HomeMy WebLinkAbout2017-02-09 Commissioner Minutes THURSDAY, FEBRUARY 9, 2017 The Franklin County Commissioners met Thursday, February 9, 2017, with the following members present: David S. Keller, Robert L. Thomas and Robert G. Ziobrowski. The Board attended the Prison Board meeting at the Jail. Chairman Keller presided and after calling the meeting to order, a Moment of Silence, and the Pledge of Allegiance, proceeded with the business of the day. John Hart, Chief Clerk, asked to amend the agenda to include a quote from Barry Best, Surveying, to provide civil engineering services for the Mercersburg Magisterial District Judge facility project. On a motion by Robert L. Thomas, seconded by Robert G. Ziobrowski; unanimously approved to adopt the amended agenda. There was no public comment. On a motion by Robert L. Thomas, seconded by Robert G. Ziobrowski; unanimously approved all bills presented and ordered paid. On a motion by Robert L. Thomas, seconded by Robert G. Ziobrowski; unanimously approved the minutes of the January 31, 2017 and February 2, 2017 meetings. The Board reviewed Commissioners Office matters. On a motion by Robert L. Thomas, seconded by Robert G. Ziobrowski; unanimously approved for the Chairman of the Board to execute the quote from Barry A. Best, Surveying, to provide civil services for the tenant renovation for Mercersburg Magisterial District Judge office space at the MMP&W Fire Company building on Veterans Way at a cost of$4,500.00. If site lighting design is required, a fee of$1,800 will be charged. Municipal review fees are also not included. The Board reviewed Controller Office matters. On a motion by Robert L. Thomas, seconded by Robert G. Ziobrowski; unanimously approved for the Chairman of the Board to execute the agreement between the County of Franklin and Korn Ferry Hay Group to provide actuarial services for calendar year 2017, at a cost of$28,020.00 with an additional maximum of$5,000.00. Contract will renew every January 1 unless a sixty day termination notification is provided. The Board reviewed Emergency Services matters. On a motion by Robert L. Thomas, seconded by Robert G. Ziobrowski; unanimously approved the Supplemental Appropriation to record the change in the funding structure requirements for 911 (Act 12). This is solely an accounting entry; no additional funds are required. The Board reviewed Fiscal/Hotel Tax matters. On a motion by Robert L. Thomas, seconded by Robert G. Ziobrowski; unanimously approved the Supplemental Appropriation to increase the budgeted expenses and revenues to account for higher than budgeted collection of 2016 Hotel Taxes and provide sufficient funds for payment of the appropriate revenue share to the Franklin County Visitors Bureau. Continued on page 2 The Board reviewed Grants/Fiscal matters. On a motion by Robert L. Thomas, seconded by Robert G. Ziobrowski; unanimously approved the Supplemental Appropriation in the amount of$76,966.00 to provide a budget for the newly awarded Mental Health Co-Responder grant from the Pennsylvania Commission on Crime and Delinquency (PCCD). The Board reviewed additional Grants/Fiscal matters. On a motion by Robert L. Thomas, seconded by Robert G. Ziobrowski; unanimously approved the Supplemental Appropriation in the amount of$52,260.00 to provide a budget for the newly awarded ORAS Grant which will provide funding to integrate the Ohio Risk Assessment System (ORAS) into UCMS for Franklin and Fulton Counties. All expenses are covered by grant funds. The Board reviewed Human Services matters. On a motion by Robert L. Thomas, seconded by Robert G. Ziobrowski; unanimously approved the contract listing for all contracts and addendums for the period of July 1, 2016 through December 31, 2016. The contract listing is maintained for proper accounting of all contracts to include vendor name, address, type(s) of service and rate(s) charged. The Board reviewed Information Technology Services matters. On a motion by Robert L. Thomas, seconded by Robert G. Ziobrowski; unanimously approved for the Chairman of the Board to execute the agreement between the County of Franklin and Tyler Technologies to study the MUNIS security architecture to determine the ability to reorganize the security architecture and estimate the amount of effort needed to do so, at a cost of$3,825.00. This would allow the County to implement more efficient and granular security rights to accommodate workflows and operations of all departments. The Board reviewed Jail matters. On a motion by Robert L. Thomas, seconded by Robert G. Ziobrowski; unanimously approved the agreement between the County of Franklin and the County of Butler to house male and female adult offenders, over age 18, at a cost of$60.00 per inmate per day, for the period of January 20, 2017 through January 20, 2018. All medical and transportation costs are the responsibility of Franklin County. This facility is PREA certified and abides by all PA Title 37 regulations. The Board reviewed additional Jail matters. On a motion by Robert L. Thomas, seconded by Robert G. Ziobrowski; unanimously approved the quote from GTL - DSI/ITI to replace the imaging system at the jail at a cost of$25,473.71. This system captures a photo of each inmate for identification purposes, as well as capturing identifying characteristics including scars, markings, and tattoos. Cost will be covered by the inmate store account. In accordance with PA Acts 14, 67, 68 and 127 notifications, TeamAg, Inc. notified the County of a Pennsylvania Department of Environmental Protection NPDES CAFO Renewal Permit application being applied by L&W Farms for an existing concentrated animal feeding operation, located in Antrim Township. In accordance with PA Acts 14, 67, 68 and 127 notifications, Roxbury Holiness Camp notified the County of a Pennsylvania Department of Environmental Protection NPDES Renewal Permit application for their existing operation, located in Letterkenny Township.
