The Franklin County Commissioners met Tuesday, September 20, 2016, with the
following members present: David S. Keller, Robert L. Thomas and Robert G.
Ziobrowski. Chairman Keller presided and after calling the meeting to order, a Moment
of Silence, and the Pledge of Allegiance, proceeded with the business of the day.
On a motion by Robert G. Ziobrowski; seconded by Robert L. Thomas;
unanimously approved to adopt the agenda.
There was no public comment.
The minutes of the September 13, 2016 and September 15, 2016 meetings were
reviewed. These will be approved Thursday, September 22, 2016.
The Board reviewed Agreements, Contracts and Reports. Commissioner
Thomas asked for more explanation of board action item #2, agreement with Frey Lutz
for installation of a utility/slop sink at the Jail. John Hart, County Administrator,
explained that the storage area at the Jail does not have a slop sink. The Jail
employees clean up various items and they need to expose of waste. This action
would give them a sink in their supply area. The items will be approved Thursday,
September 22, 2016.
Tiffany Bloyer, Human Resources Director, was present to discuss timekeeping
software. Ms. Bloyer explained that she is here to discuss advancing the timekeeping
system. Right now there are two facilities that use KRONOS, which is a timekeeping
system, while the rest of the workforce enters their time or time off in ES&S or on paper.
She said the workgroup reviewed RFP's submitted by vendors and met with a few of
them and they decided to go with ExecuTime at a cost of$170,000 for five years and
then the cost will be $28,000 per year for maintenance. Ms. Bloyer explained that to
upgrade KRONOS it will cost$250,000 with $50,000 a year for maintenance.
Commissioner Thomas asked what happens if an employee is working out of the office
or starting elsewhere? Ms. Bloyer explained that they can check in by phone, computer
or tablet. Kurt Hoffeditz, Chief Information Officer, explained that this new system will
have geotagging to show where an employee is located. He said there will also be geo-
fencing where it will send an alert if the phone or computer has left certain areas.
Commissioner Ziobrowski asked how it works at the end of day with geo, can the
employee turn it off. He does not want there to be any privacy issues with employees.
Mr. Hoffeditz is not sure of all the details with geofencing since it has not been released
to date. Mr. Hart said with teleworking this will all need worked out but he believes
operations would benefit from this new software. He said it's a huge tool for recruitment
with the younger generation to telework. The Board approved for Ms. Bloyer to start
negotiating a contract with ExecuTime.
The meeting was adjourned at 9:42 a.m. with a motion by Robert G. Ziobrowski;
seconded by Robert L. Thomas.
