The Franklin County Commissioners met Tuesday, March 21, 2017, with the
following members present: David S. Keller, Robert L. Thomas and Robert G.
Ziobrowski. Chairman Keller presided and after calling the meeting to order, a Moment
of Silence, and the Pledge of Allegiance, proceeded with the business of the day.
On a motion by Robert G. Ziobrowski; seconded by Robert L. Thomas;
unanimously approved to adopt the agenda.
There was no public comment.
The minutes of the March 16, 2017 meeting was reviewed. These will be
approved Thursday, March 23, 2017.
The Board reviewed Agreements, Contracts and Reports. The following item
was approved today while the remaining items will be approved Thursday, March 23,
2017.
The Board reviewed Grants/CJAB matters. On a motion by Robert G.
Ziobrowski; seconded by Robert L. Thomas; unanimously approved the agreement
between the County of Franklin and the Pennsylvania Council of Churches to provide
three train ings/information sessions for the Healing Communities Task Force, enabling
local churches to work with reentering citizens. The total cost of this agreement is
$1,000.00 to be paid by the CJAB Technical Assistance Mini-Grant from PA Commission
on Crime and Delinquency.
Carrie Gray, County Administrator, explained that Phil Tarquino, Planning
Director, and Anita Keller, Tax Services Director, are here today to request the
appointment of a Chief Assessor. Mr. Tarquino explained that in January Anita Keller
was appointed as interim Chief Assessor. He said they have filled the position of Chief
Assessor but the Board of Commissioners must appoint this person. They are
recommending Jodi Martin as the Chief Assessor. She is a current employee with many
years of experience as an Assessor and Mr. Tarquino said she is highly recommended.
On a motion by Robert G. Ziobrowski; seconded by Robert L. Thomas; unanimously
approved the recommendation to appoint Jodi Martin as the Chief Assessor for Franklin
County.
Tiffany Bloyer, Human Resources Director, along with members of the Wellness
Committee, attended the Board meeting to present a $300.00 check to the American
Heart Association from the County's "Red Friday's for Heart Health" fundraiser. Ms.
Bloyer explained that in February employees donated $5.00 and wore red on Friday's in
support of American Heart Month. Katherine Smith, Division Director for the American
Heart Association for Franklin, Adams and Fulton Counties, was present to receive the
funds. She handles all fundraising efforts and some educational programs. She
explained that cardiac disease is the number one killer for women and men, so this is a
cause worth raising awareness and providing more education to. She explained that 18
cents of every dollar goes to research worldwide for heart disease. Ms. Smith explained
that Summit Health is a great partner since every heart patient gets good quality care
throughout the county. Commissioner Thomas mentioned that the opioid use is causing
more heart disease so it sounds like there may be more customers for heart surgeries
due to the opioid epidemic. Ms. Smith explained that they discuss "whole health" during
education sessions. Commissioner Ziobrowski said that the President's proposed
draconian cuts will affect the American Heart Association. He is seeing more people
stepping up to get healthier so he thanked our staff for getting the word out to our

employees and providing more programs. Ms. Smith explained that they are trying to
build a culture of health especially in the work place. Chairman Keller thanked all the
employees who supported this fundraiser by wearing red and contributing just like they
did for the Breast Care Alliance fundraiser. He said it's an honor to represent them.
The meeting was adjourned at 10:00 a.m. with a motion by Robert G. Ziobrowski;
seconded by Robert L. Thomas.
