HomeMy WebLinkAbout2016-05-12 Commissioner Minutes THURSDAY, MAY 12, 2016 The Franklin County Commissioners met Thursday, May 12, 2016, with the following members present: David S. Keller, Robert L. Thomas and Robert G. Ziobrowski. The Board attended the Prison Board meeting at the Jail. Chairman Keller presided and after calling the meeting to order, a Moment of Silence, and the Pledge of Allegiance, proceeded with the business of the day. On a motion by Robert L. Thomas, seconded by Robert G. Ziobrowski; unanimously approved to adopt the agenda. There was no public comment. On a motion by Robert L. Thomas, seconded by Robert G. Ziobrowski; unanimously approved all bills presented and ordered paid. On a motion by Robert L. Thomas, seconded by Robert G. Ziobrowski; unanimously approved the minutes of the May 3, 2016 and May 5, 2016 meetings. The Board reviewed Emergency Services matters. On a motion by Robert L. Thomas, seconded by Robert G. Ziobrowski; unanimously approved the agreement between the County of Franklin and CenturyLink to replace the network and phone system, including hardware and software, since current equipment will be past its life cycle of support in July. The current manufacturer will no longer keep, maintain, repair or replace the equipment and software currently in place. CenturyLink will install and maintain the new system at a cost of$251,830.31 for the period of June 1, 2016 through May 31, 2017. Extended maintenance for the period of June 1, 2017 through May 31, 2021 will be provided at a cost of$48,204.00. The Board reviewed Emergency Services matters. On a motion by Robert L. Thomas, seconded by Robert G. Ziobrowski; unanimously approved for the Chairman of the Board to execute the Application to PA Emergency Management Agency to request grant money from the Hazardous Material Response Fund Grant (HMRF) to be used to provide assistance to the County's hazardous materials program for the period of July 1, 2016 through June 30, 2017. This grant program is for the development of improved county emergency planning/training, and response capabilities to respond and recover from hazardous spills and releases. The Board reviewed Grants matters. On a motion by Robert L. Thomas, seconded by Robert G. Ziobrowski; unanimously approved the Grant Application to the PA Commission on Crime and Delinquency in the amount of$236,600.00 for the development of a pilot diversion program. The diversion program would allow offenders with substance use disorders to be admitted into clinically recommended treatment and IP supervision in lieu of incarceration. Grant period is October 1, 2016 through September 30, 2018. The Board reviewed Juvenile Probation matters. On a motion by Robert L. Thomas, seconded by Robert G. Ziobrowski; unanimously approved the agreement between the County of Franklin and Waynesboro Area School District for the School- Based Probation Program. The school district agrees to provide $17,545.02 for services during the 2016-2017 school year. Franklin County will carry liability insurance for its employees and the program. The term of the agreement is August 18, 2016 through May 26, 2017. Continued on page 2 In accordance with PA Acts 14, 67, 68 and 127 notifications, Dennis E. Black Engineering, Inc. notified the County of a Pennsylvania Department of Environmental Protection NPDES Permit Renewal application being applied by Camp Joy-el for their current operations, located in St. Thomas Township. In accordance with PA Acts 14, 67, 68 and 127 notifications, William A. Brindle Associates, Inc. notified the County of a Pennsylvania Department of Environmental Protection NPDES General Permit application being applied by Stephen R. Hess for land development for two chicken houses, located in Letterkenny Township. The Board reviewed appointments to the Franklin County Visitors Bureau Board. On a motion by Robert L. Thomas, seconded by Robert G. Ziobrowski; unanimously approved to appoint Brian McFeaters to fill an unexpired term through January 1, 2017. The meeting was adjourned at 9:47 a.m. with a motion by Robert L. Thomas; seconded by Robert G. Ziobrowski. FRANKLIN COUNTY COMMISSIONERS
