HomeMy WebLinkAbout2016-01-28 Commissioner Minutes THURSDAY, JANUARY 28, 2016 The Franklin County Commissioners met Thursday, January 28, 2016, with the following members present: David S. Keller, Robert L. Thomas and Robert G. Ziobrowski. Chairman Keller presided and after calling the meeting to order, a Moment of Silence, and the Pledge of Allegiance, proceeded with the business of the day. Chairman Keller said there are two additions to the agenda today and asked Mr. Hart for more explanations of the two items. John Hart, County Administrator, explained the Declaration of Disaster Emergency is for this past weekend's winter storm. By approving there is the possibility of state reimbursement for snow removal expenses.. He said we are tracking expenses and working with Department of Emergency Services to submit on behalf the County. Mr. Hart explained the other item is from Risk Management for excess insurance that needs ratified before February first. On a motion by Robert L. Thomas, seconded by Robert G. Ziobrowski; unanimously approved to adopt the amended agenda. There was no public comment. On a motion by Robert L. Thomas, seconded by Robert G. Ziobrowski; unanimously approved all bills presented and ordered paid. On a motion by Robert L. Thomas, seconded by Robert G. Ziobrowski; unanimously approved the minutes of January 19, 2016. On a motion by Robert L. Thomas, seconded by Robert G. Ziobrowski; approved the minutes of January 21, 2016. Chairman Keller abstained from voting. The Board reviewed Ag Extension/Fiscal matters. On a motion by Robert L. Thomas, seconded by Robert G. Ziobrowski; unanimously approved the grant agreement between the County of Franklin and Pennsylvania Department of Environmental Protection in support of the West Nile Surveillance and Control Program to protect the health of Franklin County citizens from mosquitoes carrying the virus for the period of January 1, 2016 through December 31, 2016, in the amount of$59,300.00. The Board reviewed Commissioners Office matters. On a motion by Robert L. Thomas, seconded by Robert G. Ziobrowski; unanimously approved the Declaration of Disaster Emergency due to severe winter weather that impacted Franklin County on or about January 22, 2016. The Board reviewed Coroner Office matters. On a motion by Robert L. Thomas, seconded by Robert G. Ziobrowski; unanimously approved the contract between the County of Franklin and Jan Sulcove, Esquire, to provide contracted attorney services at a cost not to exceed $121.00 per hour, with no more than 100 hours billed annually without consent and approval by the Coroner and the Board of Commissioners, for the period of January 1, 2016 through December 31, 2016. The Board reviewed Fiscal/Hotel Tax/Tourism matters. On a motion by Robert L. Thomas, seconded by Robert G. Ziobrowski; unanimously approved the Supplemental Appropriation to increase the budgeted expenses and revenues to account for higher then budgeted collection of 2015 Hotel Taxes and provide sufficient funds for payment of the appropriate share of revenue to the Franklin County Visitors Bureau. Continued on page 2 The Board reviewed Information Technology matters. On a motion by Robert L. Thomas, seconded by Robert G. Ziobrowski; unanimously approved for the Chairman of the Board to execute the renewal Quote from General Code to provide Laserfiche software maintenance at an annual cost of$71,460.00. Laserfiche is the content management system handling the County's scanning and archiving of documents. It also provides workflow and data entry in the recording of County documents and presents a web server for public sharing of information and document sharing. This quote will also add additional licenses and a connector module. The Board reviewed Information Technology matters. On a motion by Robert L. Thomas, seconded by Robert G. Ziobrowski; unanimously approved for the Chairman of the Board to execute the Business Associate agreement between the County of Franklin and Virtru Corporation, who provides a solution to secure emails to entities outside of the county, assuring their product is HIPPA compliant and they accept responsibility for the security of any information transported via their product. This is necessary in the Health and Human Services Division where we are required to transmit personal health information to health care providers. The Board reviewed Juvenile Probation matters. On a motion by Robert L. Thomas, seconded