HomeMy WebLinkAbout2016-12-27 Commissioner Minutes TUESDAY, DECEMBER 27, 2016 The Franklin County Commissioners met Tuesday, December 27, 2016, with the following members present: David S. Keller, Robert L. Thomas and Robert G. Ziobrowski. Chairman Keller presided and after calling the meeting to order, a Moment of Silence, and the Pledge of Allegiance, proceeded with the business of the day. On a motion by Robert G. Ziobrowski; seconded by Robert L. Thomas; unanimously approved to adopt the agenda. There was no public comment. On a motion by Robert G. Ziobrowski, seconded by Robert L. Thomas; unanimously approved all bills presented and ordered paid. The minutes of the December 20, 2016 and December 22, 2016 meetings were reviewed. These will be approved Thursday, December 29, 2016. The Board reviewed Agreements, Contracts and Reports. The items will be approved Thursday, December 29, 2016. The Planning Office held a public hearing for the Community Development Block Grant (CDBG) Program to request Board approval of Planning's recommendations and the CDBG budget. Sam Thrush, Planner, provided a recap of the December 15th public hearing. Mr. Thrush explained that he submitted the budget to the paper and as of today he has not received any comments from the public on the budget. Chairman Keller opened the floor for public comments or questions. There were no comments or questions. Chairman Keller asked the Board if there were any further questions for Mr. Thrush. Chairman Keller said the last time they met there was discussion on Quincy Township and Indian Lake applications. Mr. Thrush explained that he asked for direction from the Commissioners on who should receive the remaining $97,527.00 funds. He said that he mentioned during the last public hearing Indian Lake had received a notice of violation from PA Department of Environmental Protection and Quincy Township has also received a letter from PA DEP that stressed the importance of connecting the two projects together in the Tomstown Road area. Planning is recommending providing Indian Lake with $93,000 for their project and $4,527 be allocated to the Quincy Township competitive application to show the County's buy in for their project. Chairman Keller recommends submitting one competitive grant application to the state instead of two competitive grants for Quincy Township. On a motion by Robert G. Ziobrowski, seconded by Robert L. Thomas; unanimously approved Planning's recommendations to approve Resolution #2016-21, 2016 Community Development Block Grant Application Adoption, that shows approval of the grant applications, approval of the budget and to submit 2 competitive applications for Quincy Township, and authorizing Chairman Keller to execute all required paperwork. On a motion by Robert G. Ziobrowski, seconded by Robert L. Thomas; unanimously approved Resolution #2016-20, Fair Housing resolution and that the attached resolution be a part of these minutes. Bob Gunder from Quincy Township thanked the Board for what they are approving today but he requested the money be used toward the lateral assistance only due to the need to help more low income residents. The Board approved his request to use the $4,527 towards the lateral assistance. The meeting was adjourned at 9:55 a.m. with a motion by Robert G. Ziobrowski; seconded by Robert L. Thomas.
