The Franklin County Commissioners met Thursday, July 14, 2016, with the
following members present: David S. Keller and Robert L. Thomas. The Board
attended the Prison Board meeting. Chairman Keller presided and after calling the
meeting to order, a Moment of Silence, and the Pledge of Allegiance, proceeded with the
business of the day.
On a motion by Robert L. Thomas, seconded by David S. Keller; unanimously
approved to adopt the agenda.
There was no public comment.
On a motion by Robert L. Thomas, seconded by David S. Keller; unanimously
approved all bills presented and ordered paid.
On a motion by Robert L. Thomas, seconded by David S. Keller; unanimously
approved the minutes of the July 5, 2016 and July 7, 2016 meetings.
The Board reviewed Adult Probation matters. On a motion by Robert L. Thomas,
seconded by David S. Keller; unanimously approved the amendment to the original
agreement (dated August 27, 2015) between the County of Franklin and Pyramid
Healthcare to increase the maximum encumbrance from $29,993.00 to $43,493.00. All
other terms and conditions will remain in full force and effect. Costs are covered by
grant funds.
The Board reviewed Information Technology matters. On a motion by Robert L.
Thomas, seconded by David S. Keller; unanimously approved for the Chairman of the
Board to execute the proposal from Candoris for hardware support and replacement of
county storage devices used for Virtual Servers at a cost of$10,470.61, for the period of
July 1, 2016 through June 30, 2017. In case of failure this support will insure immediate
replacement of hard drives and parts for the storage devices.
The Board reviewed Jail matters. On a motion by Robert L. Thomas, seconded
by David S. Keller; unanimously approved the proposal from David Black Associates
Engineers, Inc. to modify the occupancy rating for the use of space within the Franklin
County Jail by securing any associated governmental approvals required for the
occupancy rating modification, at a cost not to exceed $1,000.00.
The Board reviewed Jail matters. On a motion by Robert L. Thomas, seconded
by David S. Keller; unanimously approved for the Chairman of the Board to execute the
quote from Witmer Public Safety Group, Inc. for the purchase of replacement uniforms
for officers and lieutenants including: pants, shirts and jackets in the amount of
$6,805.50. Quotes were requested, three quotes were received, and this was the lowest
qualified quote. Company is on State contract.
In accordance with PA Acts 14, 67, 68 and 127 notifications Metal Township
Municipal Authority notified the County of a Pennsylvania Department of Environmental
Protection NPDES Renewal Permit application being applied for the Fannettsburg
Wastewater Treatment Plant System, located in Metal Township.