by Robert G. Ziobrowski; unanimously approved the Grant Application to the Juvenile Court Judges' Commission to receive Grant-in-Aid funding from the State to support operations of the Juvenile Probation Department in the amount of$134,221.00, for the period of July 1, 2015 through June 30, 2016. This funding is provided by Juvenile Court Judges Commission to further Juvenile Justice Systems Enhancement Strategies (JJSES) mandated by the State. The Board reviewed Planning matters. On a motion by Robert L. Thomas, seconded by Robert G. Ziobrowski; unanimously approved the agreement between the County of Franklin and Conococheague Institute to award $47,297.00 from the Franklin County Tourism and Quality of Life Enhancement Grant, utilizing the County's Hotel Tax Fund. This grant was created to fund projects that will enhance the quality of life and tourism within the county. Grant funds will be used for the creation of walking paths at the Conococheague Institute. The Board reviewed Risk Management matters. On a motion by Robert L. Thomas, seconded by Robert G. Ziobrowski; unanimously approved for the Chairman of the Board to execute the renewal policy from Midwest Employers Casualty Company (MECC) to provide Excess Workers' Compensation insurance at a cost of$72,335.00 for the period of February 1, 2016 through February 1, 2018 Paid through the Workers' Compensation Trust. The Board reviewed Tax Assessment matters. On a motion by Robert L. Thomas, seconded by Robert G. Ziobrowski; unanimously approved the Certification of the amount of County and County Library Taxes on real estate and mobile homes in the various political subdivisions of the County and the name of the Tax Collectors of said political subdivision for the year 2016. The Board reviewed additional Tax Assessment matters. On a motion by Robert L. Thomas, seconded by Robert G. Ziobrowski; unanimously approved the Acceptance and Authorization of Additions and Exonerations to the Tax Collectors of Franklin County for the years 2014 and 2015, in order for the Tax Collectors listed may close their 2014 and 2015 County and County Library Duplicates entitled "Board of Assessment— Summary Report" dated January 14, 2016. Continued on page 3 The Board reviewed additional Tax Services matters. On a motion by Robert L. Thomas, seconded by Robert G. Ziobrowski; unanimously approved the request from Debbie Turner/Distinctive Living Magazine for a list of all Franklin County residential properties including owner's names, physical address, mailing address and assessed value. The listing will be used for a direct mailer campaign. The fee will be determined based on the number of parcels provided in the report. In accordance with PA Acts 67, 68 and 127 notifications, Barton & Loguidice notified the County of a Pennsylvania Department of Environmental Protection General Permit Renewal application being applied by AJ Stove & Pellet, LLC to continue to accept wood waste materials to be used as boiler fuel at their existing facility, located in Antrim Township. In accordance with PA Acts 67, 68 and 127 notifications, R. Lee Royer& Associates notified the County of a Pennsylvania Department of Environmental Protection NPDES General Permit application being applied by Woodcrest Estates for a residential development, located in Washington Township. In accordance with PA Acts 67, 68 and 127 notifications, Carl Bert&Associates notified the County of a Pennsylvania Department of Environmental Protection NPDES & Chapter 105 Permit applications being applied by Cumberland Valley Regional Development Corporation (CVRDC) for commercial/industrial development proposed by CVRDC to subdivide and gain approvals for development of commercial retail and industrial lots, located in Southampton Township. In accordance with PA Acts 67, 68 and 127 notifications, Plenary Walsh Keystone Partners notified the County of a Pennsylvania Department of Environmental Protection General 11 and Chapter 105 Permit applications being applied to repair a structurally deficient bridge on State Route 0997 intersecting Conodoguinet Creek, located in Letterkenny and Lurgan Townships. In accordance with PA Acts 67, 68 and 127 notifications, Martin and Martin, Inc. notified the County of a Pennsylvania Department of Environmental Protection NPDES Renewal Permit application being applied by IESI PA Blue Ridge Landfill for their current operation, located in Southampton Township. In accordance