HomeMy WebLinkAbout2016-02-16 Commissioner Minutes TUESDAY, FEBRUARY 16, 2016 The Franklin County Commissioners met Tuesday, February 16, 2016, with the following members present: David S. Keller, Robert L. Thomas and Robert G. Ziobrowski. Chairman Keller presided and after calling the meeting to order, a Moment of Silence, and the Pledge of Allegiance, proceeded with the business of the day. John Hart, County Administrator, requested to amend the agenda to approve vouchers today due to year end closing and timing issues in the Controller's Office. On a motion by Robert G. Ziobrowski; seconded by Robert L. Thomas; unanimously approved to adopt the amended agenda. There was no public comment. The minutes of the February 9, 2016 and February 11, 2016 meetings were reviewed. These will be approved Thursday, February 18, 2016. The Board reviewed Agreements, Contracts and Reports. The items will be approved Thursday, February 18, 2016. This is the date to award/reject bids for the construction of Bridge 84 and 84a. John Hart, County Administrator, explained that DL George and Sons was the lowest bidder however they included a statement in their bid stating "contingent on being allowed greater than 2 weeks for the by-pass pumping as directed by the bid documents". Mr. Hart explained this is a fatal flaw with the Department of Environmental Protection. The contractor cannot exceed the two week period. He said most contractors try to reduce the time period instead of extending it. His recommendation is to reject the DL George & Sons bid and award to David H. Martin Excavating who is the next lowest qualified bidder. Mary Beth Shank, County Solicitor, said her recommendation is that the Board approve the bid to David H. Martin and also approve the Notice of Intent to Award pending staff's satisfactory review of the bid requirements being met before signing the Notice of Award. On a motion by Robert G. Ziobrowski, seconded by Robert L. Thomas; unanimously approved to reject the bid from DL George & Sons Construction, Co. and award to David H. Martin for a bid amount of$648,567.00 and approve the Notice of Intent to Award and approve the Notice of Award pending staff review of the bid requirements. On a motion by Robert G. Ziobrowski, seconded by Robert L. Thomas; unanimously approved all bills presented and ordered paid. The Board recessed and will reconvene at 1:30 PM for the Retirement Board meeting. The Board held a Franklin County Retirement Board meeting. Commissioner Thomas left the Retirement Board meeting at 2:07 PM. Peirce Park Group representatives, met with the Board to provide a report of the Franklin County Other Post-Employment Benefits (OPEB) Fund. The meeting was adjourned at 3:17 p.m. with a motion by Robert G. Ziobrowski; seconded by David S. Keller. FRANKLIN COUNTY COMMISSIONERS
