HomeMy WebLinkAbout2017-02-23 Commissioner Minutes THURSDAY, FEBRUARY 23, 2017 The Franklin County Commissioners met Thursday, February 23, 2017, with the following members present: David S. Keller, Robert L. Thomas and Robert G. Ziobrowski. Chairman Keller presided and after calling the meeting to order, a Moment of Silence, and the Pledge of Allegiance, proceeded with the business of the day. On a motion by Robert L. Thomas, seconded by Robert G. Ziobrowski; unanimously approved to adopt the agenda. There was no public comment. On a motion by Robert L. Thomas, seconded by Robert G. Ziobrowski; unanimously approved all bills presented and ordered paid. On a motion by Robert L. Thomas, seconded by Robert G. Ziobrowski; unanimously approved the minutes of the February 14, 2017 and February 16, 2017 meetings. The Board reviewed Aging Office matters. On a motion by Robert L. Thomas, seconded by Robert G. Ziobrowski; unanimously approved the updated contract listing for all contracts and addendums for Fiscal Year 2016/2017 for the Area Agency on Aging department. Contract listing is maintained for proper accounting of all contracts to include vendor name and address, type(s) of service provided and rate(s) charged for services. The Board reviewed Clerk of Courts matters. On a motion by Robert L. Thomas, seconded by Robert G. Ziobrowski; unanimously approved the contract between the County of Franklin and David C. Wertime, Esquire, to provide contract attorney services at a cost of$4,837.00, for the period of January 1, 2017 through December 31, 2017. The Board reviewed Controller matters. On a motion by Robert L. Thomas, seconded by Robert G. Ziobrowski; unanimously approved the contract between the County of Franklin and David C. Cleaver, Esquire, to provide contract attorney services at a cost of$13,098.00, for the period of January 1, 2017 through December 31, 2017. The Board reviewed Drug & Alcohol matters. On a motion by Robert L. Thomas, seconded by Robert G. Ziobrowski; unanimously approved the Supplemental Appropriation in the amount of$5,000.00 to record additional funding being received from Fulton County. Funds will be used to sponsor a recovery event for Fulton County and must be expended by June 30, 2017. The Board reviewed Grants/CJAB matters. On a motion by Robert L. Thomas, seconded by Robert G. Ziobrowski; unanimously approved the Grant Application, in the amount of$400,000.00, to the Bureau of Justice Assistance for a post-adjudication adult Treatment Court. The Treatment Court will target high risk, high need substance- addicted individuals to provide a comprehensive and structured treatment program. Grant term is October 1, 2017 through September 30, 2020. Continued on page 2 The Board reviewed additional Grants/CJAB matters. On a motion by Robert L. Thomas, seconded by Robert G. Ziobrowski; unanimously approved the Intergovernmental Agreement between the County of Franklin and the Pennsylvania Department of Corrections (DOC) for the Non-Narcotic Medication Assisted Treatment Pilot Program, with a grant award of$220,975.00. This program will augment the Jail Treatment Program to serve an additional 25 participants to receive 6-8 weeks of Vivitrol and Treatment prior to release from the Franklin County Jail. Upon release participants will be connected to community providers for continued treatment. Agreement is for a period of one year from the date of execution by the DOC. The Board reviewed Human Resources matters. On a motion by Robert L. Thomas, seconded by Robert G. Ziobrowski; unanimously approved the Letter of Agreement between the County of Franklin and Strickler Agency, Inc. to provide broker consultant services for group health benefits at a cost of$51,500.00, for plan year January 1, 2017 through December 31, 2017. Services include assessment of current benefits; developing alternative plan design and funding options; write request for proposals to multiple insurance carriers and third party administrators; summarize and recommend best group health options; help implement and educate staff with chosen result; consulting on health care reform, worksite and other topics, COBRA and HR services included; negotiate rates, plans and options with current vendors; help address issues with vendors and coordinate quarterly claim review. The Board reviewed additional Human Resources matters. On a motion by Robert L. Thomas, seconded by Robert G. Ziobrowski; unanimously approved the Employee Conduct and Ethics Policy revision (#626.01) to set the standards of acceptable employee and ethical business conduct required of all County employees. The Board reviewed MH/ID/EI matters. On a motion by Robert L. Thomas, seconded by Robert G. Ziobrowski; unanimously approved the updated contract listing for all contracts and addendums for Fiscal Year 2016/2017 for the Mental Health, Intellectual Disabilities and Early Intervention departments. Contract listing is maintained for proper accounting of all contracts to include vendor name and address, type(s) of service provided and rate(s) charged for services. The Board reviewed Prothonotary matters. On a motion by Robert L. Thomas, seconded by Robert G. Ziobrowski; unanimously approved the contract between the County of Franklin and Courtney J. Graham, Esquire, to provide contract attorney services at a cost of$1,999.00, for the period of January 1, 2017 through December 31, 2017. The Board reviewed Sheriff matters. On a motion by Robert L. Thomas, seconded by Robert G. Ziobrowski; unanimously approved the contract between the County of Franklin and Clinton T. Barkdoll, Esquire, to provide contract attorney services at a cost of$15,335.00, for the period of January 1, 2017 through December 31, 2017. The Board reviewed Treasurer matters. On a motion by Robert L. Thomas, seconded by Robert G. Ziobrowski; unanimously approved the contract between the County of Franklin and Clinton T. Barkdoll, Esquire, to provide contract attorney services at a cost of$1,774.00, for the period of January 1, 2017 through December 31, 2017. Continued on page 3 In accordance with PA Acts 14, 67, 68 and 127 notifications, Greene Township notified the County of a Pennsylvania Department of Environmental Protection Chapter 105 General Permit application being applied for the installation of a 15 inch outfall pipe to Stump Run. This is part of a road widening/resurfacing project to Mt. Cydonia Road, located in Greene Township. The meeting was adjourned at 9:40 a.m. with a motion by Robert L. Thomas; seconded by Robert G.
