The Franklin County Commissioners met Thursday, March 30, 2017, with the
following members present: David S. Keller, Robert L. Thomas and Robert G.
Ziobrowski. Chairman Keller presided and after calling the meeting to order, a Moment
of Silence, and the Pledge of Allegiance, proceeded with the business of the day.
On a motion by Robert L. Thomas, seconded by Robert G. Ziobrowski;
unanimously approved to adopt the agenda.
There was no public comment.
On a motion by Robert L. Thomas, seconded by Robert G. Ziobrowski;
unanimously approved all bills presented and ordered paid.
On a motion by Robert L. Thomas, seconded by Robert G. Ziobrowski;
unanimously approved the minutes of the March 21, 2017 and March 23, 2017
meetings.
The Board reviewed Fiscal/Grants matters. On a motion by Robert L. Thomas,
seconded by Robert G. Ziobrowski; unanimously approved the Supplemental
Appropriation in the amount of$50,000.00 to provide budget for the Franklin County
Children's Advocacy Center (CAC) medical services for victims. The grant was awarded
by PA Commission on Crime and Delinquency and will pass through the County to the
CAC to be used to fund a pediatric forensic nurse, a portion of the medical director and
Telehealth services through Penn State Hershey Medical Center. The grant was
awarded after the 2017 budget was adopted.
The Board reviewed additional Fiscal/Grants matters. On a motion by Robert L.
Thomas, seconded by Robert G. Ziobrowski; unanimously approved the Supplemental
Appropriation in the amount of$220,975.00 to provide budget for the Jail Community
Treatment Grant. The grant is provided by the Department of Corrections to implement
a non-narcotic medication assisted treatment program. The grant was awarded after the
2017 budget was adopted.
The Board reviewed additional Fiscal/Grants matters. On a motion by Robert L.
Thomas, seconded by Robert G. Ziobrowski; unanimously approved the Supplemental
Appropriation in the amount of$5,636.00 to provide budget for the Multidisciplinary
Investigative Team (MDIT) grant received through the Pennsylvania District Attorneys
Institute. The grant will cover travel costs for MDIT members to attend the 33 d
International Symposium on Child Abuse. The grant was awarded after the 2017 budget
was adopted.
The Board reviewed Grants matters. On a motion by Robert L. Thomas,
seconded by Robert G. Ziobrowski; unanimously approved for the Chairman of the
Board to execute the application to the CCAP PA Counties Risk Pool (PCoRP) for the
PCoRP Loss Prevention Grant requesting a grant amount of$15,000.00 to be used for
the upgrade of the existing fire alarm system in the Human Services building. Funding
will also be used to purchase five bullet-resistant protective vests for Jail Correctional
Officers.

The Board reviewed Human Services Administration matters. On a motion by
Robert L. Thomas, seconded by Robert G. Ziobrowski; unanimously approved for the
Chairman of the Board to execute the contract between the County of Franklin and
Rhodes Grove to rent the facility for Human Services Training Day on October 10, 2017.
Rhodes Grove will provide room setup, presentation equipment, one breakfast, one
lunch and two snacks for up to 250 people, for a total cost of$6,000.00. All expenses
are paid by the Human Services Block Grant.
In accordance with PA Acts 14, 67, 68 and 127 notifications, Grove US LLC
notified the County of a Pennsylvania Department of Environmental Protection Permit
application being applied for installation of a prime booth, topcoat booth and drying oven
located in Antrim Township.
Justin Slep, Veteran Affairs Director; Bekah Laws, Application Support Specialist;
and John McPaul, Community Outreach and Events Coordinator, were present to
provide a presentation on the Veteran's Affairs Database Overview. Mr. Slep explained
how the Veterans Affairs Office takes record retention very seriously so they thought it
was time to create a database to store all the information pertaining to veterans. The
following information is what they are trying to collect: death records, case history,
demographic information, power of attorney, service history, medical and dependents.
