HomeMy WebLinkAbout2016-05-17 Commissioner Minutes TUESDAY, MAY 17, 2016 The Franklin County Commissioners met Tuesday, May 17, 2016, with the following members present: David S. Keller, Robert L. Thomas and Robert G. Ziobrowski. Chairman Keller presided and after calling the meeting to order, a Moment of Silence, and the Pledge of Allegiance, proceeded with the business of the day. On a motion by Robert G. Ziobrowski; seconded by Robert L. Thomas; unanimously approved to adopt the agenda. Commissioner Thomas suggested moving the Emergency Medical Services proclamation earlier in the agenda due to a number of first responders being present. There was no public comment. The Board reviewed information for proclaiming the week of May 15, 2016 as National Emergency Medical Services (EMS) Week. Doug Bitner, President of Franklin County Emergency Medical Services, and several first responders were present to receive the proclamation. Mr. Bitner thanked the Board for recognizing first responders today. On a motion by Robert G. Ziobrowski; seconded by Robert L. Thomas; unanimously approved Proclamation 2016-11 for the purpose of proclaiming the week of May 15, 2016 as National Emergency Medical Services Week and that the attached proclamation be made a part of these minutes. Commissioner Thomas said that there are many years of professional service represented today and the biggest challenge in not only Franklin County but nationwide is that it's getting harder to find recruitments for fire and EMS services. He would like to help get the word out to try and get more young people involved. Commissioner Ziobrowski said he applauds them for what they do but he hopes they are taking care of how they feel because they see some things that most of us don't see. He hopes they seek out help for their emotional needs and stated they are in his prayers. Chairman Keller said he echoes his colleague's statements and mentioned their longevity is impressive given the nature of their work and he thanked them for their service. The minutes of the May 10, 2016 and March 12, 2016 meetings were reviewed. These will be approved Thursday, May 19, 2016. The Board reviewed Agreements, Contracts and Reports. The following item was approved by the Board. The remaining items will be approved Thursday, May 19, 2016. The Board reviewed Commissioners Office matters. On a motion by Robert G. Ziobrowski; seconded by Robert L. Thomas; unanimously approved the Notice to Proceed to David H. Martin Excavating, Inc. for bridge 84 and 84a culvert replacements, effective May 18th. John Hart, County Administrator, provided an updated list of County bridges for Commissioner approval. He explained that the list has changed over the years and the County now has 91 bridges. He said another item that needs attended to is a small span bridge that is less than 20 feet in Fannett Township. He said Mary Beth Shank, County Solicitor, has worked with John Lisko, Fannett Township Solicitor, on researching this bridge. Ms. Shank explained that there was a petition filed in 1924 by the then Board of County Commissioners indicating that the County owns this Spring Run Bridge and that the inspectors need to be appointed to inspect that bridge. There is no better evidence that this is a county bridge. Mr. Hart said there are 75 bridges over 20 feet and 16 small span bridges with the addition of the bridge in Fannett Township. He said the list will be updated with changes as needed as we move forward. On a motion by Robert G. Ziobrowski; seconded by Robert L. Thomas; unanimously approved the county bridge list as presented. Continued on page 2 Mary Beth Shank, County Solicitor, met with the Election Board to update them on Art Halvorson's petition to cumulate votes. Ms. Shank explained that she is updating them on the 9th Congressional race. Five days after the County Election Board certifies, a candidate can petition to cumulate votes under that candidate's name. Art Halvorson filed a petition with both the Board of Elections and the Court of Common Pleas. Ms. Shank explained in the Election Code under section 3156 it gives direction to file petitions under the Court of Common Pleas but under section 2642, it empowers the election board with these duties and the PA Supreme Court says that the Election Board can hear any candidate petition. Ms. Shank said there is a hearing today at 2:00 PM before Judge Sponseller. Ms. Shank said her advice is to let the Court of Common Pleas hear the petition today. The board concurred with Ms. Shank's advice. The meeting was adjourned at 10:12 a.m. with a motion by Robert G. Ziobrowski; seconded by Robert L. Thomas. Whereas, EMS Week is a week of recognition of the Emergency Medical Technicians, Paramedics, Physicians, Dispatchers, and Nurses who selflessly give their time to promote the safety and health of others. Whereas, EMS Week is a time to reflect on our EMS Professionals, paid and volunteer, who commit themselves to providing prompt and efficient care of patients in need of life-saving, critical, and compassionate care. Whereas, The purpose of EMS Week is to promote public awareness of the Emergency Medical Services System, thank the EMS Professionals for what they do, and recruit new generations of EMS providers to the ranks. Now, Therefore: We, David S. Keller, Robert L. Thomas, and Robert G. Ziobrowski, as the Commissioners of Franklin County, do hereby proclaim May 15th—May 21"2016 as: EMERGENCY MEDICAL SERVICES WEEK In Franklin County, Pennsylvania.
