The Franklin County Commissioners met Thursday, May 11, 2017, with the
following members present: David S. Keller, Robert L. Thomas and Robert G.
Ziobrowski. The Board attended the Prison Board meeting at the Jail. Chairman Keller
presided and after calling the meeting to order, a Moment of Silence, and the Pledge of
Allegiance, proceeded with the business of the day.
On a motion by Robert L. Thomas, seconded by Robert G. Ziobrowski;
unanimously approved to adopt the agenda.
There was no public comment.
On a motion by Robert L. Thomas, seconded by Robert G. Ziobrowski;
unanimously approved all bills presented and ordered paid.
On a motion by Robert L. Thomas, seconded by Robert G. Ziobrowski;
unanimously approved the minutes of the May 2, 2017 and May 4, 2017 meetings.
The Board reviewed Aging Office matters. On a motion by Robert L. Thomas,
seconded by Robert G. Ziobrowski; unanimously approved for the Chairman of the
Board to execute the Food and Beverage License to the Pennsylvania Department of
Agriculture for the Tuscarora Senior Activity Center at a cost of$82.00. It is a state
regulation to have a food and beverage license renewed annually. There is no increase
from last year and is funded by the Pennsylvania Department of Aging Block Grant.
The Board reviewed Commissioners Office matters. On a motion by Robert L.
Thomas, seconded by Robert G. Ziobrowski; unanimously approved the Supplemental
Agreement between the County of Franklin and C.S. Davidson, Inc. to add Preliminary
Engineering and Final Design for Heisey Road Bridge #121 project, in the amount of
$453,713.55. Separate agreements for construction phase services and inspection
services will be provided at a later time in accordance with PennDOT regulations.
The Board reviewed Human Services Administration matters. On a motion by
Robert L. Thomas, seconded by Robert G. Ziobrowski; unanimously approved the
Supplemental Appropriation in the amount of$99,953.00 to record the third shift in
funding for FY2016-17 Human Services Block Grant. This will shift funding from the
Human Services Development Fund (HSDF) to Drug and Alcohol (D&A) for inpatient and
outpatient treatment. The increase to D&A will allow 18 individuals to receive inpatient
treatment and 80-85 individuals to receive outpatient treatment services.
In accordance with PA Acts 14, 67, 68 and 127 notifications, RHS Engineering
Inc. notified the County of a Pennsylvania Department of Environmental Protection
NPDES Permit application being applied by Mercersburg Academy for the
construction/expansion of the school's natatorium, located in Mercersburg, PA.
In accordance with PA Acts 14, 67, 68 and 127 notifications, R. Lee Royer and
Associates notified the County of a Pennsylvania Department of Environmental
Protection NPDES application being applied for a stream crossing at the intersection of
Gehr Road and Washington Township Blvd for access to a residential subdivision,
located in Washington Township.

The Board recognized Sam Thrush, Planner, for being awarded the Volunteer of
the Year award from the Greater Chambersburg Chamber of Commerce. Chairman
Keller said the Board wanted to formally thank Mr. Thrush for his volunteer work and all
the great work he does on behalf of the Board. Mr. Thrush explained that this award is
given to volunteers who volunteer their time at organizations that are under the Chamber
umbrella. He mentioned Downtown Business Council, Leadership Chambersburg and
Chambersburg Area Development Corporation are a few that are under their umbrella.
The following are three reasons he received the award: Creation of the duck derby and
in year three they formed a partnership with the Rotary Club which significantly
increased the funds raised for the event. The last event raised $13,000 which was
shared between both organizations. The second reason was the Main Street Piano
Project, where a partnership was formed with Network Ministries to get the piano tuned.
He was able to get the piano tuned and people to donate paints and show their artistic
side. This project is a no budget project. Mr. Thrush said the third reason he was
nominated was a research project, in which he and a research partner provided planning
concepts that are used in the nation and how it would fit in with Chambersburg. At the
moment they have not done anything with his research but the goal was to raise
awareness of emerging planning concepts. Commissioner Ziobrowski asked how many
hours he donates since he has put a lot of time and effort into community projects and
having two small children at home. Mr. Thrush said he has not been keeping track but
he may going forward.
The meeting was adjourned at 10:04 a.m. with a motion by Robert L. Thomas;
seconded by Robert G. Ziobrowski.
