HomeMy WebLinkAbout2016-10-13 Commissioner Minutes THURSDAY, OCTOBER 13, 2016 The Franklin County Commissioners met Thursday, October 13, 2016, with the following members present: David S. Keller and Robert G. Ziobrowski. The Board attended the Prison Board meeting. Chairman Keller presided and after calling the meeting to order, a Moment of Silence, and the Pledge of Allegiance, proceeded with the business of the day. Chairman Keller announced that Commissioner Thomas will not be attending the meeting today. On a motion by Robert G. Ziobrowski, seconded by David S. Keller; unanimously approved to adopt the agenda. James Moreland provided public comment regarding the mental health system at the Prison and Probation Office. Mr. Moreland stated that he was mistreated while incarcerated at the Jail and that inmates are only allowed out of their cell for 2 hours a day and there are no programs available for inmates. Mr. Moreland also stated that he is trying to press charges against a probation officer because he had some money missing but no one will give him her name that was at his apartment. Chairman Keller informed Mr. Moreland that Assistant County Administrator Gray would get his contact information and set up a time for him to provide more details at a later date. Megan Shreve, Director of South Central Community Action Program (SCAAP), provided public comment and thanked the board for appointing Rick Wynn, Human Services Director, as a political appointee to the SCCAP Board. She hopes they will appoint another person after Mr. Wynn's retirement. Ms. Shreve also informed the Board that next week SCCAP is having a hunger challenge, encouraging people to live on $4 a day to get a feeling of being food insecure like many low income individuals and especially seniors have to experience. Ms. Shreve also mentioned the reduction in ESG funding coming down from Housing & Urban Development and the Department of Community Economic Development. She explained that they cut their operating costs and put the funds into the RAPID Rehousing program. SCCAP requested $130,000 but will only be receiving $28,000. Chairman Keller asked Rev. Bill Burcher, who was in attendance, about their reduction for the New Hope Shelter but Rev. Burcher did not have the figures with him but he stated they would have to do more fundraising to make up the loss in funds. Ms. Shreve wanted to point out that the ESG already has a dollar for dollar match so they are already working hard to raise those funds. On a motion by Robert G. Ziobrowski, seconded by David S. Keller; unanimously approved all bills presented and ordered paid. On a motion by Robert G. Ziobrowski, seconded by David S. Keller; unanimously approved the minutes of the October 4, 2016 and October 6, 2016 meetings. The Board reviewed Children and Youth matters. On a motion by Robert G. Ziobrowski, seconded by David S. Keller; unanimously approved the Report to the Pennsylvania Department of Human Services showing expenses and revenues of Act 148 funding for July 1, 2015 through June 30, 2016, in the amount of$9,649,224.00. Continued on page 2 The Board reviewed Court Administration matters. On a motion by Robert G. Ziobrowski, seconded by David S. Keller; unanimously approved for the Chairman of the Board to execute the quote from Morefield Communications to upgrade outdated phone systems at MDJ Offices, at a cost of$42,787.99. The Board reviewed District Attorney/Jail matters. On a motion by Robert G. Ziobrowski, seconded by David S. Keller; unanimously approved the Maintenance Agreement between the County of Franklin and PA District Attorney's Institute to provide maintenance on the PA SAVIN victim notification system at a cost of$5,143.86, for the period of January 1, 2017 through December 31, 2017. The cost will be split between the District Attorney's Office and the Jail. The Board reviewed Grants/Human Services matters. On a motion by Robert G. Ziobrowski, seconded by David S. Keller; unanimously approved the contract between the County of Franklin and Pennsylvania Department of Community and Economic Development for the Emergency Solutions Grant (ESG) in the amount of$277,231.00, for the period of September 19, 2016 through March 19, 2018. The funds support two homeless shelters -- SCCAP and Waynesboro New Hope Shelter --with operating costs and essential services such as homelessness prevention, case management, financial and rental assistance. The Board reviewed Property Management matters. On a motion by Robert G. Ziobrowski, seconded by David S. Keller; unanimously approved the agreement between the County of Franklin and Emerson Network Power to provide semi-annual maintenance on the uninterrupted power service (UPS) and battery cabinet for DES/911 (Building 426)for the period of January 1, 2017 through December 31, 2017, at a cost of $12,492.58. The Board reviewed Risk Management matters. On a motion by Robert G. Ziobrowski, seconded by David S. Keller; unanimously approved the Maintenance Agreement between the County of Franklin and AutoClear LLC for preventative maintenance on three of the County's x-ray scanners for a one-time cost of$2,100.00, paid for by the Worker's Compensation Trust. The Board reviewed additional Risk Management matters. On a motion by Robert G. Ziobrowski, seconded by David S. Keller; unanimously approved the quote from AutoClear LLC to repair the x-ray machine at the Hearing Annex at a cost not to exceed $6,117.00, paid for by the Worker's Compensation Trust. The Board reviewed Property Management matters. Steve Rock, Director of Property Management, was present to recommend the Roof Replacement Project bid be awarded to Bonded Applicators for both projects. On a motion by Robert G. Ziobrowski, seconded by David S. Keller; unanimously approved to award the bid for the Roof Replacement Project for Franklin County Stone Bridge Building on Franklin Farm Lane and Building 426 on New York Avenue at Letterkenny Army Depot both to Bonded Applicators for a total bid price of$125,536.00 for Building 426 and $45,197.00 for the Stone Bridge Building. This bidder was the lowest responsible bidder. Continued on page 3 The meeting was adjourned at 9:55 a.m. with a motion by Robert G. Ziobrowski; seconded by David S. Keller. FRANKLIN COUNTY COMMISSIONERS
