HomeMy WebLinkAbout2017-07-13 Commissioner Minutes THURSDAY, JULY 13, 2017 The Franklin County Commissioners met Thursday, July 13, 2017, with the following members present: Robert L. Thomas and Robert G. Ziobrowski. Vice Chairman Thomas presided and after calling the meeting to order, a Moment of Silence, and the Pledge of Allegiance, proceeded with the business of the day. Vice Chairman Thomas announced that Chairman Keller is not attending the meeting today due to representing Franklin County at a White House event. On a motion by Robert G. Ziobrowski, seconded by Robert L. Thomas; unanimously approved to adopt the agenda. There was no public comment. On a motion by Robert G. Ziobrowski, seconded by Robert L. Thomas; unanimously approved all bills presented and ordered paid. On a motion by Robert L. Thomas, seconded by Robert G. Ziobrowski; unanimously approved the minutes of the July 6, 2017 meeting. The Board reviewed Adult Probation matters. On a motion by Robert L. Thomas, seconded by Robert G. Ziobrowski; unanimously approved the Grant-In-Aid Continuing Program Application to the Pennsylvania Board of Probation and Parole for the State Offender Supervision Fund Agreement services, requesting an amount of $1,307,927.00 for fiscal year 2017-2018. This program is to help fund the Adult Probation Department. The Board reviewed Children and Youth matters. On a motion by Robert L. Thomas, seconded by Robert G. Ziobrowski; unanimously approved the list of Subsidized Adoption Assistance agreements on behalf of the Franklin County Children and Youth Department to provide a subsidy to adoptive parents, to be used for adoptive children, for the period of April 1, 2017 through June 30, 2017. Contract listing is maintained for proper accounting of all contracts. The Board reviewed Commissioners Office matters. On a motion by Robert L. Thomas, seconded by Robert G. Ziobrowski; unanimously approved Resolution No. 2017-04 to authorize the County Solicitor, County Administrator and Human Resource Director to settle certain claims on behalf of Franklin County. The Board reviewed Emergency Services matters. On a motion by Robert L. Thomas, seconded by Robert G. Ziobrowski; unanimously approved the Quote from Southern Computer Warehouse to purchase an HP Designjet 44” multi-function color printer at a cost of $13,379.36. The current large format printer is approximately 10 years old. The large format printers are used to make maps for multiple uses including in the event of an emergency incident and at the request of municipalities for special events. The Board reviewed additional Emergency Services matters. On a motion by Robert L. Thomas, seconded by Robert G. Ziobrowski; unanimously approved for the Vice Chairman of the Board to execute the Change Order to the contract signed on September 9, 2016, from Tritech Software Systems for CAD (computer aided dispatch) upgrades. This change order will produce an external system incident data transfer interface to emsCharts from Inform CAD to send supplemental information to provide billing data for Fayetteville Ambulance Co 7. This change order is at an additional cost of $3,300 starting with year two and will continue for the duration of the contract. Continued on page 2 The Board reviewed Fiscal/Grants matters. On a motion by Robert L. Thomas, seconded by Robert G. Ziobrowski; unanimously approved the Agreement between the County of Franklin and Cross and Crown to provide a website and campaign for the County’s Get Back Up program at a cost of $3,000.00 to be covered by the Pre-Trial Drug and Alcohol Diversion Grant from PA Commission on Crime and Delinquency. This agreement is for the period of July 6, 2017 through December 31, 2017. The Board reviewed additional Fiscal/Grants matters. On a motion by Robert L. Thomas, seconded by Robert G. Ziobrowski; unanimously approved the Subgrant Agreement between the County of Franklin and Over the Rainbow-Franklin County CAC to provide pass through funds from PA Commission on Crime and Delinquency to pay for a pediatric forensic nurse as well as cover expenses related to the CAC’s medical director contract. The amount of the agreement is $50,000.00 to be covered by the Franklin County CAC Medical Services for Victims grant and is for the period of April 1, 2017 through March 31, 2018. The Board reviewed Grants/CJAB matters. On a motion by Robert L. Thomas, seconded by Robert G. Ziobrowski; unanimously approved the Grant Application to PA Commission on Crime and Delinquency requesting funds in the amount of $50,000.00 to help support the Over the Rainbow Children’s Advocacy Center as it provides services to child abuse victims and child witnesses of crimes and supporting MDIT collaboration on child abuse investigations, improve criminal prosecution and services to victims for the period of January 1, 2018 through December 31, 2018. The Board reviewed Managed Care matters. On a motion by Robert L. Thomas, seconded by Robert G. Ziobrowski; unanimously approved the Staffing Agreement between the County of Franklin and Tuscarora Managed Care Alliance (TMCA) for the period of January 1, 2017 through March 31, 2018, to pay for personnel with payroll and benefits, at a cost not to exceed $645,762.00. Funds will be reimbursed to the County by TMCA. The Board reviewed additional Managed Care matters. On a motion by Robert L. Thomas, seconded by Robert G. Ziobrowski; unanimously approved the agreement between the County of Franklin and Tuscarora Managed Care Alliance (TMCA) to