The Franklin County Commissioners met Tuesday, June 14, 2016, with the
following members present: David S. Keller, Robert L. Thomas and Robert G.
Ziobrowski. Chairman Keller presided and after calling the meeting to order, a Moment
of Silence, and the Pledge of Allegiance, proceeded with the business of the day.
On a motion by Robert G. Ziobrowski; seconded by Robert L. Thomas;
unanimously approved to adopt the agenda.
There was no public comment.
The minutes of the June 7, 2016 and June 9, 2016 meetings were reviewed.
These will be approved Thursday, June 16, 2016.
The Board reviewed Agreements, Contracts and Reports. Warden Bill Bechtold
was present to explain board action item #6, amendment to the inmate telephone
services agreement with DSI-ITI, LLC. He explained that the FCC has changed the
rules on inmate phone calls. This amendment eliminates the $2.05 per call connection
fee and changes the rate to 22 cents per minute. He explained further that this
amendment keeps our commission consistent to what it was last year. The following
items were approved today while the remaining items will be approved Thursday, June
16, 2016.
The Board reviewed Commissioners Office matters. On a motion by Robert G.
Ziobrowski; seconded by Robert L. Thomas; unanimously approved for the Chairman of
the Board to execute the quote from William Bowen, to provide appraisal services on a
commercial property located in Downtown Chambersburg, at a cost of$2,800.00.
The Board reviewed Jail matters. On a motion by Robert G. Ziobrowski;
seconded by Robert L. Thomas; unanimously approved for the Chairman of the Board to
execute the amendment to the Inmate Telephone Services Agreement (dated March 21,
2009, and amendment dated June 26, 2014) between the County of Franklin and DSI-
ITI, LLC. to bring the Franklin County Jail into compliance with the FCC ordered phone
commissions by June 20, 2016, for the period of June 20, 2016 through June 20, 2019.
Inmates pay for phone usage.
The meeting was adjourned at 9:45 a.m. with a motion by Robert G. Ziobrowski;
seconded by Robert L. Thomas.
