HomeMy WebLinkAbout2017-03-23 Commissioner Minutes THURSDAY, MARCH 23, 2017 The Franklin County Commissioners met Thursday, March 23, 2017, with the following members present: David S. Keller, Robert L. Thomas and Robert G. Ziobrowski. Chairman Keller presided and after calling the meeting to order, a Moment of Silence, and the Pledge of Allegiance, proceeded with the business of the day. Chairman Keller said the agenda needs amended to exclude the Hagerstown Paint and Glass Company proposal due to needing a correction on the proposal. On a motion by Robert L. Thomas, seconded by Robert G. Ziobrowski; unanimously approved to adopt the amended agenda. There was no public comment. On a motion by Robert L. Thomas, seconded by Robert G. Ziobrowski; unanimously approved all bills presented and ordered paid. On a motion by Robert L. Thomas, seconded by Robert G. Ziobrowski; unanimously approved the minutes of the March 16, 2017 meeting. The Board reviewed Aging Office matters. On a motion by Robert L. Thomas, seconded by Robert G. Ziobrowski; unanimously approved for the Chairman of the Board to execute the Food & Beverage License to the Pennsylvania Department of Agriculture for the Mont Alto Senior Center at a cost of $82.00. It is a state regulation to have a food and beverage license renewed annually. There is no increase from last year and it is funded by the Pennsylvania Department of Aging Block Grant. The Board reviewed additional Aging Office matters. On a motion by Robert L. Thomas, seconded by Robert G. Ziobrowski; unanimously approved for the Chairman of the Board to execute the Food & Beverage License to the Pennsylvania Department of Agriculture for the Greencastle, Upper Strasburg, and Path Valley Senior Centers at a cost of $82.00 each for a total of $246.00. It is a state regulation to have a food and beverage license renewed annually. There is no increase from last year and is funded by the Pennsylvania Department of Aging Block Grant. The Board reviewed Day Reporting Center matters. On a motion by Robert L. Thomas, seconded by Robert G. Ziobrowski; unanimously approved for the Chairman of the Board to execute the Amendment No. 4 to the Contract dated April 1, 2006 between the County of Franklin and BI Incorporated to extend the contract from April 1, 2017 through March 31, 2018, at a cost according to the per client count pricing table listed on the Amendment. All other terms and conditions of the original contract will remain in full force and effect. The Board reviewed Fiscal/Day Reporting Center matters. On a motion by Robert L. Thomas, seconded by Robert G. Ziobrowski; unanimously approved the contract between the County of Franklin and The Mental Health Association of Franklin County, Inc. to provide peer support services to participants of the County’s Jail Diversion Program at a cost of $3,714.00 for the period of January 1, 2016 through December 31, 2017. The Board reviewed Grants matters. On a motion by Robert L. Thomas, seconded by Robert G. Ziobrowski; unanimously approved the Supplemental Appropriation in the amount of $150,000.00 to provide budget for the newly awarded Intensive Re-Entry Case Management Grant from PCCD. The Grant was not awarded until after 2017 original budgets were prepared. Continued on page 2 The Board reviewed Tax Services matters. On a motion by Robert L. Thomas, seconded by Robert G. Ziobrowski; unanimously approved the proposal from Five Thousand Forms to provide printing and mailing of Tax Claim notices at a cost of $17,420.24. The cost includes postage which will need paid up front at a cost of $16,321.50. Quotes were requested and two responses were received. This is the lowest qualified quote. In accordance with PA Acts 14, 67, 68 and 127 notifications, William A. Brindle Associates Inc. notified the County of a Pennsylvania Department of Environmental Protection NPDES Permit application being applied by George K. Masgalas for a proposed single family residential dwelling located in Hamilton Township. In accordance with PA Acts 14, 67, 68 and 127 notifications, William A. Brindle Associates Inc. notified the County of a Pennsylvania Department of Environmental Protection NPDES Permit application being applied by Zimmerman Poultry Operation for a proposed single chicken house located in Southampton Township. In accordance with PA Acts 14, 67, 68 and 127 notifications, William A. Brindle Associates Inc. notified the County of a Pennsylvania Department of Environmental Protection NPDES Permit application being applied by Jason Rissler for a proposed shale parking expansion with two proposed buildings located in Greene Township. The Board reviewed Personnel matters. Carrie Gray, County Administrator, explained the changes to the Human Services Administrator position description. On a motion by Robert L. Thomas, seconded by Robert G. Ziobrowski; unanimously approved the revised job description for the Human Services Administrator position. The Board recessed and will reconvene at 1:00 PM for an executive session. On a motion by Robert L. Thomas, seconded by Robert G. Ziobrowski; unanimously approved to enter an executive session at 1:06 p.m. this date for the purpose to review potential litigation matters. No action will be required after the executive session.
