HomeMy WebLinkAbout2016-03-29 Commissioner Minutes TUESDAY, MARCH 29, 2016 The Franklin County Commissioners met Tuesday, March 29, 2016, with the following members present: David S. Keller and Robert L. Thomas. Chairman Keller presided and after calling the meeting to order, a Moment of Silence, and the Pledge of Allegiance, proceeded with the business of the day. On a motion by Robert L. Thomas; seconded by David S. Keller; unanimously approved to adopt the agenda. Chairman Keller said that Commissioner Ziobrowski will not be in attendance today. Kim Wertz provided public comment and asked if Emergency Services is putting in a sub communication center in the St. Thomas Fire House to deal with people in the St. Thomas area in case the dispatch center goes down, referring to board action #2, intergovernmental agreement with St. Thomas Fire Company. Ms. Wertz also asked if board action #4, grant application from PA Commission on Crime and Delinquency (PCCD) is for a study or is it for inmates with drug & alcohol or opiate addictions. The minutes of the March 22, 2016 and March 24, 2016 meetings were reviewed. These will be approved Thursday, March 31, 2016. The Board reviewed Agreements, Contracts and Reports. Chairman Keller, to answer Ms. Wertz question, explained that Emergency Services is not putting a communication center at St. Thomas Fire Company. He said all radio system users are required to have an agreement to use the Emergency Services radio system. Chairman Keller also explained the grant application with PCCD is not a study, but is for actual treatment for opiate and alcohol issues. Shalom Black, Grants Director, was present to provide more information. Ms. Black explained that the County applied for a similar program last year but the State cut the program funds out of the budget. She explained this is a jail treatment program to provide medication assisted treatment before inmates are released from the Jail. She said the inmates would receive counseling for addictions and mental health issues. They also will receive two vivatrol injections, which is the best alternative to treat opiate and alcohol issues, before they leave the jail. She said once they leave the jail, treatment will continue on the outside by an outside provider to help make the individuals successful. Commissioner Thomas said we are already doing some of these services Ms. Black is describing so he asked how this is taking it to the next level. Carrie Gray, Assistant County Administrator, explained that we will bring in an outside provider that is certified by OMHSAS to provide treatment in the Jail. She said there is no medication component at the jail at this time. Ms. Black said the individuals will be leaving the jail in the frame of mind that treatment was already started and the cravings will have subsided by the time they leave the jail. She explained that Vivatrol actually blocks the cravings whereas methadone or suboxone are just a replacement and they may be on these medications for a very long time and in some cases for life. Commissioner Thomas said that we are losing a lot of people to these addictions. He said we are leading the state for drug overdose deaths in one particular age category so anything we can do to try to turn it around and keep families from being destroyed would be valuable. The items will be approved Thursday, March 31, 2016. Continued on page 2 The Board conducted a bid opening for delivery and pickup of election equipment. Jean Byers, Deputy Chief Clerk, explained that we do this bid every three years and that we use a moving company to help deliver election equipment to many of the polling places. The following bidder submitted a bid: Zody's Moving & Storage from Waynesboro bid $54.80 for fuel surcharge; $136.50 per hour for two men and a truck; $136.50 for travel time with 1 hour travel time to be added to actual start/stop time per unit/per day. Ms. Byers said the hourly cost is the same as three years ago and the fuel cost is less so she believes these are good numbers. She said the cost per election has averaged $10,000 to $11,000 per election. Commissioner Thomas said that we have to do this since we don't have a large truck or additional manpower to deliver all the equipment so he doesn't see that we have an option but to award to Zody's. On a motion by Robert L. Thomas, seconded by David S. Keller; unanimously approved to award to Zody's Moving & Storage. This was the only bid received.
