HomeMy WebLinkAbout2017-01-26 Commissioner Minutes THURSDAY, JANAU RY 26, 2017 The Franklin County Commissioners met Thursday, January 26, 2017, with the following members present: David S. Keller and Robert G. Ziobrowski. Chairman Keller presided and after calling the meeting to order, a Moment of Silence, and the Pledge of Allegiance, proceeded with the business of the day. On a motion by Robert G. Ziobrowski, seconded by David S. Keller; unanimously approved to adopt the agenda. There was no public comment. On a motion by Robert G. Ziobrowski, seconded by David S. Keller; unanimously approved all bills presented and ordered paid. On a motion by Robert G. Ziobrowski, seconded by David S. Keller; unanimously approved the minutes of the January 17, 2017 and January 19, 2017 meetings. Chairman Keller said there is an action that the Board has to reconsider from Tuesday's meeting. John Hart, Chief Clerk, responded that the PA District Attorney's Association grant application on behalf of the Children's Aid Society is increasing the grant amount from $4,227.00 that was approved at Tuesday's meeting to increase the grant to $5,636.00. This correction is needed to include an additional person to attend the training. On a motion by Robert G. Ziobrowski, seconded by David S. Keller; unanimously approved the Grant Application to PA District Attorney's Association for a grant on behalf of the Rainbow Children's Advocacy Center for funds in the amount of $5,636.00 to send members of the Multi-Disciplinary Investigative Team (MDIT) to a training in Huntsville, Alabama. This grant would be for a period of January 6, 2017 through September 1, 2017. This is a correction to action taken on January 24, 2017. The Board reviewed Children and Youth matters. On a motion by Robert G. Ziobrowski, seconded by David S. Keller; unanimously approved the Supplemental Appropriation in the amount of$280,000.00 to increase the budget to record additional Title IV-E and base Act 148 revenue and corresponding placement expenditures. The Board reviewed Commissioners' Office matters. On a motion by Robert G. Ziobrowski, seconded by David S. Keller; unanimously approved the Certification of County Maintenance of Effort for the HAVA II Financial Assistance for the reporting period of January 1, 2016 through December 31, 2016. To qualify for HAVA grant funds, the County must certify each year that they are maintaining an expenditure level not less than the level of expenditures maintained by the County for the 2000 fiscal year. For Fiscal Year 2016, the County has expended $502,381.68 while spending $218,984.00 for the entire 2000 fiscal year. The Board reviewed Coroner matters. On a motion by Robert G. Ziobrowski, seconded by David S. Keller; unanimously approved the Supplemental Appropriation in the amount of$21,250.00 for additional appropriations related to outstanding invoices for autopsy costs. The Board reviewed Emergency Services matters. On a motion by Robert G. Ziobrowski, seconded by David S. Keller; unanimously approved for the Chairman of the Board to execute the Franklin County's Radiological Emergency Support Procedures for nuclear power plant incidents to provide guidance for the monitoring, decontamination, medical care and treatment of evacuees exposed to radioactive contamination, as well as to minimize the effects of radioactive contamination on agriculture and water in Franklin County. Continued on page 2 The Board reviewed Fiscal matters. On a motion by Robert G. Ziobrowski, seconded by David S. Keller; unanimously approved the amendment to the Franklin County Human Services Enhancement Grant contract (dated February 5, 2015) between the County of Franklin and Waynesboro Community and Human Services to extend the contract through February 28, 2017. All other terms and conditions of the original Contract will remain in full force and effect. The Board reviewed Grants/Adult Probation matters. On a motion by Robert G. Ziobrowski, seconded by David S. Keller; unanimously approved the Grant Project Modification to PA Commission on Crime and Delinquency for the Intermediate Punishment Grant to change the scope to include level 2 offender in addition to level 3 & 4, shifting funds within the budget to cover the additional need for inpatient treatment and to add recovery housing and translation services. The Board reviewed Jail matters. On a motion by Robert G. Ziobrowski, seconded by David S. Keller; unanimously approved the agreement between the County of Franklin and United Churches of the Chambersburg Area to provide Chaplain services at the Franklin County Jail, at a cost of$25,000.00 for