The Franklin County Commissioners met Tuesday, February 2, 2016, with the
following members present: David S. Keller and Robert L. Thomas. Chairman Keller
presided and after calling the meeting to order, a Moment of Silence, and the Pledge of
Allegiance, proceeded with the business of the day.
Chairman Keller announced that Commissioner Ziobrowski will not be in
attendance today. On a motion by Robert L. Thomas; seconded by David S. Keller;
unanimously approved to adopt the agenda.
Kim Wertz provided public comment and asked if the County will be able to
renew board action #3, grant with Veterans Trust Fund each year. She said it's a good
program and if the County can keep it going, that would be fantastic.
The minutes of the January 26, 2016 and January 28, 2016 meetings were
reviewed. These will be approved Thursday, February 4, 2016.
The Board reviewed Agreements, Contracts and Reports. Commissioner
Thomas said the question from Ms. Wertz concerning the Veterans Grant is a good
question since there is a problem with sustainability with grants. He asked Mr. Hart to
explain further. John Hart, County Administrator, explained that this grant has been
available for two years but we have no idea if it will be available in future years. The
items will be approved Thursday, February 4, 2016.
The Board reviewed appointments to the Local Emergency Planning
Commission. On a motion by Robert L. Thomas; seconded by David S. Keller;
unanimously approved to appoint Bradley Stouffer as a primary member and John
Thierwechter and Kelly Knepper as alternate members for the term of January 1, 2016
through December 31, 2018.
Mary Beth Shank, County Solicitor, explained that she is here to inform the Board
of a gift the County has been given notice that we will be receiving. This gift is in the
memory of Carl Piatt who was a resident of Franklin County. Ms. Shank provided Carl's
history that he served in the Army in the Vietnam War and received a lot of services from
the County with his transition back to civilian life. She has been working with his sister,
Elaine Meyers, who has expressed that the Commissioners consider using this money to
help veterans, especially veterans with mental health issues. However, the funds, in the
amount of$49,962.80, are unrestricted. Josephine Piatt, Carl's mother, left a portion of
her estate to Carl and in the event of his death, her wishes were that it go to services in
Franklin County. Ms. Shank is asking approval for the Chairman to sign the Approval of
Account, Release and Indemnification that states the desire that the trust be distributed
without the formality of a court accounting. Chairman Keller said he would like for Mr.
Hart and Ms. Gray to recommend how to spend the funds and he would like a letter
drafted to the family thanking them for the gift. Commissioner Thomas said that the
gentleman grew up in a challenging time in our Country. He said what Ms. Shank
presented today speaks volumes about how Carl Piatt and his family continue to act
upon President Kennedy's challenge to "ask not what your country can do for you; ask
what you can do for your country." On a motion by Robert L. Thomas; seconded by
David S. Keller; unanimously approved for the Chairman of the Board to execute the
Approval of Account, Release and Indemnification document.
