The Franklin County Commissioners met Tuesday, March 8, 2016, with the
following members present: David S. Keller, Robert L. Thomas and Robert G.
Ziobrowski. Chairman Keller presided and after calling the meeting to order, a Moment
of Silence, and the Pledge of Allegiance, proceeded with the business of the day.
On a motion by Robert G. Ziobrowski; seconded by Robert L. Thomas;
unanimously approved to adopt the agenda.
Kim Wertz provided public comment and asked how much the county will
anticipate spending on either renovating or construction costs to bring the Magisterial
District Judge office up to standards referring to board action item #2, proposal from
Newcomer Associates. Ms. Wertz also asked if the bid for the SUV for Emergency
Services on the agenda for today will be a mini command post.
The minutes of the March 1, 2016 and March 3, 2016 meetings were reviewed.
These will be approved Thursday, March 10, 2016.
The Board reviewed Agreements, Contracts and Reports. John Hart, County
Administrator, said he will have to answer Ms. Wertz's question at a later date on the
estimated costs for renovations or construction for board action item #2, the Newcomer
Associates proposal. He explained that the current site in Mercersburg needs to be
handicapped accessible and since the building is in an historic district, and the Borough
has no interest in renovating their current building. Mr. Hart continued that the County
issued a Request For Information (RFI) and advertised in local newspapers. There were
two entities that responded with seven different sites of interest. Newcomer Associates
has completed work on other county MDJ Offices in the past twenty years, and so he is
asking the Board to enter into a contract with Newcomer for a feasibility study on the
seven sites received during the RFI. Newcomer Associates will review the sites to see if
they are suitable for new construction or can be remodeled and eliminate some of the
sites that cannot accommodate the County. To answer Ms. Wertz's second question
about the SUV for Department of Emergency Services, Mr. Hart explained that if it's a
minor incident, then yes, we would have the ability to communicate by radio out of the
vehicle. He said the main purpose of the SUV is in case of bad weather to have a 4
wheel drive vehicle to get to an emergency and to be able to pull a trailer and have
everything contained in the trailer. The items will be approved Thursday, March 10,
2016.
The Board reviewed Department of Emergency Services matters and conducted
a bid opening for a 2013 or newer large SUV. The following bidders submitted a bid:
Jennings Chevrolet, Buick, GMC of Chambersburg submitted a bid of$29,684.00, 2012
GMC Acadia AWD for option #1(includes trade in) and $32,834.00 for option #2 (no
trade in) with the same vehicle as option #1. Bidder#2 is Keystone Ford from
Chambersburg for a bid price of$32,650.00, 2016 Expedition XL for option #1 (includes
trade in) and $35,150.00 for option #2(no trade in) with the same vehicle as option #1.
On a motion by Robert G. Ziobrowski; seconded by Robert L. Thomas; unanimously
approved to forward the bids received to the Director of Emergency Services, the County
Solicitor and the Purchasing Agent for their review. The Board will award or reject the
bids on Thursday, March 10, 2016 at 9:40 a.m.

The meeting was adjourned at 9:55 a.m. with a motion by Robert G. Ziobrowski;
seconded by Robert L. Thomas.
