The Franklin County Commissioners met Tuesday, January 24, 2017, with the
following members present: David S. Keller, Robert L. Thomas and Robert G.
Ziobrowski. Chairman Keller presided and after calling the meeting to order, a Moment
of Silence, and the Pledge of Allegiance, proceeded with the business of the day.
On a motion by Robert G. Ziobrowski; seconded by Robert L. Thomas;
unanimously approved to adopt the agenda.
Kim Wertz provided public comment. She wanted to put on public record to
thank Commissioner Keller for attending and speaking at the Community Support
Program meeting yesterday. She said he was very informative and everyone was glad
that he had attended.
The minutes of the January 17, 2017 and January 19, 2017 meetings were
reviewed. These will be approved Thursday, January 26, 2017.
The Board reviewed Agreements, Contracts and Reports. Commissioner
Thomas explained action item #19 on tax duplicates that in the past Chambersburg
Borough has brought the largest assessments in but Guilford Township is extremely
close and Greene Township is not far behind. This shows the changes happening in our
area. The following items will be approved today while the remaining items will be
approved on Thursday, January 26, 2017.
The Board reviewed Day Reporting Center matters. On a motion by Robert G.
Ziobrowski; seconded by Robert L. Thomas; unanimously approved for the Chairman of
the Board to execute the quote from Aqua Power Pros to provide monthly floor
maintenance of all the tile floors in the Day Reporting Center at a cost of$3,132.34, for a
period of January 24, 2017 through January 23, 2018.
The Board reviewed Grants matters. On a motion by Robert G. Ziobrowski;
seconded by Robert L. Thomas; unanimously approved the Grant Application to PA
District Attorney's Association for a grant on behalf of the Over the Rainbow Children's
Advocacy Center for funds in the amount of$4,227.00 to send members of the Multi-
Disciplinary Investigative Team (MDIT) to a training in Huntsville, Alabama. This grant
would be for a period of January 6, 2017 through September 1, 2017.
The Board reviewed Property Management matters. On a motion by Robert G.
Ziobrowski; seconded by Robert L. Thomas; unanimously approved for the Chairman of
the Board to execute the proposal from Elevator Solutions to repair cables to the
elevator located in the Commissioners' Complex building at a cost of$7,027.00.
Request for proposals were sent to three vendors and two responded. This is the lowest
qualified quote received.
The Board reviewed Personnel matters. On a motion by Robert G. Ziobrowski;
seconded by Robert L. Thomas; unanimously approved the revised position description
for the Communication Center Shift Supervisor in the Department of Emergency
Services.

Tiffany Bloyer, Human Resources Director, and members of the Special Thanks
and Recognition Committee (STAR) were present to honor the employee of the month.
Noah Kinney, Telecommunicator from the Department of Emergency Services, who was
chosen this month out of all the nominations that were received. She said the selection
for the January 2017 Employee of the Month was determined by the STAR Committee
based on the numerous nominations Mr. Kinney received. There were a total of 24
people nominated. The STAR nomination form asks what recent event or occurrence
made you select Mr. Kinney and the answers include: He is a strong leader who always
tries to better himself and others around him; Noah assisted on finding a suicidal person;
His everyday devotion to the citizens of Franklin County; Noah is always willing to go
above and beyond his duties just to make everyone else's day smoother; He is a great
Team Leader and backup LEAD. Commissioner Ziobrowski stated that
Telecom municators as well as Emergency Responders have moments of tedium and
moments of stark terror. He is proud of Mr. Kinney and congratulated him. Chairman
Keller said there is no reason to doubt that all that was said was true and people do take
notice and this will inspire others to achieve high levels of performance as well. He
thanked Tiffany and the Star Committee for the recognition program. He said it's
important that the Board and our constituents be reminded of the great employees we
have and that we appreciate the work they do. Chairman Keller said he appreciates the
work that Mr. Kinney does. Commissioner Thomas said that being first is an honor. He
said he noticed Mr. Kinney's face while Ms. Bloyer was reading what he has done and
he noticed a humble person. He noticed Director Thierwechter's face and he looked like
a proud daddy. That's an indication that we have a strong link here at Emergency
Services, for his peers to recommend him for the wonderful work that he does. Mr.
Kinney spoke that it's not a one person thing, he's happy he got the award but he can't
do this without the rest of his coworkers. He said if you don't work with good people, you
can't do it.
The meeting was adjourned at 9:50 a.m. with a motion by Robert G. Ziobrowski;
seconded by Robert L. Thomas.
