HomeMy WebLinkAbout2017-08-01 Commissioner Minutes TUESDAY, AUGUST 1, 2017 The Franklin County Commissioners met Tuesday, August 1, 2017, with the following members present: David S. Keller, Robert L. Thomas and Robert G. Ziobrowski. Chairman Keller presided and after calling the meeting to order, a Moment of Silence, and the Pledge of Allegiance, proceeded with the business of the day. On a motion by Robert G. Ziobrowski; seconded by Robert L. Thomas; unanimously approved to adopt the agenda. Kim Wertz provided public comment and asked who was now responsible for the cost of new vehicles and maintenance of the transit buses. The minutes of the July 25, 2017 and July 27, 2017 meetings were reviewed. These will be decided upon on Thursday, August 3, 2017. The Board reviewed Agreements, Contracts and Reports. Commissioner Thomas asked a question about board action item #3 and Shalom Black, Grants Manager, explained that the Board approves the budget modification and then it is sent to the state for their consideration. The items will be approved Thursday, August 3, 2017. Teresa Beckner, Fiscal Director, met with the Board to discuss the impact of the proposed 2017/18 state budget. She stated that the PA legislature passed the 2017-18 th spending budget on June 30 but we won’t know the full impact on the County until we receive official allocation letters. CCAP did an analysis of the proposed budget plan and are indicating that Aging appears to be flat, Children & Youth is expected to increase around 2.31%, Human Service Development Fund and Housing Assistance are both flat, Act 152 for Drug and Alcohol Treatment and Prevention are not yet available, and MH/ID comes through the Human Services Block Grant but the assumption is we will receive approximately a 2% increase. The Commonwealth shares in partial reimbursements for Court operations and at this time there is no funding allocated for the District Attorney’s salary and training for the Sheriff’s Office. Commissioner Thomas stated that we have received the same funding for 30+ years for our probation officers through Grant-in-Aid even though the number of probation officers has increased dramatically during that time. Ms. Beckner also reported that there is a proposed 1.28% increase for Hazardous Materials Response Grants, West Nile Virus Control cut by 2.6%, and our allocation for County bridges and liquid fuels remains unknown. Commissioner Ziobrowski pointed out that while we still receive allocations from the state for various programs, the rate of inflation is greater than the allocation which then becomes the County’s responsibility to fund. Carrie Gray, County Administrator, provided the response to the question from public comment, stating that Rabbit Transit took over the responsibility of capital expenses at the time of the transition from Franklin County Transportation to Rabbit.
