HomeMy WebLinkAbout2016-04-19 Commissioner Minutes TUESDAY, APRIL 19, 2016 The Franklin County Commissioners met Tuesday, April 19, 2016, with the following members present: David S. Keller and Robert G. Ziobrowski. Chairman Keller presided and after calling the meeting to order, a Moment of Silence, and the Pledge of Allegiance, proceeded with the business of the day. Chairman Keller announced that Commissioner Thomas will not be in attendance today. On a motion by Robert G. Ziobrowski; seconded by David S. Keller; unanimously approved to adopt the agenda. There was no public comment. The minutes of the April 12, 2016 and April 14, 2016 meetings were reviewed. These will be approved Thursday, April 21, 2016. The Board reviewed Agreements, Contracts and Reports. John Hart, County Administrator, explained that item #4, engagement letter for Smith Elliott Kearns and Company is needed due to the Fiscal department being without a key position for the last few months and reporting documents are due. We will use the firm as needed since we need someone with a CPA background. Chairman Keller asked if board action item #2, agreement with Stiltner, Taccino & Hamilton, is replacing an attorney? Mr. Hart explained that the firm is replacing the conflict attorney contract with Attorney James Reed who has terminated his contract. The following items were approved today while the remaining items will be approved Thursday, April 21, 2016. The Board reviewed Courts matters. On a motion by Robert G. Ziobrowski; seconded by David S. Keller; unanimously approved agreement between the County of Franklin and the firm of Stiltner, Taccino & Hamilton to provide conflict attorney services for Franklin County at a starting rate of$39,704.40 and will increase to a rate of $58,499.30 for the year 2017 and a rate of$59,669.29 for the year 2018. The contractor will be reimbursed for printing costs not to exceed $100.00 per case. Printing costs over $100.00 will require a Court Order. In cases which go to trial, the Contractor will be paid a rate of$65.00 per hour including all time after the pre-trial conference with the Court. This contract is for the period of April 25, 2016 through December 31, 2016. The Board reviewed Fiscal matters. On a motion by Robert G. Ziobrowski; seconded by David S. Keller; unanimously approved the Engagement Letter for Smith Elliott Kearns and Company to provide accounting assistance to the Fiscal Department during a staff vacancy, at a cost of$80.00 per hour through June 30, 2016. On a motion by Robert G. Ziobrowski; seconded by David S. Keller; unanimously approved to appoint Jackie Mowen and Ronnie Martin to the Franklin County Industrial Development Authority for a term of April 4, 2016 through April 4, 2019.