He said there were 777 current contacts entered to date. They are also recording burial
cards and a temporary staff person has alphabetized all records. There were 4,600
burial cards entered. Mr. Slep said that Ms. Laws built an a-card that mirrors the actual
burial card and when they hit the submit button it automatically builds a database of
information. He explained that death records are important information because they list
the cause of death. The spouse may qualify for benefits if the person died of a service
related death. Even if the person died of suicide due to mental health issues, the
spouse may be eligible for benefits if it's a 100% service related death. So far 5,575
death records were entered. Mr. Slep said moving forward his office wants to focus on
accurate and detailed reporting and will use GIS mapping to provide service tracking and
public information. The public information will be used if the family wants to know where
their loved ones are laid to rest. He said that he reviews every submission for accuracy
and the information is then filed in the database. Ms. Laws explained that Laserfiche,
workflow and SQL database are the multiple products that is used to put the database
together. After a question and answer period from the Board, Chairman Keller thanked
staff for a great project. He said this will make their lives easier and will save time and
provide services more efficiently and effectively.
The Board reviewed information regarding Franklin County Public Library Week.
Bernice Crouse, Executive Director of the Franklin County Library System, Mark Story,
Director of Development; Alice Elia, Development Coordinator; and Denise Bigham,
Director of Library Services and Director of Coyle Free Library, were present to receive
the proclamation. Ms. Crouse thanked the Commissioners for being financial supporters
of the library system. Ms. Crouse mentioned the events that will be taking place to
honor Library Week and other programs being offered throughout the year. She
explained that more information can be found on each library's web sites and their
Facebook pages. Mark Story provided an update on the Coyle Library project and
community campaign where $1.3 million has been contributed by 450 people from the
community. On a motion by Robert L. Thomas, seconded by Robert G. Ziobrowski;
unanimously approved to sign Franklin County Proclamation #2017-04 proclaiming the
week of April 9-15, 2017 as Franklin County Public Library Week and that the attached
proclamation be made a part of these minutes. The Board and the Library personnel
decided to visit the Coyle Free Library building expansion worksite to present the
proclamation.

PROCLAMATION 2017-04
WHEREAS: Franklin County public libraries have a commitment to providing services that extend far
beyond lending books:our libraries build a better community by advancing technology,
encouraging civic and social engagement,promoting good health,and opening minds;
WHEREAS: Franklin County public libraries provide resources that transform and promote inclusion
while being open and accessible to all members of our communities,in town and out of
town through outreach efforts like the Bookmobile and the Book Buggy;
WHEREAS: Franklin County libraries and librarians advance the technological needs of our
community by equipping patrons with the necessary knowledge and skills to utilize
online resources;providing access to the internet through wired computers,laptops,
and Wi-Fi,as well as printing,faxing,and scanning capabilities:all of which assist
patrons with tasks like applying for jobs,completing school and work projects,
purchasing a home,and online communication;
WHEREAS: Franklin County libraries encourage civic and social literacy through access to local and
national news outlets,the availability of public meeting spaces,community service
opportunities for local students,English as a Second Language classes,foreign language
classes,and Mango Languages online;
WHEREAS: Franklin County librarians engage the children and youth of our community through play
and literacy activities,using storytelling,story times,movie and anime clubs,American
Girl®clubs,LEGO®clubs,and the Kindly Canines read to a dog program;
WHEREAS: Franklin County libraries create and encourage community through book discussion
groups, knit and crochet groups,cooking clubs,writing groups,adult art and craft
classes,photography groups,movie events,and more;
WHEREAS: Franklin County tax dollars are indispensable for providing access to library services,
both within and outside of our public buildings.Every dollar raised through government
funding and private donations will continue to be managed prudently to allow for the
quality library services that community members rely on daily.
THEREFORE BE IT RESOLVED: We,the Commissioners of the County of Franklin,do hereby proclaim
the week of April 9--April 15,2017,as FRANKLIN COUNTY PUBLIC LIBRARY WEEK,in
recognition of the loyal public library staff members,to commend them for their
dedication to provide 21ST Century library services.
IN WITNESS WHEREOF, We have hereunto set our hands and caused the seal of Franklin County to be