provide funds in the amount of $405,644.00 for the implementation of the Health and Human Services Data Warehouse which will use TMCA staff to incorporate and utilize macro-level data for system assessments and solution planning for Human Services Departments. This agreement is for the period of January 1, 2017 through December 31, 2019. The Board reviewed Veterans Affairs matters. On a motion by Robert L. Thomas, seconded by Robert G. Ziobrowski; unanimously approved the agreement rd between the County of Franklin and Whitetail Resort to host the 3 Veterans Affairs Golf Tournament Fundraiser on June 8, 2018 in the amount of $6,820.00. Cost of the facility and course rental will be covered by tournament donations and sponsorships. In accordance with PA Acts 14, 67, 68 and 127 notifications, R. Lee Royer & Associates notified the County of a Pennsylvania Department of Environmental Protection NPDES General Permit application being applied for additional parking and storm water facilities located on property in Quincy Township, PA. Continued on page 3 In accordance with PA Acts 14, 67, 68 and 127 notifications, Martin and Martin, Inc. notified the County of a Pennsylvania Department of Environmental Protection Chapter 105 Water Obstruction and Encroachment General Permit application being applied by Southampton Township for repairing an existing culvert crossing under Means Hollow Road located on property in Southampton Township, PA. In accordance with PA Acts 14, 67, 68 and 127 notifications, Barton & Loguidice notified the County of a Pennsylvania Department of Environmental Protection Water Quality Management Part II Permit application being applied by Hamilton Township Municipal Authority for the Sollenberger Road Sewer Upgrade Project located on property in Chambersburg Borough and Hamilton Township, PA. The Board conducted a bid opening on behalf of the Franklin County Library System for the Keystone Library Grant. Carrie Gray, County Administrator, explained that this grant opportunity is through the Department of Education’s Keystone Community Libraries Grant and the County is the applicant. She said $350,000 is flowing through to the library for various projects from this grant. She explained the third partner is GMS who have been working with us to coordinate the application and awards. Ms. Gray explained further that Solicitor Mary Beth Shank has been involved and it was decided that the best fit was to proceed with a bidas opposed to an RFP. Bids were due yesterday in the Controller’s Office. Denise Bigham, Director of Coyle Library, was present and explained that the radio frequency identification system is a tag system, where information about the item is attached to a tag to be used when customers are checking out the items. The laptop vending machine is to store laptops in a locked cabinet where customers can check them out to be used anywhere in the library. She explained the media vending machines will be similar to Red Box DVD vending machines where customers can check out DVD’s. Bernice Crouse, Executive Director of the Franklin County Library System, explained the furniture will include all furniture for meeting rooms to help them provide gathering spots for different groups of people in the community. The following bidders submitted a bid for the radio frequency identification system: D-Tech International USA, LLC bid $76,370.00 plus annual maintenance costs of $2,995.00; Bibliotheca bid a total of $57,449.78 plus annual maintenance for year one at $3,365.50 with increases each year. The following bidder submitted a bid for the laptop vending machines: D-Tech International USA, LLC bid a total amount of $26,795.00 plus annual maintenance cost of $2,500.00 per year. The following bidder submitted a bid for the media vending machines: Research Technology International Company bid an amount of $371,400.00 plus annual service maintenance of $42,048.00. The following bidders submitted a bid for the library furniture: Hyperspace bid a total amount of $73,417.39; Phillips Office Solutions bid a total amount of $80,655.27, which includes installation and labor. On a motion by Robert L. Thomas, seconded by Robert G. Ziobrowski; unanimously approved to forward the bids received to the Library Project Manager, Library Staff and County staff for their review. The Board will award or reject the bids on Thursday, July 20, 2017 at 9:45 a.m. Mary Beth Shank, County Solicitor, asked the Board to enter into an executive session to discuss WP Franklin v. Franklin County Board of Assessment Revision of Taxes. On a motion by Robert L. Thomas, seconded by Robert G. Ziobrowski; unanimously approved to enter an executive session at 10:14 a.m. this date for the purpose to review pending litigation matters. Ms. Shank said action will be required after the executive session. The Board reconvened into regular session at 10:26 a.m. Continued on page 4 The Board authorized the solicitor to execute the settlement for 2009-5510 (WP Franklin Associates LLC vs. Franklin County Board of Assessment), a copy of which is attached and incorporated by reference. The Board also authorized the Solicitor to execute the settlement for 2001-3673 and 2004-3128 which both relate to the same property but in substance were incorporated into the 2009-5510 docket and settlement. These settlements simply mark the case as settled and reference the 2009- 5510 case as the resolution of all three cases. The meeting was adjourned at 10:27 a.m. with a motion by Robert L.
