The Franklin County Commissioners met Thursday, March 17, 2016, with the
following members present: David S. Keller, Robert L. Thomas and Robert G.
Ziobrowski. Chairman Keller presided and after calling the meeting to order, a Moment
of Silence, and the Pledge of Allegiance, proceeded with the business of the day.
On a motion by Robert L. Thomas, seconded by Robert G. Ziobrowski;
unanimously approved to adopt the agenda.
There was no public comment.
On a motion by Robert L. Thomas, seconded by Robert G. Ziobrowski;
unanimously approved all bills presented and ordered paid.
On a motion by Robert L. Thomas, seconded by Robert G. Ziobrowski;
unanimously approved the minutes of the March 8, 2016 and March 10, 2016 meetings.
The Board reviewed Commissioners' Office matters. On a motion by Robert L.
Thomas, seconded by Robert G. Ziobrowski; unanimously approved the agreement
between the County of Franklin and Election Systems and Software to provide
maintenance and software license, maintenance and support services for the voting
equipment (86 precinct counters and 77 automarks) at an annual cost of$42,337.00 for
the period of June 1, 2016 through May 31, 2018.
The Board reviewed additional Commissioners' Office matters. On a motion by
Robert L. Thomas, seconded by Robert G. Ziobrowski; unanimously approved the
Notice to Proceed to C.S. Davidson for NBIS inspection of Franklin County bridges. This
is a PennDOT requirement. (MOTION ONLY)
The Board reviewed Grants Management matters. On a motion by Robert L.
Thomas, seconded by Robert G. Ziobrowski; unanimously approved the grant
agreement between the County of Franklin and PA Department of Community and
Economic Development for the Emergency Solutions Grant Program in amount of
$456,272.00, for the period of January 14, 2016 through July 14, 2017. Grant funds will
be used for operating costs and essential services, homelessness prevention, case
management, financial assistance and rental assistance to serve the homeless.
The Board reviewed Planning matters. On a motion by Robert L. Thomas,
seconded by Robert G. Ziobrowski; unanimously approved the agreement between the
County of Franklin and Adams County to allow the Adams County Office of Planning and
Development assistance in Franklin County Planning Department's preparation of a
conservation plan for the county's agricultural preservation program at a cost of
$1,000.00 for the period of March 17, 2016 through June 17, 2016. For a farm to be
approved for agricultural preservation and approved conservation, a plan is required.
The Board reviewed additional Planning matters. On a motion by Robert L.
Thomas, seconded by Robert G. Ziobrowski; unanimously approved the Resolution
2016-04 to authorize Commissioner Robert L. Thomas, Chairman of the Metropolitan
Planning Organization, to execute all documents pursuant to the Metropolitan Planning
Organization's grant with the Pennsylvania Department of Transportation.

The Board reviewed Tax Services matters. On a motion by Robert L. Thomas,
seconded by Robert G. Ziobrowski; unanimously approved the proposal from Five
Thousand Forms to provide printing and mailing of Tax Claim notices at a cost of
$19,607.00. The cost includes postage which will need to be paid up front at a cost of
$18,382.00.
In accordance with PA Acts 14, 67, 68 and 127 notifications, Red Barn notified
the County of a Pennsylvania Department of Environmental Protection Water Quality
Management Part II Permit application being applied by Burk Lea Farms for construction
of three new manure transfer tanks on the existing dairy operation on property located in
Chambersburg.
The Board revised the agenda to include a special salary board session today.
The Board met with the Controller, President Judge and the Chief Juvenile Probation
Officer for Salary Board matters.
Teresa Beckner, Fiscal Director, met with the Board to review the 2016 expense
and revenue budget performance through January, 2016. Ms. Beckner advised most
departments are under budget except for a few where most variances relate to one-time
or large expenses at the beginning of the year and normally work themselves out as the
year progresses. She said general fund expenses are at 7.9% of budgeted expenses
compared to 8.7% in January of 2015. Ms. Beckner said revenues are 1% collected of
general fund revenue budget compared to 1.1% in January of 2015. One big difference
is $134,000 in grant funds for Juvenile Probation that is actually on hold because of the
state budget issue. Ms. Beckner reported that the tax bills for 2016 went out at the
beginning of this month so revenues on the report pertain to prior year supplemental and
interim billings as well as tax claims and refunds.

seconded by Robert G. Ziobrowski.
