HomeMy WebLinkAbout2016-02-25 Commissioner Minutes THURSDAY, FEBRUARY 25, 2016 The Franklin County Commissioners met Thursday, February 25, 2016, with the following members present: David S. Keller, Robert L. Thomas and Robert G. Ziobrowski. Chairman Keller presided and after calling the meeting to order, a Moment of Silence, and the Pledge of Allegiance, proceeded with the business of the day. On a motion by Robert L. Thomas, seconded by Robert G. Ziobrowski; unanimously approved to adopt the agenda. There was no public comment. On a motion by Robert L. Thomas, seconded by Robert G. Ziobrowski; unanimously approved all bills presented and ordered paid. On a motion by Robert L. Thomas, seconded by Robert G. Ziobrowski; unanimously approved the minutes of the February 16, 2016 and February 18, 2016 meetings. The Board reviewed Court Administration matters. On a motion by Robert L. Thomas, seconded by Robert G. Ziobrowski; unanimously approved the agreement between the County of Franklin and Kristen Hamilton to provide legal services for juveniles involved in the delinquency process to ensure juveniles are adequately represented during case processing at a cost of$39,996.00 for the period of January 1, 2016 through December 31, 2016. The Board reviewed Fiscal matters. On a motion by Robert L. Thomas, seconded by Robert G. Ziobrowski; unanimously approved the Supplemental Appropriation in the amount of$5,350.00 to provide a sufficient 2015 budget for actual debt service payments of principal and interest. The Board reviewed Grants/CJAB matters. On a motion by Robert L. Thomas, seconded by Robert G. Ziobrowski; unanimously approved the Project Modification to Pennsylvania Commission on Crime and Delinquency (PCCD) to take a voluntary reduction of$12,000.00 in the Intermediate Punishment funding due to a projected underspend this fiscal year. The County will not be penalized by PCCD for this reduction. Reductions will be taken in case manager salary and benefits due to staff turnover. Total reduction is less than 5% of the total grant amount. The Board reviewed Planning matters. On a motion by Robert L. Thomas, seconded by Robert G. Ziobrowski; unanimously approved the Housing Trust Fund Grant Agreement between the County of Franklin and Interfaith Housing Alliance, Inc. to provide an amount of$50,000.00 of Housing Trust Funds to be used towards the development of a 54 unit townhome community in the Borough of Chambersburg. The Board reviewed Property Management matters. On a motion by Robert L. Thomas, seconded by Robert G. Ziobrowski; unanimously approved for the Chairman of the Board to execute a proposal from Compliance Management International (CMI) to provide an indoor air quality evaluation at the Archives Storage Building located on Franklin Farm Lane in Chambersburg at a cost of$985.00 for the period of February 23, 2016 through March 23, 2016. Continued on page 2 In accordance with PA Acts 14, 67, 68 and 127 notifications, Curfman and Zullinger notified the County of a Pennsylvania Department of Environmental Protection NPDES Permit application being applied for by Gary L. Yeager for construction of a dwelling and multipurpose building located in Guilford Township. In accordance with PA Acts 14, 67, 68 and 127 notifications, R. Lee Royer& Associates notified the County of a Pennsylvania Department of Environmental Protection NPDES Permit application being applied for by Waynesboro Industrial Development Corporation for Hadley Farms industrial project located in Washington Township. The Board reviewed appointments to the Franklin County Industrial Development Authority. On a motion by Robert L. Thomas, seconded by Robert G. Ziobrowski; unanimously approved to appoint Georgina Cranston, Executive Director of Greencastle- Antrim Chamber of Commerce, to fill an unexpired term through April 4, 2017. The Board reviewed appointments to the Franklin County Library Board. On a motion by Robert L. Thomas, seconded by Robert G. Ziobrowski; unanimously approved to appoint Donald Squires and Susanne Sponseller to the Franklin County Library Board to fill unexpired terms through December 31, 2017.