with PA Acts 14, 67, 68 and 127 notifications, Sweetland Engineering &Associates, Inc. notified the County of a Pennsylvania Department of Environmental Protection General Permit 5 application being applied by Pennsylvania State University Mont Alto Campus to construct an underground duct bank to carry electric and telecom from an existing utility pole adjacent to West Branch of Antietam Creek to an existing utility pole adjacent to Mont Alto Hall, located in Quincy Township. The Board reviewed Transportation matters and conducted a bid opening for the Sale of Six Cutaway Passenger Transit Vans. The following bidders' submitted bids: FKS Auto Export, Inc. from Highspire, PA bid $200.00 for Lift#1; $200.00 for Lift#7; $200.00 for Lift#10; $1,200.00 for lift#15; $1,200.00 for lift#17; and $1,500.00 for lift #20. Dirk Jenkins from Chambersburg bid $520.00 for lift#1. Keith Johnson from Chambersburg bid $531.00 for lift#7; $228.00 for lift#10; $776.00 for lift#15; $776.00 for lift#17; and $776.00 for lift#20. John Hart, County Administrator, provided his recommendation to award to the highest bidders. On a motion by Robert L. Thomas, seconded by Robert G. Ziobrowski; unanimously approved to award Lift#1 to Dirk Jenkins for the amount of$520.00; Lift#7 for the amount of$531.00 and Lift#10 for the amount of$228.00 to Keith Johnson; and lifts#15 for the amount of$1,200.00, Lift#17 for the amount of$1,200.00 and Lift#20 for the amount of$1,500.00 to FKS Auto Export, Inc. These were the highest bids received. Continued on page 4 Justin Slep, Veterans Affairs Director; Dan Hoover, Chief Adult Probation Officer; and Mark Troupe, Community Service Coordinator, provided a presentation on the Helping Hands for Heroes Program. Mr. Slep explained that the Helping Hands for Heroes is a partnership between Adult Probation and the Veterans Affairs Office. He said Mr. Troupe was instrumental in developing the program and getting it implemented. He said the purpose of the program is to coordinate community service for probation participants with the needs of local veterans and their families. The program is not intended to be competitive with other local businesses or organizations and it is anticipated that this program will benefit all parties involved and strengthen the community as a whole. Mr. Slep explained the eligibility requirements and the types of outdoor services that can be provided along with community events that may be included. Mr. Slep said the family or individuals receiving assistance will supply all the necessary tools and supplies. He explained this program benefits the probationer and satisfies mandated community service hours, builds valuable skills and references and provides the ability to give back to those who have served our country. Mr. Hoover said this program is geared towards offenders already out in the community and they will be properly vetted to make sure there are not any concerns. Commissioner Ziobrowski asked if Mr. Slep will get approvals from all parties in the family. Mr. Slep responded that all parties involved including veterans and their spouses will have to approve the services. Mr. Hart said he received an email that there are concerns about handymen in the community possibly losing business but Mr. Hoover said this was a concern so they will need to make sure that the family doesn't already have help so as not to displace anyone out of a job. Commissioner Thomas said there are a lot of elderly veterans that can't take care of their homes properly and don't have services that would appreciate the help and this would also benefit the community. Chairman Keller said it would be a case by case basis and the intent is to make sure these folks can't afford to pay others to do it. John Hart suggested they may want to keep track of income levels if possible provide assistance to lower income families. Mr. Slep said he will look at this and assess each individual case. Mr. Hart also suggested concentrating on offenders that are veterans so that they can give back to other veterans—vets helping vets. Chairman Keller suggested Mr. Slep put a frequently asked questions flyer on their website so the Board can direct people to go to the Veterans Affairs website to provide more details. Chairman Keller thanked Mr. Slep, Mr. Hoover and Mr. Troupe for their presentation. The meeting was adjourned at 10:24 a.m. with a motion by Robert L. Thomas; seconded by Robert G. Ziobrowski.
