #2014-3910 &2014-3911. Each parcel
contains a 2 -unit apartment building. The assessment was a total of$445,530 and the
Board approved an assessment of$355,000. (Fair Market Value was $3,072,602 and
the stipulation lowers to $2,443,275). On a motion by Robert G. Ziobrowski, seconded
by Robert L. Thomas; unanimously approved to authorize Mary Beth Shank to enter into
an agreement with Robert and Steven Brindle, and the Tuscarora School District. The
County will refund Robert and Steven Brindle in the amount of$2,400.00.
The meeting was adjourned at10: 5 a.m. with a motion by Robert G. Ziobrowski;
seconded by Robert L. Thomas.
