HomeMy WebLinkAbout2017-07-11 Commissioner Minutes TUESDAY, JULY 11, 2017 The Franklin County Commissioners met Tuesday, July 11, 2017, with the following members present: David S. Keller, Robert L. Thomas and Robert G. Ziobrowski. Chairman Keller presided and after calling the meeting to order, a Moment of Silence, and the Pledge of Allegiance, proceeded with the business of the day. Chairman Keller asked everyone in attendance to remember Kelly High who worked in the Public Defender’s Office. She passed away this weekend and he asked everyone also to remember her family and friends. On a motion by Robert G. Ziobrowski; seconded by Robert L. Thomas; unanimously approved to adopt the agenda. Kim Wertz provided public comment and asked if the date was correct for board action item #12, Veterans Affairs agreement with Whitetail Resort. She also questioned board action item #2, list of adoption agreements in Children and Youth and if the funds are used for clothing and food. Ms. Wertz asked if board action items #8 & 9 are related since they are both for $50,000 and both deal with Children’s Advocacy Center. She asked if board action item #11 is the data warehouse that was discussed with the Block Grant Committee for funds to bring it into existence. The minutes of the July 6, 2017 meeting was reviewed. These will be decided upon on Thursday, July 13, 2017. The Board reviewed Agreements, Contracts and Reports. Carrie Gray, County Administrator, was asked to answer Ms. Wertz questions during public comment. Ms. Gray explained that with item #12 that it is not a typo. We have a very zealous Veteran’s Affairs staff that want to make sure we have a date in place and to lock in the price for the golf tournament next year. Ms. Gray said the adoption agreements are to provide assistance to families with adoptive children and the purpose of the funds is to make sure the children are taken care of. John Hart, Chief Clerk, said the payments are for basic needs, whether they are mental or physical needs, so the family can cover costs for the child. Ms. Gray explained that the one item for the Children’s Advocacy Center (CAC) is the contract to provide pass through funds to the agency and the second item is an application requesting funds. She said item #11 with Managed Care is the Human Services Data Warehouse familiar to the Block Grant Committee. Chairman Keller said he is appreciative that Dianne Kelso, Executive Director of the CAC, is present and offered her a chance to add anything. Ms. Kelso said she appreciates the County’s involvement and how county employees are diligently working for the children of Franklin County. She explained they have 12 cases scheduled this week and each of those days there will be Children & Youth Caseworkers, District Attorney staff and law enforcement who all come together on behalf of the children. She said this is what CAC is all about and the goal is to provide a service to child victims that are holistic in nature, because it’s all about the children. She appreciates the County and all that they do. Chairman Keller asked how the fundraising efforts are coming along. Ms. Kelso explained that the giving nature in Franklin County is amazing. But they are not at a point that fundraising alone will cover all their costs. They will continue to do as much as they can in that area because they never know if the waters ahead of us will be tranquil or stormy. The grants are amazing so she hopes they will continue. She doesn’t know if five years from now the grants will exist so her organization needs to be diligent and keep looking for further funding sources. Continued on page 2 Commissioner Thomas asked how many cases the CAC has for each year. Ms. Kelso responded that the first year there were 120 cases; in 2015 there were 194 cases; in 2016 there were 211 cases; and end of June this year they are at 136 cases. John Thierwechter, DES Director, explained the Tritech change order will enable Fayetteville Ambulance to extract information and reason for a call from the county's dispatch system. Other departments will be able to do the same thing as long as they have a records management system that can import this data. The following item was approved today while the remaining items will be approved Thursday, July 13, 2017. The Board reviewed Coroner matters. On a motion by Robert G. Ziobrowski; seconded by Robert L. Thomas; unanimously approved the agreement between the County of Franklin and Quincy Tech to replace the current records management system due to the current system closing as of July 31, 2017. This agreement is at a cost of $1,200.00 for the period of July 15, 2017 through December 31 2018. The meeting was adjourned at 9:52 a.m. with a motion by Robert G. Ziobrowski; seconded by Robert L.
