HomeMy WebLinkAbout2015-11-12 Commissioner Minutes THURSDAY, NOVEMBER 12, 2015 The Franklin County Commissioners met Thursday, November 12, 2015, with the following members present: David S. Keller, Robert L. Thomas and Robert G. Ziobrowski. The Board attended the Prison Board meeting at the Jail. Chairman Keller presided and after calling the meeting to order, a Moment of Silence, and the Pledge of Allegiance, proceeded with the business of the day. On a motion by Robert L. Thomas, seconded by Robert G. Ziobrowski; unanimously approved to adopt the agenda. There was no public comment. On a motion by Robert L. Thomas, seconded by Robert G. Ziobrowski; unanimously approved all bills presented and ordered paid. On a motion by Robert L. Thomas, seconded by Robert G. Ziobrowski; unanimously approved the minutes of the November 5, 2015 meeting. The Board reviewed Commissioners' Office matters. On a motion by Robert L. Thomas, seconded by Robert G. Ziobrowski; unanimously approved the proposal and agreement between the County of Franklin and C.S. Davidson, Inc. for the inspection/inventory of seventy-five bridges in Franklin County at a cost not to exceed $728,631.67, to be completed by June 1, 2020. The Board reviewed additional Commissioners' Office matters. On a motion by Robert L. Thomas, seconded by Robert G. Ziobrowski; unanimously approved Resolution 2016-09 to authorize the Chief Clerk/County Administrator to be the authorized signatory for agreements processed through PennDOT's required Reimbursement Agreement System (RAS) via PennDOT's required Electronic Contract Management System (ECMS). The Board reviewed Controller's Office matters. On a motion by Robert L. Thomas, seconded by Robert G. Ziobrowski; unanimously approved for the Chairman of the Board to execute the agreement between the County and LexisNexis Risk Solutions to allow the Controller's Office access to the LexisNexis system to attempt to find former employees who have not received a refund of their contributions to the retirement plan. There is no charge unless the service is utilized, at that time the charge will be $.50 per advanced person search and will be charged to the retirement plan. The Board reviewed Grants/Fiscal matters. On a motion by Robert L. Thomas, seconded by Robert G. Ziobrowski; unanimously approved the amendment to the Human Services Enhancement Grant Agreement between the County of Franklin and United Way of Franklin County to allow budget modifications within the grant, so long as the total project does not exceeded the maximum encumbrance of$28,500.00. All other terms and conditions will remain in full force and effect. The Board reviewed Information Technology Services matters. On a motion by Robert L. Thomas, seconded by Robert G. Ziobrowski; unanimously approved Policy #608.02 to develop a clear pattern of acceptable uses for county-provided technology and the safekeeping of information. Continued on page 2 The Board reviewed additional Information Technology Services matters. On a motion by Robert L. Thomas, seconded by Robert G. Ziobrowski; unanimously approved for the Chairman of the Board to execute the renewal quote from SADA Systems, Inc. to continue using Google Apps for Government which includes; county email, instant messaging, calendar, retention, drive, and application services for the period of December 22, 2015 through December 21, 2016 at a cost of$57,742.40. Company is on State Contract. The Board reviewed Juvenile Probation matters. On a motion by Robert L. Thomas, seconded by Robert G. Ziobrowski; unanimously approved the renewal agreement between the County of Franklin and Chambersburg School District for the School-Based Probation Program. The school district agrees to provide $38,390.08 for services during the 2015-2016 school year. Franklin County will carry liability insurance for its employees and the program. The term of the agreement is August 19, 2015 through June 5, 2016. The Board reviewed Property Management matters. On a motion by Robert L. Thomas, seconded by Robert G. Ziobrowski; unanimously approved for the Chairman of the Board to execute the contract renewal between the County of Franklin and Cleveland Brothers Equipment Company, Inc. for preventative maintenance and inspection of county-owned generators and associated equipment located at the Courthouse Annex, Department of Emergency Services, as well as the Clark's Knob, Blue Mountain and Warren Township tower sites; for the period of January 1, 2016 through December 31, 2016 at a cost of$5,348.00. The Board reviewed additional Property Management matters. On a motion by Robert L. Thomas, seconded by Robert G. Ziobrowski; unanimously approved the Letter of Agreement between the County of Franklin and Control Systems to provide semi- annual preventative maintenance on the pneumatic control system at the Human Services Building at a cost of$4,068.00 for the period of January 1, 2016 through December 31, 2016. The Board reviewed additional Property Management matters. On a motion by Robert L. Thomas, seconded by Robert G. Ziobrowski; unanimously approved for the Chairman of the Board to execute the renewal agreement between the County of Franklin and Diamond Automatic Sprinklers, Inc. to perform annual inspection of the sprinkler systems located at the Administrative Annex and Building 426. This agreement will also include one alternative inspection of the backflow preventer at the Administrative Annex for a total cost of$1,260.00 for the period of January 1, 2016 through December 31, 2016. The Board reviewed additional Property Management matters. On a motion by Robert L. Thomas, seconded by Robert G. Ziobrowski; unanimously approved for the Chairman of the Board to execute the renewal agreement between the County of Franklin and Knepper's Kleen Water for annual maintenance, replacement parts, monthly operator's license fee and quarterly DEP sample fees at Adult Probation, Aging and Greencastle Senior Activity Center at a cost of$1,589.00 for the period of January 1, 2016 through December 31, 2016. The Board reviewed additional Property Management matters. On a motion by Robert L. Thomas, seconded by Robert G. Ziobrowski; unanimously approved the Supplemental Appropriation in the amount of$27,400.00 for Human Service Building and Administration Annex to cover the custodial, paper products used for events, meetings, and general public which have exceeded the budgeted amount. These additional funds will also be utilized for building maintenance, testing, minor repairs and heater core. Continued on page 3 The Board reviewed appointments to the Franklin County Visitors Board. On a motion by Robert L. Thomas, seconded by Robert G. Ziobrowski; unanimously approved to appoint Chris Ardinger to the Franklin County Visitors Bureau Advisory Board to fill an unexpired term through January 31, 2016. The Board reviewed appointments to the Franklin County Housing Authority. On a motion by Robert L. Thomas, seconded by Robert G. Ziobrowski; unanimously approved to appoint Lisa Dixon to the Franklin County Housing Authority Board for a term of November 12, 2015 through May 31, 2017. The Board recessed and will reconvene at 1:30 p.m. for the Retirement Board meeting. The Board held a Franklin County Retirement Board meeting. Michael Shone, Peirce Park Group President, met with the Board to provide a report of the Franklin County Other Post-Employment Benefits (OPEB) Fund.
