HomeMy WebLinkAbout2016-03-10 Commissioner Minutes THURSDAY, MARCH 10, 2016 The Franklin County Commissioners met Thursday, March 10, 2016, with the following members present: David S. Keller, Robert L. Thomas and Robert G. Ziobrowski. Chairman Keller presided and after calling the meeting to order, a Moment of Silence, and the Pledge of Allegiance, proceeded with the business of the day. On a motion by Robert L. Thomas, seconded by Robert G. Ziobrowski; unanimously approved to adopt the agenda. Kim Wertz provided public comment and asked how the transition is going with rabbittransit and if there is any opposition. On a motion by Robert L. Thomas, seconded by Robert G. Ziobrowski; unanimously approved all bills presented and ordered paid. On a motion by Robert L. Thomas, seconded by Robert G. Ziobrowski; unanimously approved the minutes of the March 1, 2016 and March 3, 2016 meetings. The Board reviewed Aging Office matters. On a motion by Robert L. Thomas, seconded by Robert G. Ziobrowski; unanimously approved for the Chairman of the Board to execute the Food & Beverage License to the Pennsylvania Department of Agriculture for the Mont Alto Senior Center at a cost of$82.00. It is a state regulation to have a food and beverage license renewed annually. There is no increase from last year and is funded by the Pennsylvania Department of Aging Block Grant. The Board reviewed Commissioners' Office matters. On a motion by Robert L. Thomas, seconded by Robert G. Ziobrowski; unanimously approved for the Chairman of the Board to execute the proposal from Newcomer Associates to assess the feasibility of six sites for renovation or construction of Mercersburg Area Magisterial District Justice Office 39-3-06 at a cost of$9,500.00. The Board reviewed Emergency Services matters. On a motion by Robert L. Thomas, seconded by Robert G. Ziobrowski; unanimously approved for the Chairman of the Board to execute the Partial Grant Application to Pennsylvania Emergency Management Agency (PEMA) to request partial reimbursement, in the amount of $36,587.65, for the Emergency Management Coordinator position salary and benefits for the period of October 1, 2015 through September 30, 2016. The Board reviewed Information Technology matters. On a motion by Robert L. Thomas, seconded by Robert G. Ziobrowski; unanimously approved for the Chairman of the Board to execute the agreement between the County of Franklin and Virtru Corporation to provide an email encryption plugin for county Gmail accounts in the amount of$10,498.00. This will encrypt emails to protect social security numbers or other personally identifiable information in order to be compliant with HIPAA and CJIS regulations. This plugin will enforce these regulations and provide a safe means to communicate protected information with outside agencies. Continued on page 2 John Hart, County Administrator, wanted to answer Ms. Wertz question from Tuesday concerning the Magisterial District Judge construction costs. He said we don't pay construction costs, we just enter into a lease and the property owner pays for the construction. He said the County is only concerned about negotiating a good rental rate. Mr. Hart also wanted to respond to Ms. Wertz question from today concerning rabbittransit. He is not aware of any opposition and every employee has been offered a job. He said fiscal records are being transferred and we have a couple of details to finalize with the contract but everything is going well. The Board reviewed Emergency Services matters. This was the date to award/reject bids for the 2013 or newer large SUV for Department of Emergency Services. Mr. Hart explained that staff is going to recommend rejecting both bids due to neither bid meeting the qualifications of the bid specs. John Thierwechter, Emergency Services Director, said the issue with the bid from Jennings was the vehicle was a year older than specified in the bid specs, it was not the appropriate size, and towing capacity was not high enough. He explained the bid from Keystone did not have the third row seating that was specified in the bid specs. Mr. Hart explained that if the Board rejects both bids today, we can go to Costars and not have to rebid. But he said just because it's on Costars does not mean it's a good deal. He said the Purchasing Agent will try to get costs down. He also mentioned that we cannot get used vehicles on Costars. Mr. Hart suggests that we look at local vendors on Costars. On a motion by Robert L. Thomas, seconded by Robert G. Ziobrowski; unanimously approved to reject all bids received. The Board reviewed information regarding American Red Cross Month. Allen White, Disaster Response Specialist, was present to receive the proclamation and provide more information. Mr. White thanked the Board for considering proclaiming the month of March as American Red Cross Month. He said volunteers are very committed and when there is a situation, they respond to it. They make sure they provide good services at the blood drives or when there is an incident. Mr. White explained that American Red Cross's new model is more regional instead of county but they make sure they still have a presence in each county. On a motion by Robert L. Thomas, seconded by Robert G. Ziobrowski; unanimously approved to sign Franklin County Proclamation #2016-02 proclaiming the month of March 2016 as American Red Cross Month and that the attached proclamation be made a part of these minutes. The meeting was adjourned at 10:01 a.m. with a motion by Robert L. Thomas; seconded by Robert G. Ziobrowski. FRANKLIN COUNTY COMMISSIONERS AMERICAN RED CROSS MONTH 2016 Proclamation 2016 - 02 In Franklin County, we have a long history of helping our neighbors in need.American Red Cross Month is a special time to recognize and thank our Everyday Heroes—those selfless Red Cross volunteers and donors who give of their time and resources to help community members. These heroes help families find shelter after a home fire.They give blood to help trauma victims and cancer patients.They deliver comfort items to military members in the hospital.They use their lifesaving skills to save someone from a heart attack, drowning, or choking.They enable children around the globe to be vaccinated from measles and rubella. The American Red Cross depends on local heroes to deliver help and hope during a disaster. We applaud our heroes here in Franklin County who give of themselves to assist their neighbors when they need a helping hand. Across the country and around the world,the American Red Cross responds to disasters big and small. In fact, every eight minutes the organization responds to a community disaster, providing shelter, food, emotional support and other necessities to those affected. It collects 40 percent of the nation's blood supply; provides 24-hour support to military members, veterans and their families;teaches millions lifesaving skills, such as lifeguarding and CPR; and through its Restoring Family Links program, connects family members separated by crisis, conflict, or migration. We dedicate the month of March to all those who support the American Red Cross mission to prevent and alleviate human suffering in the face of emergencies. Our community depends on the American Red Cross, which relies on donations of time, money and blood to fulfill its humanitarian mission. NOW,THEREFORE, We, David S. Keller, Robert L.Thomas, and Robert G.Ziobrowski, Commissioners of Franklin County, by virtue of the authority vested in us by the Constitution and laws of Pennsylvania do hereby proclaim March 2016 as American Red Cross Month.
