HomeMy WebLinkAbout2015-12-08 Commissioner Minutes TUESDAY, DECEMBER 8, 2015 The Franklin County Commissioners met Tuesday, December 8, 2015, with the following members present: David S. Keller, Robert L. Thomas and Robert G. Ziobrowski. Chairman Keller presided and after calling the meeting to order, a Moment of Silence, and the Pledge of Allegiance, proceeded with the business of the day. On a motion by Robert G. Ziobrowski; seconded by Robert L. Thomas; unanimously approved to adopt the agenda. Kim Wertz provided public comment and asked for more information on board action item #2, forms to withhold taxes for Maryland and West Virginia and board action item #4, agreement with Comcast. The minutes of the December 1, 2015 and December 3, 2015 meetings were reviewed. These will be approved Thursday, December 10, 2015. The Board reviewed Agreements, Contracts and Reports. Commissioner Thomas asked Noll Wilt, Information Technology Services Director, to explain the Comcast agreement. Mr. Wilt explained that PRI stands for Primary Rate Interface and that it's a trunking method; there are multiple phone lines dispersed throughout but then they are trunked together in the end. This agreement would replace the PRI at the Courthouse and Courthouse Annex. He explained further that this agreement will save money by reducing the long distance calls in our area due to Comcast offering a wider local exchange network. He said that long distance calls will still continue through CenturyLink that are outside of Comcast's exchange network. Commissioner Thomas also asked for more information on the document management system. Mr. Wilt explained that the document management system within Tyler itself will integrate with MUNIS to make it easier to work within MUNIS. Harold Wissinger, Director of Audits, was present to explain board action item #2, withholding of state tax forms. Mr. Wissinger explained that the County employs 10 employees from Maryland and 2 employees from West Virginia. He said these forms will allow us to collect state taxes for these states and the Controller's Office will forward the state taxes to those states. Commissioner Thomas asked Mr. Wilt to explain board action #7, change order from General Code. Mr. Wilt explained that the Court system and District Attorney's offices work together to bring together all information and also share with the Public Defender's Office. This project sets up a more secure system. The items will be approved Thursday, December 10, 2015. The Board met with the Human Resources Director; the Deputy Controller; President Judge Carol Van Horn; and Mark Singer, Court Administrator for Salary Board matters. The Board reviewed appointments to the Franklin County Industrial Development Authority. On a motion by Robert G. Ziobrowski, seconded by Robert L. Thomas; unanimously approved to appoint Chris Ardinger to fill an unexpired term through April 4, 2017. The meeting was adjourned at 10:06 a.m. with a motion by Robert G.
