HomeMy WebLinkAbout2016-03-15 Commissioner Minutes TUESDAY, MARCH 15, 2016 The Franklin County Commissioners met Tuesday, March 15, 2016, with the following members present: David S. Keller, Robert L. Thomas and Robert G. Ziobrowski. Chairman Keller presided and after calling the meeting to order, a Moment of Silence, and the Pledge of Allegiance, proceeded with the business of the day. On a motion by Robert G. Ziobrowski; seconded by Robert L. Thomas; unanimously approved to adopt the agenda. Kim Wertz provided public comment and asked about board action item #3, Notice to Proceed to C.S. Davidson for NBIS inspection of Franklin County Bridges. Her question was how many times in a 10 year period does the County inspect bridges? Ms. Wertz also asked about board action item #5, agreement with Adams County, and whether the farm is in both counties? The minutes of the March 8, 2016 and March 10, 2016 meetings were reviewed. These will be approved Thursday, March 17, 2016. The Board reviewed Agreements, Contracts and Reports. Chairman Keller asked John Hart, County Administrator, to answer Ms. Wertz's questions from public comment. Mr. Hart explained that bridges are inspected every 2 years except for a few bridges due to structural confines which get inspected every year. Mr. Hart explained item #5 is for an individual farmer that is trying to prepare an Agricultural Preservation plan. He said the State has a tremendous backlog so there is an extensive amount of time to get the farm in the Ag. Preservation plan. Adams County has the capabilities in their office to do the plan for the farmer to be in the Ag. Preservation plan. The following item was approved today while the remaining items will be approved Thursday, March 17, 2016. The Board reviewed Commissioners Office matters. On a motion by Robert G. Ziobrowski; seconded by Robert L. Thomas; unanimously approved the agreement and Notice of Award between the County of Franklin and David H. Martin Excavating, Inc. for Shinham Road box culvert bridge replacement at bridges 84 and 84A at a cost of $648,567.00. The work will be substantially completed within 150 calendar days after the date when the contract time commences. The meeting was adjourned at 2:11 p.m. with a motion by Robert G.
