HomeMy WebLinkAbout2016-04-28 Commissioner Minutes THURSDAY, APRIL 28, 2016 The Franklin County Commissioners met Thursday, April 28, 2016, with the following members present: David S. Keller and Robert G. Ziobrowski. Chairman Keller presided and after calling the meeting to order, a Moment of Silence, and the Pledge of Allegiance, proceeded with the business of the day. Chairman Keller announced that Commissioner Thomas will not be in attendance today. On a motion by Robert G. Ziobrowski, seconded by David S. Keller; unanimously approved to adopt the agenda. There was no public comment. The Board participated in "Take Our Child to Work Day" with 23 children and their family members participating. All children participated in an election exercise and cast their votes for president. On a motion by Robert G. Ziobrowski, seconded by David S. Keller; unanimously approved all bills presented and ordered paid. On a motion by Robert G. Ziobrowski, seconded by David S. Keller; unanimously approved the minutes of the April 19, 2016 and April 21, 2016 meetings. The Board reviewed Purchasing matters. On a motion by Robert G. Ziobrowski, seconded by David S. Keller; unanimously approved the purchase agreement between the County of Franklin and SmartProcure for cloud-based database and search engine containing over 230 million purchase orders from over 15,000 local, state and federal agencies. This access will allow the Purchasing Department to benchmark pricing, determine best pricing, locate hard to find products, identify and validate vendors, and request vendor quotes; optimizing procurement pricing and efficiency. Agreement term is May 1, 2016 through April 30, 2019 at a cost of$5,400.00. The Board reviewed Risk Management matters. On a motion by Robert G. Ziobrowski, seconded by David S. Keller; unanimously approved for the Chairman of the Board to execute the Letter of Agreement between the County of Franklin and Attorney Robert H. David, Jr. to review files and serve as an expert advisor and witness as part of the County's defense in a case currently in the United States Middle District Court. Contract is from April 20, 2016 through January 1, 2019 at a cost of$375.00 per hour for the attorney rate and $150.00 per hour for paralegal services, as well as a required deposit of$3,500.00. In accordance with PA Acts 14, 67, 68 and 127 notifications, CMI notified the County of a Pennsylvania Department of Environmental Protection Operating Renewal Permit being applied for by Signature Company — American Stair & Cabinetry for continued operation of four paint booths and onsite woodworking, located in Greene Township. The Board reviewed information regarding Reentry Initiatives Week. Carrie Gray, Assistant County Administrator, and a few members from the Franklin County Reentry Coalition Advisory Board were present to receive the proclamation. Ms. Gray explained that the Reentry Coalition focuses on initiatives to help individuals who exit jails and reenter society so they become productive citizens. Craig Newcomer explained that the coalition has been doing research from other areas to bring back ideas to Franklin County to make reentry into society successful. He said if someone goes to jail and does their time, they want them to succeed when they go back to society and help build the economy. Dan Hoover, Chief Probation Officer, explained that there are several key points in time in the criminal justice process beginning with the courts but one key point is reentry and leaving the jail. The Courts, Prison personnel and entities in the community can all come together to make an impact on long term success of the program. Chairman Keller said that the CJAB will be approving the strategic plan today so he thanked everyone involved in pulling together the strategic plan and all the time involved. On a motion by Robert G. Ziobrowski, seconded by David S. Keller; unanimously approved to sign Franklin County Proclamation #2016-07 proclaiming the week of April 24-30, 2016 as Reentry Initiatives Week in Franklin County and that the attached proclamation be made a part of these minutes. The Board reviewed information regarding Official Earth Celebration Day. Chairman Keller stated that one commissioner will be attending the Earth Day activities at Renfrew on Saturday and present this proclamation. On a motion by Robert G. Ziobrowski, seconded by David S. Keller; unanimously approved the to sign Franklin County Proclamation #2016-08 proclaiming the day of April 30, 2016 as Earth Celebration Day in Franklin County and that the attached proclamation be made a part of these minutes. Chairman Keller said a few weeks ago President Judge Van Horn and Mark Singer, Court Administrator, asked the Board to resume discussions on court facilities. The Board asked John Hart, County Administrator, to come back with recommendations on how to address the judge's request. John Hart said his recommendation is to establish a work group consisting of County Administration, Court Administration, Magisterial District Judge, District Attorney, Public Defender, Planning, Sheriff, Clerk of Courts and Prothonotary, representatives. He said the first step would be to update the court case numbers and review the studies from Carter Goble Lee, National Center for State Courts and Davidson Group. Mr. Hart said the work group will consider all safety concerns, movement of employees and public in the courthouse and look at all court operations in the County. He said they may also request assistance from architects and engineers to look at space and the ability to expand for future needs. The committee will review operations, provide this information to design professionals and report back to the Board. Chairman Keller said that the emphasis is on court operations and any related improvements that need to be made, in terms of safety, efficiency and effectiveness. They are looking to not reinvent the wheel since we have a solid base of planning but need to update the numbers or any other updates that are available. Mr. Hart said we need to know the operations and look for operational improvements, not just looking at building size. Judge Van Horn said she welcomes the opportunity moving to the next step. Chairman Keller said that court related activities are one of our biggest budget areas so we need to make this a priority. Chairman Keller instructed Mr. Hart to proceed. The meeting was adjourned at 10:26 a.m. with a motion by Robert G. Ziobrowski; seconded by David S. Keller. FRANKLIN COUNTY COMMISSIONERS Prodamatton #2016 - 07 Reentry Initiatives Week, April 24-30, 2016 Whereas, More than 600,000 American men and women leave the nation's prisons every year and more than 11 million people cycle through our nation's jails, and; Whereas, An average of 200 individuals, having served their sentence, are released from the Franklin County Jail each month, and; Whereas, Individuals leaving incarceration face a complex transition back into the community, which may hinder their path to productive citizenship, and; Whereas, The County of Franklin and partnering agencies recognize that the successful assimilation of returning citizens back into our community, with new skills and attitudes, benefits both the community and the formerly incarcerated individual, and; Whereas, In July 2015, through die efforts of the Franklin County Criminal Justice Advisory Board, reentry plarming meetings began and led to the formation of the Franklin County Reentry Coalition in November 2015, and; Whereas, the Franklin County Reentry Coalition focuses on engaging criminal justice, human services and community entities, along with returning individuals, to build a system of care that empowers and supports formerly incarcerated individuals in achieving success in all aspects of life while preventing recidivism and improving public safety by ensuring a safe and successful transition from life in jail to life in the community as a productive citizen, and; Wlhereas, the U.S. Department of Justice has declared April 24-30, 2016, as National Reentry Week, and; THEREFORE, We, the County Commissioners of Franklin County, Pennsylvania, do hereby proclaim the week of April 24-30, 2016 as Reentry Initiatives Week and encourage all citizens of Franklin County to support reentry efforts which foster the successful reintegration of formerly incarcerated individuals into our community as contributing members of our community.
