HomeMy WebLinkAbout2017-06-29 Commissioner Minutes THURSDAY, JUNE 29, 2017 The Franklin County Commissioners met Thursday, June 29, 2017, with the following members present: David S. Keller, Robert L. Thomas and Robert G. Ziobrowski. Chairman Keller presided and after calling the meeting to order, a Moment of Silence, and the Pledge of Allegiance, proceeded with the business of the day. On a motion by Robert L. Thomas, seconded by Robert G. Ziobrowski; unanimously approved to adopt the agenda. There was no public comment. On a motion by Robert L. Thomas, seconded by Robert G. Ziobrowski; unanimously approved all bills presented and ordered paid. On a motion by Robert L. Thomas, seconded by Robert G. Ziobrowski; unanimously approved the minutes of the June 20, 2017 and June 22, 2017 meetings. The Board reviewed Grants matters. On a motion by Robert L. Thomas, seconded by Robert G. Ziobrowski; unanimously approved the agreement between the County of Franklin and Maranatha Ministry, Inc. to provide room and board for participants in the County's Intensive Re-entry Case Management Program at a rate of $42.00 each night a participant resides at the shelter. This agreement is for the period of May 1, 2017 through December 31, 2017 and is for a maximum encumbrance of $18,900.00 provided by the 2015/16 JAG Single Solicitation Local Initiatives Grant. The Board reviewed Jail matters. On a motion by Robert L. Thomas, seconded by Robert G. Ziobrowski; unanimously approved the amendment to the Agreement dated November 18, 2003 between the County of Franklin and Franklin County Legal Services to provide attorneys to assist with legal services to incarcerated inmates at a cost of$1,300.00 per month for the period of January 1, 2017 through December 31, 2017 with an automatic renewal commencing on January 1, 2018 unless terminated by either party with 180 days written notice. The Board reviewed Juvenile Probation matters. On a motion by Robert L. Thomas, seconded by Robert G. Ziobrowski; unanimously approved the agreement between the County of Franklin and Tuscarora School District for the School-Based Probation Program. The school district agrees to provide $8,946.90 for services during the 2017-2018 school year. Franklin County will carry liability insurance for its employees and the program. In accordance with PA Acts 14, 67, 68 and 127 notifications, Chambersburg NRCS notified the County of a Pennsylvania Department of Environmental Protection Water Obstruction and Encroachment Permit application being applied by Russell & Cindy Phenicie for a property located in Warren Township. In accordance with PA Acts 14, 67, 68 and 127 notifications, Red Barn Consulting Inc. notified the County of a Pennsylvania Department of Environmental Protection NPDES Permit application being applied by Jay Grove for expansion of his existing dairy operation located in Shippensburg, PA. Continued on page 2 In accordance with PA Acts 14, 67, 68 and 127 notifications, ASC Group, Inc. notified the County of a Pennsylvania Department of Environmental Protection NPDES Permit application being applied by PA Department of Conservation and Natural Resources for the Ridge Road over UNT to Cold Spring Run Structure replacement located in Greene Township. In accordance with PA Acts 14, 67, 68 and 127 notifications, AECOM notified the County of a Pennsylvania Department of Environmental Protection NPDES Permit application being applied by Knouse Foods for their existing facility located in the Borough of Chambersburg. The Board reviewed Personnel matters. On a motion by Robert L. Thomas, seconded by Robert G. Ziobrowski; unanimously approved the revised job description for the Land Records Technician position.
