THURSDAY, JUNE 22, 2017
The Franklin County Commissioners met Thursday, June 22, 2017, with the
following members present: David S. Keller, Robert L. Thomas and Robert G.
Ziobrowski. Chairman Keller presided and after calling the meeting to order, a Moment
of Silence, and the Pledge of Allegiance, proceeded with the business of the day.
On a motion by Robert L. Thomas, seconded by Robert G. Ziobrowski;
unanimously approved to adopt the agenda.
There was no public comment.
On a motion by Robert L. Thomas, seconded by Robert G. Ziobrowski;
unanimously approved all bills presented and ordered paid.
On a motion by Robert L. Thomas, seconded by Robert G. Ziobrowski;
unanimously approved the minutes of the June 13, 2017 and June 15, 2017 meetings.
The Board reviewed Aging matters. On a motion by Robert L. Thomas,
seconded by Robert G. Ziobrowski; unanimously approved for the Chairman of the
Board to execute the Food and Beverage License to the Pennsylvania Department of
Agriculture for the Waynesboro Senior Activity Center at a cost of $82.00. It is a state
regulation to have a food and beverage license renewed annually. There is no increase
from last year and is funded by the Pennsylvania Department of Aging Block Grant.
The Board reviewed additional Aging matters. On a motion by Robert L.
Thomas, seconded by Robert G. Ziobrowski; unanimously approved for the Chairman of
the Board to execute the Quote from Tri-Star Ford of Tyrone to purchase a 2017 Escape
SE at a cost of $18,304.00, which includes the trade in of a 2009 Pontiac Vibe. Request
for quotes was completed. This was the second to lowest bid but was chosen over the
lowest as it includes a five (5) year unlimited corrosion warranty. Cost of the vehicle will
be covered by the Pennsylvania Department of Aging grant.
The Board reviewed Children & Youth matters. On a motion by Robert L.
Thomas, seconded by Robert G. Ziobrowski; unanimously approved the third quarter
report to Pennsylvania Department of Human Services showing expenses and revenues
of Act 148 funding for January 1, 2017 through March 31, 2017 in the amount of
$2,571,022.00.
The Board reviewed Grants/CJAB matters. On a motion by Robert L. Thomas,
seconded by Robert G. Ziobrowski; unanimously approved the agreement between the
County of Franklin and Waynesboro New Hope Shelter to provide room and board for
participants in the County’s Intensive Re-entry Case Management Program, at a cost of
$18,900.00, to be paid by the 2015/16 JAG Single Solicitation Local Initiatives Grant.
This agreement is for the period of May 1, 2017 through December 31, 2017.
The Board reviewed Grants/Mental Health matters. On a motion by Robert L.
Thomas, seconded by Robert G. Ziobrowski; unanimously approved for the Chairman of
the Board to execute the Scope of Work to PA Department of Housing and Urban
Development for HUD Permanent Supportive Housing contract for the amount of
$178,435.00 and HUD Shelter + Care contract is for $83,352.00. These HUD funds are
for supportive housing for chronically homeless individuals with serious mental illness.

The Board reviewed Human Resources matters. On a motion by Robert L.
Thomas, seconded by Robert G. Ziobrowski; unanimously approved the Collective
Bargaining Agreement between the County of Franklin and General Teamsters and
Allies Workers Local 992, effective January 1, 2016 through December 31, 2018.
The Board reviewed Jail matters. On a motion by Robert L. Thomas, seconded
by Robert G. Ziobrowski; unanimously approved for the Chairman of the Board to
execute the Addendum to the contract between the County of Franklin and NRG
Building Services, Inc. to provide maintenance of the Schneider Electric DDC Control
System that controls the heating, ventilation and air conditioning equipment. This
addendum will increase the yearly cost by $240.00 for the period of July 1, 2017 through
July 1, 2020.
In accordance with PA Acts 14, 67, 68 and 127 notifications, R. Lee Royer &
Associates notified the County of a Pennsylvania Department of Environmental
Protection NPDES General Permit application being applied by Chambers Lane
Greencastle for proposed construction of commercial and apartment buildings, located in
Waynesboro, PA.
In accordance with PA Acts 14, 67, 68 and 127 notifications, R. Lee Royer &
Associates notified the County of a Pennsylvania Department of Environmental
Protection NPDES General Permit application being applied by Mocking Bird Hill, Inc. for
proposed construction of commercial and apartment buildings, located in the Borough of
Greencastle.
In accordance with PA Acts 14, 67, 68 and 127 notifications, ASC Group, Inc.
notified the County of a Pennsylvania Department of Environmental Protection NPDES
General Permit application being applied by PA Department of Conservation and Natural
Resources for structure replacements on Lindsay Lot Road, located in Greene and
Southampton Townships.
The Board held a discussion on moving the start time of the Prison Board
meeting time to 8:00 AM instead of 8:30 AM. Chairman Keller said he appreciated
Commissioner Thomas’s efforts to compromise on this and he was sorry that changing
to a Tuesday meeting was not convenient with the President Judge. Chairman Keller
said he is not in favor of re-advertising changing the time of Prison Board. He said they
could reconsider the time change during reorganization at the beginning of the year.
After extensive discussion on why the Prison Board wanted to move the meeting start
time and whether or not all options had been considered prior to making this decision,
there was no consensus to have a voucher brought before them for consideration to pay
a bill for advertising to change the time for Prison Board meetings.
Participants of the Franklin County Library System’s Summer Reading Program
and their parent or grandparent were present to learn more about public service.
Chairman Keller congratulated them for participating in the Summer Reading Program
and thanked them for their interest in public service. He hopes they consider running for
an elected office someday. He understands the theme is to “make a better world a
better place through public service”. He said they need to make sure our communities in
our county continue to be the type of places that people want to work, live and play.
After introductions the Board provided a presentation to explain the many services and
programs that the County provides. Commissioner Thomas explained further the
election process, especially since their key word for the day is “vote”. He explained that
another key word they could use is “help” since many of the county’s programs and
services are designed to help county residents have a good quality of life and stay safe,
for instance through 911. Commissioner Thomas also mentioned that Franklin County is

named after Benjamin Franklin and we were established in 1784. He explained that the
county works with 22 municipalities. We are also one of the fastest growing regions in
Pennsylvania because so many people are moving here for different reasons. He said
they retire here because it’s a great place to live. Commissioner Thomas said he wishes
them well and he hopes they have a great summer. Commissioner Ziobrowski
mentioned the different jobs that each of the Commissioners had before being elected.
He noted that elected officials are no different than anyone else. He as Commissioners
they serve on many different committees. He said when people get involved in their
community that’s where real things get done. When people step up at these committee
meetings someone says to them “why don’t you run for office?” That’s what happened
to him so he ran for school board. He said he enjoys being on committees and solving
problems and realized he was good at it. Chairman Keller explained the different elected
officials at the township, borough and state levels also. He said there are lots of other
opportunities that they can get involved with at lower levels. Melanie Verliin, Youth
Services Coordinator with the Grove Family Library, thanked the Commissioners for their
service and taking the time to speak to everyone here today.
The meeting was adjourned at 10:44 a.m. with a motion by Robert L. Thomas;
seconded by Robert G. Ziobrowski.
