HomeMy WebLinkAbout2017-04-20 Commissioner Minutes THURSDAY, APRIL 20, 2017 The Franklin County Commissioners met Thursday, April 20, 2017, with the following members present: David S. Keller and Robert L. Thomas. Chairman Keller presided and after calling the meeting to order, a Moment of Silence, and the Pledge of Allegiance, proceeded with the business of the day. On a motion by Robert L. Thomas, seconded by David S. Keller; unanimously approved to adopt the agenda. There was no public comment. John Hart, Chief Clerk, provided a list of warrants to be held and not paid on today's voucher listing. He explained that some items date back to 2016 and more research is needed, one is a duplicate and some are expense reports that do not have enough information provided. He recommends that the Board approve the warrant but hold the vouchers as per the list he provided that requires more documentation. On a motion by Robert L. Thomas, seconded by David S. Keller; unanimously approved bills presented and ordered paid with the exceptions as per the attached document. On a motion by Robert L. Thomas, seconded by David S. Keller; unanimously approved the minutes of the April 11, 2017 and April 13, 2017 meetings. The Board reviewed Emergency Services matters. On a motion by Robert L. Thomas, seconded by David S. Keller; unanimously approved the grant agreement between the County of Franklin and the Pennsylvania Emergency Management Agency (PEMA) for the 2016 Hazardous Material Emergency Preparedness (HMEP) Grant Program in the amount of$11,992.00 with a county match of$2,297.00, for the period of September 30, 2016 through September 30, 2017. The Board reviewed information regarding Reentry Initiatives Week. Megan Shreve, Chief Executive Officer of South Central Community Action Programs (SCCAP), along with members of the Franklin Together Reentry Coalition were present to receive the proclamation. Ms. Shreve thanked the Commissioners for providing the proclamation and mentioned how important it is to celebrate the initiatives related to reentry. Chairman Keller asked Ms. Shreve to highlight successes or challenges the Coalition has experienced. Ms. Shreve explained that the task forces are doing well, reentry simulation is successful, and they are working toward educating employers in order to increase the number who hire persons reentering the community. Dan Hoover, Chief Probation Officer, said that when they started this reentry initiative last year it was great to see so many different department heads and outside entities come together. He said that people leaving the jail are faced with a myriad of obstacles so anything the Coalition can do to alleviate any of the obstacles is a good start. He said that hopefully moving forward they can chip away at them and have the best outcomes possible. Commissioner Thomas said that it's important to educate the community and thanked the Coalition for their efforts. Chairman Keller thanked the Coalition and appreciates everything that they do. He said the items Ms. Shreve highlighted are noteworthy and he is looking forward to more achievements in the coming year. On a motion by Robert L. Thomas, seconded by David S. Keller; unanimously approved Proclamation #2017-08 for the purpose of proclaiming the week of April 22-29, 2017 as Reentry Initiatives Week and that the attached proclamation be made a part of these minutes.
