The Franklin County Commissioners met Tuesday, April 5, 2016, with the
following members present: David S. Keller, Robert L. Thomas and Robert G.
Ziobrowski. Chairman Keller presided and after calling the meeting to order, a Moment
of Silence, and the Pledge of Allegiance, proceeded with the business of the day.
On a motion by Robert G. Ziobrowski; seconded by Robert L. Thomas;
unanimously approved to adopt the agenda.
There was no public comment.
The minutes of the March 29, 2016 and March 31, 2016 meetings were
reviewed. These will be approved Thursday, April 7, 2016.
The Board reviewed Agreements, Contracts and Reports. Commissioner
Ziobrowski said that he got an email that the General Assembly is trying to remove the
constitutional amendment off the ballot. He asked what this means for our ballots
referring to board action item #3, amendment with Beidel Printing House. John Hart,
County Administrator, responded that our ballots are printed since we could not wait any
longer to print them. He said there are various timelines for filing appeals and the Court
has accepted different timelines. Mr. Hart said we would have to review with our County
Solicitor on what action we can take. Commissioner Thomas said there will be
educational materials that will be out at all polling places for voters to inform them of any
changes to the ballot. Commissioner Thomas asked about board action item #2,
agreement with Dr. Jim Griffith. Carrie Gray, Assistant County Administrator, explained
that we have worked with Dr. Griffith, a Professor at Shippensburg University, in the past
with another study. She said Dr. Griffith would perform a similar function with jail
treatment data. He will be looking at various treatment programs while inmates are at
the Jail on what extent they completed the programs and what the outcomes were. The
items will be approved Thursday, April 7, 2016.
The Board reviewed information regarding Child Abuse Prevention Month. Doug
Amsley, Children &Youth Director, and Dianne Kelso, Director of Children's Advocacy
Center (CAC), along with a few Children &Youth caseworkers were present to receive
the proclamation. Mr. Amsley explained that Children &Youth investigates child abuse
for when perpetrators are in the home; however, CAC investigates the other child abuse
cases. Ms. Kelso presented the Commissioners with a pinwheel garden that represents
child abuse awareness and prevention. She wanted to recognize Children &Youth staff
because they are taxed with providing services to the children in our county 24 hours a
day. She said she has daily contact with Doug Amsley's staff, during hours and after
hours, and they work tirelessly and are extremely dedicated. On behalf of Over the
Rainbow/CAC she wanted to publicly recognize the great work they do on a daily basis.
Mr. Amsley mentioned a few community events going on in the month of April to
recognize Child Abuse Prevention month. Ms. Kelso also wanted to recognize Dr.
Frazer from Hershey Medical Center who is the Medical Director for the CAC and is
recognized worldwide who will be providing training for Children &Youth staff, CAC staff
and for the medical community on what to look for with child abuse. On a motion by
Robert G. Ziobrowski; seconded by Robert L. Thomas; unanimously approved to sign
Franklin County Proclamation #2016-03 proclaiming the month of April 2016 as Child
Abuse Prevention Month and that the attached proclamation be made a part of these
minutes.
The meeting was adjourned at 10:10 a.m. with a motion by Robert G. Ziobrowski;
seconded by Robert L. Thomas.

CHILD ABUSE PREVENTION MONTH-APRIL 2016
WHEREAS, children are vital to our future and deserve to have safe, stable, and nurturing
homes and communities that are free from abuse and neglect and that foster well-being; and
the County of Franklin is dedicated to providing services to our children to
reduce the occurrence of child abuse and neglect and to foster the opportunity for our youth to
grow and become the leaders of tomorrow; and
WHERF9S, preventing child abuse and neglect is not only a governmental responsibility but is
also a community responsibility that depends upon the involvement of all people touching the
lives of children, youth, and families.
THEREFORE, we, the County Commissioners of Franklin County, Pennsylvania, do hereby
proclaim April 2016 as Child Abuse Prevention Month and encourage all citizens of Franklin
County to recognize and report child abuse and neglect and to support efforts to reduce the
occurrence of child abuse and neglect and to foster the opportunity for our youth to grow and
become healthy, productive adults.
