The Franklin County Commissioners met Thursday, March 3, 2016, with the
following members present: David S. Keller, Robert L. Thomas and Robert G.
Ziobrowski. Chairman Keller presided and after calling the meeting to order, a Moment
of Silence, and the Pledge of Allegiance, proceeded with the business of the day.
On a motion by Robert L. Thomas, seconded by Robert G. Ziobrowski;
unanimously approved to adopt the agenda.
There was no public comment.
On a motion by Robert L. Thomas, seconded by Robert G. Ziobrowski;
unanimously approved all bills presented and ordered paid.
On a motion by Robert L. Thomas, seconded by Robert G. Ziobrowski;
unanimously approved the minutes of the February 23, 2016 and February 25, 2016
meetings.
The Board reviewed Commissioners Office matters. On a motion by Robert L.
Thomas, seconded by Robert G. Ziobrowski; unanimously approved for the Chairman of
the Board to execute the agreement between the County of Franklin and CGI
Communications, Inc. to provide a County Video Showcase for viewing a link on the
county's website for viewer access at no cost to the County since CGI will find sponsors
to fund the project and shall be in effect from February 11, 2016 through February 10,
2019.
The Board reviewed Fiscal matters. On a motion by Robert L. Thomas,
seconded by Robert G. Ziobrowski; unanimously approved revision #2 of the report to
PA Department of Public Welfare, Bureau of Financial Operations for FY 14/15 County
Human Services Block Grant and annual expenditure report showing a revision to reflect
the 2015 OPEB adjustment. The County's OPEB valuation came in lower than
estimated which resulted in a reduction to eligible personnel expenses. The reduction in
expenses reduced the amount of block grant dollars needed for eligible Human Services
program.
The Board reviewed Fiscal/Jail matters. On a motion by Robert L. Thomas,
seconded by Robert G. Ziobrowski; unanimously approved the contract between the
County of Franklin and Keystone Health to provide services to participants in the Jail
Diversion Program for 2016. These services include psychiatric exams, medication
management, nurse visits, injections and therapy. The maximum encumbrance of this
contract is $15,500.00 for the period of January 1, 2016 through December 31, 2016.
The Board reviewed additional Fiscal/Jail matters. On a motion by Robert L.
Thomas, seconded by Robert G. Ziobrowski; unanimously approved the contract
between the County of Franklin and Peerstar, LLC to provide mental health support
services to individuals who are participants of the County's Jail Diversion Program or
inmates at the Franklin County Jail with a maximum encumbrance of$27,000.00 for the
period of January 1, 2016 through December 31, 2016.

The Board reviewed Human Services matters. On a motion by Robert L.
Thomas, seconded by Robert G. Ziobrowski; unanimously approved the Supplemental
Appropriation in the amount of$59,693.00 to record the second shift in funding for FY
2015-16 within the Human Services Block Grant. This appropriation transfers funds
from Mental Health, Intellectual Disabilities, and HS Development Fund to the Homeless
Assistance Program, for shelter support and rental assistance services.
In accordance with PA Acts 14, 67, 68 and 127 notifications, Quincy Township
Supervisors notified the County of a Pennsylvania Department of Environmental
Protection NPDES five-year renewal permit application being applied by Quincy Sewer
Authority to cover discharges of treated-sewage effluent from Quincy Township Sewage
Treatment Plant into the West Branch of Antietam Creek.
In accordance with PA Acts 14, 67, 68 and 127 notifications, William A. Brindle
Associates, Inc. notified the County of a Pennsylvania Department of Environmental
Protection NPDES permit application being applied by Melvin L. Bricker for a land
development for turkey houses located on Fort McCord Road in Hamilton Township.
The Board met with the Human Resources Director, the Controller, District
Attorney and Tax Services Director for Salary Board matters.
The Board reviewed Commissioners Office matters and conducted a bid opening
for the printing of ballots for the General Primary Election. The following bidder
submitted a bid: Beidel Printing House from Shippensburg, PA bid a total amount of
$29,330.25. On a motion by Robert L. Thomas, seconded by Robert G. Ziobrowski;
unanimously approved to award to Beidel Printing House for a total bid of$29,330.25.
This was the only bid received.
The meeting was adjourned at 10:07 a.m. with a motion by Robert L. Thomas;
seconded by Robert G. Ziobrowski.
