The Franklin County Commissioners met Tuesday, February 28, 2017, with the
following members present: David S. Keller and Robert G. Ziobrowski. Chairman
Keller presided and after calling the meeting to order, a Moment of Silence, and the
Pledge of Allegiance, proceeded with the business of the day.
Chairman Keller announced that Commissioner Thomas is attending a NACO
conference so he will not be in attendance today. On a motion by Robert G. Ziobrowski;
seconded by David S. Keller; unanimously approved to adopt the agenda.
Kim Wertz provided public comment and asked what the difference is in the two
PA Commission on Crime and Delinquency grants, board action items #5 & 6. She also
asked how many people will be taking the assessment referring to board action item # 7,
agreement with University of Cincinnati Research Institute.
The minutes of the February 21, 2017 and February 23, 2017 meetings were
reviewed. These will be approved Thursday, March 2, 2017.
On a motion by Robert G. Ziobrowski; seconded by David S. Keller; unanimously
approved all bills presented and ordered paid.
The Board reviewed Agreements, Contracts and Reports. To answer Ms. Wertz
question during public comment, Chairman Keller informed her that the two grants are
not duplications; they are separate grants. Julia Lehman, Grants/CJAB Coordinator,
answered Ms. Wertz other question about the number of individuals for the assessment.
She said the amount of individuals is 30 and the costs are covered by a grant. The
following item was approved today while the remaining items will be approved Thursday,
March 2, 2017.
The Board reviewed Grants/CJAB matters. On a motion by Robert G.
Ziobrowski; seconded by David S. Keller; unanimously approved the agreement
between the County of Franklin and University of Cincinnati Research Institute to provide
training for Franklin and Fulton Probation on the Ohio Risk Assessment System to be
held on March 9 and 10, 2017 at a cost of$6,500.00.
Charles Martin, Human Resources Generalist, and members of the Special
Thanks and Recognition Committee (STAR) were present to honor the employee of the
month. Andrew Carter, Sergeant, from the Sheriff's Office, who was chosen this month
out of all the nominations that were received. He said the selection for the February
2017 Employee of the Month was determined by the STAR Committee based on the
numerous nominations Mr. Carter received. There were a total of 25 people nominated.
Sergeant Carter was selected based on the following answers on the nomination form:
He is supervisor of the Sheriff's Warrant Unit and due to his observant nature, he
apprehended a fugitive that was on the run for 12 years. He also was instrumental in
apprehending and closing out cases of other fugitives who have been wanted, in some
cases, over two decades. Another example was a situation involving the transition of
placing three children into foster care and the mother was quite agitated and the
situation was escalating quickly. The Sheriff's Department was on the premises in three
minutes and Andrew Carter and Ben Sites de-escalated the situation and transported
the mother to her home without incident. Mr. Carter's outstanding characteristics are
attributes that have not gone unnoticed by his peers. Many of the nomination forms
described him as hardworking, often the first to work and the last to leave; "His work
ethic and dedication are an inspiration to those around him";(His) ability to be supportive,
empathetic and patient are qualities which serve him extremely well as a Sergeant with

the Franklin County Sheriff's Department.; Andrew Carter goes above and beyond to
help with problems and situations, while ensuring the integrity of the criminal justice
system stays intact. Sergeant Carter introduced his wife and said they are expecting
their first baby in August. He said there is great staff in the Sheriff's Office and he is
proud to be a sergeant in the Sheriff's Office. Sheriff Brown said he appreciates
Andrew's leadership and that he is a fine individual.
The meeting was adjourned at 9:46 a.m. with a motion by Robert G. Ziobrowski;
seconded by David S. Keller.
