HomeMy WebLinkAbout2016-08-18 Commissioner Minutes THURSDAY, AUGUST 18, 2016 The Franklin County Commissioners met Thursday, August 18, 2016, with the following members present: David S. Keller, Robert L. Thomas and Robert G. Ziobrowski. Chairman Keller presided and after calling the meeting to order, a Moment of Silence, and the Pledge of Allegiance, proceeded with the business of the day. On a motion by Robert L. Thomas, seconded by Robert G. Ziobrowski; unanimously approved to adopt the agenda. There was no public comment. On a motion by Robert L. Thomas, seconded by Robert G. Ziobrowski; unanimously approved all bills presented and ordered paid. On a motion by Robert L. Thomas, seconded by Robert G. Ziobrowski; unanimously approved the minutes of the August 11, 2016 meeting. The Board reviewed Adult Probation matters. On a motion by Robert L. Thomas, seconded by Robert G. Ziobrowski; unanimously approved the Grant-In-Aid Continuing Program Application to the Pennsylvania Board of Probation and Parole for the State Offender Supervision Fund Agreement services, requesting an amount of$1,272,025.00 for fiscal year 2016-2017. This program is to help fund the Adult Probation Department. The Board reviewed Children and Youth matters. On a motion by Robert L. Thomas, seconded by Robert G. Ziobrowski; unanimously approved the report to the Pennsylvania Department of Human Services showing expenses and revenues of Act 148 funding for July 1, 2015 through March 31, 2016, in the amount of$6,991,477.00. The Board reviewed Human Services matters. On a motion by Robert L. Thomas, seconded by Robert G. Ziobrowski; unanimously approved for the Chairman of the Board to execute the State Food Purchase Program Expense and Data Report for Fiscal Year 2015-2016 reporting on the different types of food South Central Community Action Program (SCCAP) purchased for the food pantries in Franklin County. State funds in the amount of$146,669.42 were used to purchase the food supplies. The Board reviewed Information Services matters. On a motion by Robert L. Thomas, seconded by Robert G. Ziobrowski; unanimously approved for the Chairman of the Board to execute the quote from ePlus to replace unsupported hardware required for the county-wide wireless network, at a cost of$26,580.71. This company is on the state contract price listing. The Board reviewed Jail matters. On a motion by Robert L. Thomas, seconded by Robert G. Ziobrowski; unanimously approved for the Chairman of the Board to execute the proposal from Impact Office Products to purchase replacement chairs for the conference room and accommodate additional administrative staff, at a cost of $10,668.00. Quotes were requested, three quotes were received, and this was the lowest qualified quote. Continued on page 2 In accordance with PA Acts 14, 67, 68 and 127 notifications, Franklin County Conservation District notified the County of a Pennsylvania Department of Environmental Protection Permit application being applied by Alan Jaymes for installation of a livestock watering system that will cross Little Cove Creek and an unnamed tributary to Little Cove Creek with a 1.25 inch pipe, located in Warren Township. In accordance with PA Acts 14, 67, 68 and 127 notifications Dennis E. Black Engineering, Inc. notified the County of a Pennsylvania Department of Environmental Protection NPDES Permit application being applied by Zenith Construction for proposed construction of five 3-story apartment buildings, located in the Borough of Chambersburg. In accordance with PA Acts 14, 67, 68 and 127 notifications New Enterprise Stone & Lime Co., Inc. notified the County of a Pennsylvania Department of Environmental Protection Renewal Permit application being applied for their existing Dry Run Plant, located in Fannett Township.
