HomeMy WebLinkAbout2015-12-03 Commissioner Minutes THURSDAY, DECEMBER 3, 2015 The Franklin County Commissioners met Thursday, December 3, 2015, with the following members present: David S. Keller, Robert L. Thomas and Robert G. Ziobrowski. Chairman Keller presided and after calling the meeting to order, a Moment of Silence, and the Pledge of Allegiance, proceeded with the business of the day. On a motion by Robert L. Thomas, seconded by Robert G. Ziobrowski; unanimously approved to adopt the agenda. There was no public comment. On a motion by Robert L. Thomas, seconded by Robert G. Ziobrowski; unanimously approved all bills presented and ordered paid. On a motion by Robert L. Thomas, seconded by Robert G. Ziobrowski; unanimously approved the minutes of the November 24, 2015 meeting. The Board reviewed Commissioners' Office matters. On a motion by Robert L. Thomas, seconded by Robert G. Ziobrowski; unanimously approved the Lease Agreement between the County of Franklin and the Borough of Mercersburg for the county to lease office space at Borough Hall for the Magisterial District Justice Office for an amount of$901.77 per month for the period of January 1, 2016 through December 31, 2016 with the option to renew for an additional twelve month term and an increase of 3%. The Board reviewed Tax Services matters. On a motion by Robert L. Thomas, seconded by Robert G. Ziobrowski; unanimously approved for the Chairman of the Board to execute the quote from Printaway to print tax collector envelopes including postage at a total cost of$33,930.00. The vendor is requesting payment up front but the County will be reimbursed by the townships for their portion of the envelopes and postage expense. The approximate amount the county will receive from the townships will be $14,435. Quotes were requested and two vendors responded. This was the lowest qualified quote. Phil Tarquino, Planning Director, was present to provide the Franklin County Tourism and Quality of Life Enhancement Grant Committee recommendations. Mr. Tarquino explained the committee received applications for this funding round and the committee has reviewed them. He said the committee consists of John Hart, Carrie Gray, Teresa Beckner, Patti Nitterhouse and himself. The grant funds to allocate are in the amount of$225,000.00 from hotel tax funds and $125,000.00 from Act 13/Marcellus Shale. The following is the committee's recommendations: from Marcellus Shale funds: The Conservation Fund will use funds to complete the purchase of the Eagle Rock property in Greene Township in the amount of$91,855.00; MACWeII to develop a streamside trail on Johnson Run in Mercersburg in the amount of$33,145.00. For Tourism Funds: Capitol Theatre to be used for digital marquee improvements in the amount of$53,700.00; Conococheague Institute to develop trails and signage at the Welsh Run farm in the amount of$47,297.00; DCI filing on behalf of Franklin County Cyclist Organization in partnership with the Borough of Chambersburg for a bike pedestrian study in the amount of$5,250.00; MACWeII to complete their project in the amount of$3,185.00; Renfrew to reconstruct an historic limekiln in the amount of $47,300.00; Washington Township to develop signage and amenities at the Monterey Continued on page 2 Pass Battlefield for an amount of$36,467.00; Waynesboro Historical Society to archive records in the amount of$6,801.00; and Waynesboro Theater for facade improvements in the amount of$25,000.00. Mr. Tarquino said all these projects have the support of their local municipalities. Chairman Keller said he feels the recommendations are appropriate. Commissioner Ziobrowski wanted to stress this is not general fund money, it's from Marcellus Shale and Hotel Tax to be used for this purpose. On a motion by Robert L. Thomas, seconded by Robert G. Ziobrowski; unanimously approved the recommendations and authorized staff to move forward with forwarding the contracts to the entities.
