The Franklin County Commissioners met Tuesday, May 23, 2017, with the
following members present: David S. Keller, Robert L. Thomas and Robert G.
Ziobrowski. Chairman Keller presided and after calling the meeting to order, a Moment
of Silence, and the Pledge of Allegiance, proceeded with the business of the day.
On a motion by Robert G. Ziobrowski; seconded by Robert L. Thomas;
unanimously approved to adopt the agenda.
There was no public comment.
The minutes of the May 18, 2017 meeting were reviewed. These will be decided
upon on Thursday, May 25, 2017.
The Board reviewed Agreements, Contracts and Reports. Commissioner
Thomas asked for more information on board action item #4, support agreement with
Candoris. Kurt Hoffeditz, Chief Information Officer, was present and explained this is a
three year support agreement for VMWare which is a software program for virtual
servers. He said this is putting many physical servers onto one virtual server, which will
save money on hardware. Chairman Keller explained the Keystone Grant and that the
actual recipient is the Coyle Free Library. A requirement is that a resident municipality of
the Library is to be the grant applicant and the Library chose the County. The county will
pass through the grant dollars to the Library. The items will be approved Thursday, May
25, 2017.
Mary Beth Shank, County Solicitor, requested an executive session to discuss a
reverse appeal from 2012 that was filed by the Chambersburg Area School District. On
a motion by Robert G. Ziobrowski; seconded by Robert L. Thomas; unanimously
approved to enter an executive session at 9:38 a.m. this date for the purpose to review
the tax assessment appeal of Prologis. Ms. Shank informed the Board that action will be
required after the executive session. The Board reconvened into regular session at
9:50 a.m.
Ms. Shank asked the board to approve her recommendation of the 2012-
4672 tax appeal for Prologis NA3 PA III LP, a tax parcel located in the Borough of
Chambersburg at 1490 Nitterhouse Drive. She explained the original assessment in
2012 was $1,770,950 which equates to a fair market value of$12,471,478.87. The
resolution is to increase the assessment for 2013 to $2,141,500; 2014 to
$2,236,960; 2015 to $2,282,610; and for 2016 and 2017 to $2,199,600. The county
will receive a refund in the amount of$60,559.12. This settlement has been approved by
the Chambersburg Area School District, Franklin County Board of Assessment and the
tax payer. The Borough of Chambersburg was not an intervening party in this
appeal. On a motion by Robert G. Ziobrowski; seconded by Robert L. Thomas;
unanimously approved the Solicitor's recommendation.
The Board recessed until the 1:30 p.m. Retirement Board meeting.
The Board held a Retirement Board meeting.
Michael Shone, Marquette Associates, met with the Board to provide a report of
the Franklin County Other Post-Employment Benefits (OPEB) Fund.

On a motion by Robert G. Ziobrowski; seconded by Robert L. Thomas;
unanimously approved to modify the investment policy as follows: increase real estate
allocation by 2%; increase the international equities by 2%; decrease domestic equity by
2%, and; decrease fixed income by 2%.
The meeting was adjourned at 3:00 p.m. with a motion by Robert G. Ziobrowski;
seconded by Robert L. Thomas.
