HomeMy WebLinkAbout2015-12-10 Commissioner Minutes THURSDAY, DECEMBER 10, 2015 The Franklin County Commissioners met Thursday, December 10, 2015, with the following members present: David S. Keller, Robert L. Thomas and Robert G. Ziobrowski. The Board attended the Prison Board meeting. Chairman Keller presided and after calling the meeting to order, a Moment of Silence, and the Pledge of Allegiance, proceeded with the business of the day. On a motion by Robert L. Thomas, seconded by Robert G. Ziobrowski; unanimously approved to adopt the agenda. There was no public comment. On a motion by Robert L. Thomas, seconded by Robert G. Ziobrowski; unanimously approved all bills presented and ordered paid. On a motion by Robert L. Thomas, seconded by Robert G. Ziobrowski; unanimously approved the minutes of the December 1, 2015 and December 3, 2015 meetings. The Board reviewed Commissioners' Office matters. On a motion by Robert L. Thomas, seconded by Robert G. Ziobrowski; unanimously approved the Lease Agreement between the County of Franklin and Derwood Martin DBA Clearview Farm, for lease of land for agriculture purposes on Franklin Farm Lane for a lease amount of $1,450.40 per month, payable to the County on the first of each month, for the period of January 1, 2016 through December 31, 2018. The Board reviewed Controller Office matters. On a motion by Robert L. Thomas, seconded by Robert G. Ziobrowski; unanimously approved for the Chairman of the Board to execute the withholding of state tax forms from the states of Maryland and West Virginia to set up Franklin County to submit withheld state taxes because to the County employing residents of Maryland and West Virginia. These forms are needed for Franklin County to be set up to submit withheld state taxes to these states. The Board reviewed District Attorney and Jail matters. On a motion by Robert L. Thomas, seconded by Robert G. Ziobrowski; unanimously approved the Maintenance Agreement between the County of Franklin and PA District Attorney's Institute to provide maintenance on the PA SAVIN victim notification system at a cost of$5,660.44 to be paid by the District Attorney and the Jail for the period of January 1, 2016 through December 31, 2016. The Board reviewed Information Technology Services matters. On a motion by Robert L. Thomas, seconded by Robert G. Ziobrowski; unanimously approved for the Chairman of the Board to execute the agreement between the County of Franklin and Comcast to provide the County's telecommunications Primary Rate Interfaces (PRI) for 120 telephone numbers used by the County. This agreement will replace the 2 PRI's which have run out of contract with CenturyLink. The advantage of Comcast is a greater local exchange area which will reduce long distance calling charges for the County. The cost of this service will be $978.00 per month. The Board reviewed additional Information Technology Services matters. On a motion by Robert L. Thomas, seconded by Robert G. Ziobrowski; unanimously approved for the Chairman of the Board to execute the agreement between the County of Franklin and Comcast to replace the CenturyLink internet services at the Scotland Magisterial District Judge's office at a cost of$102.85 per month. Continued on page 2 The Board reviewed additional Information Technology Services matters. On a motion by Robert L. Thomas, seconded by Robert G. Ziobrowski; unanimously approved for the Chairman of the Board to execute the quote from Tyler Technologies to provide Tyler Content Management (TCM) which is a module of the MUNIS software package to allow for document scanning and management within the system. It will facilitate workflow within MUNIS which will streamline such processes as invoice tracking and approval as well as vendor self service at a cost of$26,600.00. The Board reviewed additional Information Technology Services matters. On a motion by Robert L. Thomas, seconded by Robert G. Ziobrowski; unanimously approved the Change Order from General Code to include additional LaserFiche licenses to accommodate the eDiscovery project allowing local police authorities to upload evidence to the District Attorney's office. This change order is for the total cost of$47,245.50. The Board reviewed Jail matters. On a motion by Robert L. Thomas, seconded by Robert G. Ziobrowski; unanimously approved the Preventative Maintenance Agreement between the County of Franklin and Frey Lutz Corporation to provide HVAC equipment maintenance at the Jail on a temporary basis at a cost of$7,312.00 for the period of December 1, 2015 through March 31, 2016. This agreement is temporary until an official bid can go out because to the former HVAC company no longer serving businesses. The Board reviewed Property Management matters. On a motion by Robert L. Thomas, seconded by Robert G. Ziobrowski; unanimously approved for the Chairman of the Board to execute the agreement between the County of Franklin and Diamond Automatic Sprinklers to provide manual standpipe-hose valve inspections for property at 14 North Main Street, Chambersburg at a cost of$300.00 for the period of January 1, 2016 through December 31, 2016. Inspection is required by the Borough of Chambersburg Fire Department and will include all five floors of the building. In accordance with PA Acts 67, 68 and 127 notifications, GHD notified the County of a Pennsylvania Department of Environmental Protection NPDES Permit amendment being applied by Washington Township Municipal Authority for a change in pumping from submersible pumps to suction lift pumps at the Blue Ridge Summit Pump Station located in Washington Township. The Board reviewed Jail matters and conducted a bid opening for the sale of shoes for the Jail. The following bidder submitted a bid: Holmdel Footwear, LLC from Marlboro, New Jersey. On a motion by Robert L. Thomas, seconded by Robert G. Ziobrowski; unanimously approved to award to Holmdel Footwear, LLC for a total bid of $1,680.00. This was the only bid received.