the period of January 1, 2017 through December 31, 2017. The Board reviewed Liquid Fuels/Fiscal matters. On a motion by Robert G. Ziobrowski, seconded by David S. Keller; unanimously approved for the Chairman of the Board to execute the Annual Liquid Fuels Act 89 report to the Pennsylvania Department of Transportation stating revenues and expenses for 2016. The Board reviewed Property Management matters. On a motion by Robert G. Ziobrowski, seconded by David S. Keller; unanimously approved for the Chairman of the Board to execute the agreement between the County of Franklin and Chambersburg Waste Paper to provide trash service to Building 2 at a cost of$92.00 per month with a 3% increase for 2018, for the period of January 1, 2017 through December 31, 2018. The Board reviewed additional Property Management matters. On a motion by Robert G. Ziobrowski, seconded by David S. Keller; unanimously approved for the Chairman of the Board to execute the proposal from Cumberland Stained Glass, Inc. to clean the Court House clock and perform corrective repairs to the clock frame and replace two pieces of broken glass at a cost of$3,125.00. The Board reviewed additional Property Management matters. On a motion by Robert G. Ziobrowski, seconded by David S. Keller; unanimously approved for the Chairman of the Board to execute the agreement between the County of Franklin and NAC Divisions for annual inspection and preventative maintenance of the fire alarm for Building 3 at a cost of$28.00 per month, for the period of January 1, 2017 through December 31, 2017. The Board reviewed Risk Management matters. On a motion by Robert G. Ziobrowski, seconded by David S. Keller; unanimously approved for the Chairman of the Board to execute the agreement between the County of Franklin and NAC Divisions for service and maintenance of the County's video surveillance system at a cost of$303.00 per month, for the period of January 1, 2017 through December 31, 2017. Cost will be covered by the Worker's Compensation Trust. Continued on page 3 The Board reviewed additional Risk Management matters. On a motion by Robert G. Ziobrowski, seconded by David S. Keller; unanimously approved for the Chairman of the Board to execute the Alarm Monitoring Agreement between the County of Franklin and NAC Divisions/Affiliated Monitoring to monitor the fire alarm system at 191 Franklin Farm Lane at a cost of$357.00, for the period of January 26, 2017 through January 25, 2018. Cost will be covered by the Worker's Compensation Trust. The Board reviewed Tax Assessment matters. On a motion by Robert G. Ziobrowski, seconded by David S. Keller; unanimously approved the Certification of the amount of County and County Library Taxes on real estate and mobile homes in the various political subdivisions of the County and the name of the Tax Collectors of said political subdivision for the year 2017. The Board reviewed additional Tax Assessment matters. On a motion by Robert G. Ziobrowski, seconded by David S. Keller; unanimously approved the Acceptance and Authorization of Additions and Exonerations to the Tax Collectors of Franklin County for the years 2015 and 2016, in order for the Tax Collectors listed to close their 2014 and 2016 County and County Library Duplicates entitled "Board of Assessment— Summary Report" dated January 11, 2017. In accordance with PA Acts 14, 67, 68 and 127 notifications, Wm. F. Hill & Associates, Inc. notified the County of a Pennsylvania Department of Environmental Protection NPDES Renewal Permit application by the St. Thomas Township Municipal Authority for discharge from the Edenville Wastewater Treatment Facility. In accordance with PA Acts 14, 67, 68 and 127 notifications, Shelly, Witter & Fox notified the County of a Pennsylvania Department of Environmental Protection NPDES Renewal Permit application by Abraham I. Pugh for the construction of a single family dwelling, located in Montgomery Township. In accordance with PA Acts 14, 67, 68 and 127 notifications, Dennis E. Black Engineering Inc. notified the County of a Pennsylvania Department of Environmental Protection General Permit—WMGR-109 Registration application by Whitsel Associated, Inc. a vegetable oil recovery plant, located in Guilford Township. The Board reviewed appointments to the Franklin County Library System Board. On a motion by Robert G. Ziobrowski, seconded by David S. Keller; unanimously approved to appoint Mark Orndorf and Gloria Guba for a term of January 1, 2017 through December 31, 2018. The meeting was adjourned at 9:45 a.m. with a motion by Robert G. Ziobrowski; seconded by David S. Keller. FRANKLIN COUNTY COMMISSIONERS
