HomeMy WebLinkAbout2016-10-11 Commissioner Minutes TUESDAY, OCTOBER 11, 2016 The Franklin County Commissioners met Tuesday, October 11, 2016, with the following members present: David S. Keller, Robert L. Thomas and Robert G. Ziobrowski. Chairman Keller presided and after calling the meeting to order, a Moment of Silence, and the Pledge of Allegiance, proceeded with the business of the day. On a motion by Robert G. Ziobrowski; seconded by Robert L. Thomas; unanimously approved to adopt the agenda. Kim Wertz provided public comment and asked for explanation of Act 148 in referring to action #1, Children &Youth report to PA Department of Human Services. Ms. Wertz also asked why there is an increase in time needed for bridge 84 and 84A. The minutes of the October 4, 2016 and October 6, 2016 meetings were reviewed. These will be approved Thursday, October 13, 2016. The Board reviewed Agreements, Contracts and Reports. Commissioner Thomas explained that with the bridge change order, there was a delay in getting the materials for replacement of the bridge; there were many orders across the state. He said with the second bridge it is not ready to go due to details with a land owner. Chairman Keller will follow up with Ms. Wertz at a later date on her question about Act 148. The following item was approved today while the remaining items will be approved Thursday, October 11, 2016. The Board reviewed Commissioners' Office matters. On a motion by Robert G. Ziobrowski; seconded by Robert L. Thomas; unanimously approved the change order to D.H. Martin to increase the original contract time for the Bridge 84 & 84a culvert replacement from 150 days to 378 days, new term to expire of May 31, 2017. The Board reviewed Personnel matters. On a motion by Robert G. Ziobrowski; seconded by Robert L. Thomas; unanimously approved the Health & Human Services Planning and Development Director and Health and Human Services Informatics Analyst position descriptions in the Tuscarora Managed Care Alliance Department. On a motion by Robert G. Ziobrowski; seconded by Robert L. Thomas; unanimously approved revising the Geographic Information Systems (GIS) Coordinator position description in the Information Technology Services Department. On a motion by Robert G. Ziobrowski; seconded by Robert L. Thomas; unanimously approved the Geographic Information Systems (GIS) Specialist III position description in the Information Technology Services Department. The Board reviewed Property Management matters and conducted a bid opening for Roof Replacement Project for Franklin County Stone Bridge Building on Franklin Farm Lane and Building 426 on New York Avenue both in Chambersburg, PA. The following bidders submitted a bid: Michael Benedict Construction from Waynesboro, PA for a bid amount of N/A for building 426 and $84,695 for the stone bridge building; Houck from Harrisburg, PA for a bid amount of$172,200 for building 426 and $63,500 for the stone bridge building; and Bonded Applicators, Inc. from Waynesboro for a bid amount of$125,536 for building 426 and $45,197 for the stone bridge building. On a motion by Robert G. Ziobrowski; seconded by Robert L. Thomas; unanimously approved to forward the bids received to the Director of Property Management, the County Solicitor and the Purchasing Agent for their review. The Board will award or reject the bids on October 13, 2016 at 9:45 a.m. Continued on page 2 The Board reviewed Planning matters and conducted a bid opening for the New Hope Building Renovation project. Sam Thrush, Planner, explained that the Commissioners signed a HOME contract for funds from the State to be given to New Hope to rehabilitate their second floor building at 25 S. Potomac Street in Waynesboro. He explained that New Hope also received US Housing and Urban Development funds to combine with this project. He said this contract is a pass through contract to New Hope Shelter as they will be doing the project and the County will have administration roles. Reverend Burcher was present and explained the apartments will serve disabled and low income individuals which is a requirement of the grant. He said these apartments will be normal 12 month rentals and as long as the individuals pay their rent they can live there. The following bidders submitted bids: Dorgan & Zuck Construction, York, PA, provided a base bid of$1,184,000; Rockwell Construction Co., Inc., Mercersburg, PA provided a base bid of$1,260,000; and GRC General Contractors, Inc., from Zullinger, PA, provided a base bid of$1,215,994. Each contractor provided alternate bids that were presented during the meeting. Mr. Thrush explained that the state requires the bids be opened in a public meeting but the County does not award the bids. David Black from David Black Associates explained that the New Hope Board of Directors will review the bids and will decide who will be awarded the bid based on their review.
